The WASH Adviser will be expected to lead on sectoral assessment, programme design and master budgeting, coordination,
and support fundraising, recruitment and procurement. In most circumstances, the post holder will be expected to mentor
and/or capacity building existing country programme staff. On occasion they may also be asked to gap fill a senior
technical advisory role in a longer term humanitarian country programme.
KEY AREAS OF ACCOUNTABILITY:
Lead on WASH technical assessments in coordination with other SC thematic areas and/or other external sector agencies,
ensuring assessment findings are documented and that all assessments include a specific analysis of children’s
needs.Working with the Deputy Team Leader for Programmes, and other technical specialists, develop WASH sector
response plans and master budgets and contribute to Save the Children’s overall response strategy.Provide technical
checking of WASH engineering designs and hygiene promotion programmes as necessary, and proactively promote high
quality WASH technical approaches within country programmes.Working closely with the Deputy Team Leader –
Programmes or Team Leader, support fundraising for the WASH sector, including development of high quality concept
notes and proposals, and engagement with donors’ technical Advisers.Prepare and oversee WASH programme
implementation to ensure timely delivery of programme activities (for example, monitoring against log frames, individual
performance management work plans).Prepare timely programme and donor reports on project activities in compliance
with internal SC requirements and any relevant external donor requirements.Working closely with the HR team, identify
WASH staffing needs (both national and international) for emergency programmes, and ensure rapid recruitment, induction
and training of new staff.Identify WASH programme supplies needs and coordinate with the logistics team to put in place a
sensible phased procurement plan and provide proactive technical input to WASH construction and tender
procurement.Working closely with the Monitoring & Evaluation team put in place a sector M & E plan, ensuring this links to
reporting requirements, and capacity build technical field staff in carrying out the work.Working closely with the
Accountability lead put in place accountability activities for your thematic area, ensuring that feedback from all relevant
stakeholders is considered in WASH programme design.

 
The WASH Specialist contributes within the Federation Handicap International (HI) Pakistan Program to implementation of the mandate and the 5-year strategy of HI. He/she ensures optimal quality and impact of the WASH /infrastructure projects implemented in the program and represents HI in National Humanitarian coordination, in line with HI’s global WASH Specialist.
Contribute in Proposal writing, Preparation of BOQs /Drawings for overall infrastructure in HI Pakistan and support logistics in bidding /tendering process and billing with control on quality check monitoring and also share weekly, monthly, Quarterly reports to HO/HQ for smooth running of project by providing technical assistance to technical team on WASH related activities and recommend and make guidelines where needed and implement at field level, Especially Accessible Hand pumps, Water quality, Solar water pumps, Toilet blocks, Filtration Plants/ROs and also health and hygiene awreness sessions and provide training to all staff on WASH/DRR/Accessibility under guidance of Global WASH specialist and ensure HI global WASH strategies. Attend WASH Working group, Pakistan humanitarian forum and CAR/PDMA and other stake holder for proper coordination and avoid duplication.

Assessments and need based verification of new and rehab work in emergency WASH Sindh, PATS Punjab and KPK Involvement of SMC, MHM, School WASH Club, Village Organization, Community Organization during need assessment and in monitoring of construction work by explaining scope of work to SMC and community members for WASH infrastructure specially in design and construction of HH latrines that are appropriate for targeted communities and are low cost. Liaising with the engineers available at CO and other PU offices for guidance and approval of drawing/designs and BOQs. (Application of knowledge required for the role, Plan Pakistan Partners, Local and National agencies and network. Providing Training and Monitoring checks to all Partners organizations and contractors. Working closely with Plan Pakistan all technical team in Punjab, Sindh and KPK Province to ensure all works are according to Plan and quality. Was a part of project team by monitoring of partner organization Mojaz foundation and PVDP of WASH funded by GFFO and Unicef.

Rehabilitation and construction of Govt. technical centre for girls Gulbahar having 3 months courses of   Computer, knitting sewing and Beautician, providing furniture and daily based monitoring visits for quality assurance. Meeting with TVETA and UNHCR officials for contract management and monitoring mechanism to ensure Distribution of cash of work and travel allowances for students. Checking both construction materials and livelihood materials quality and making field visit Plans for Staff. Billing and finalizing project within time limits. Renovation with creativity and provision of  best quality of work was achieved, after completion UNHCR management give me shield of best performance award.

Preparation of feasibility report for Community Physical Infrastructures, conducting surveys in the community for drinking water supply schemes, Preparation of cost estimate for maintenance of schemes, conduct supervisory & monitoring visits of schemes, contacts with local communities, technical advises to the community. Training of O and M. Ensuring quality of material, Hand over WSS to PHE department.        

Take lead on assessment for WES project rehab and new and have detailed assessment plan with PHE dept. in schools, preparation of Bill of quantities, helping logistic and procurement team during purchasing of material, Installation of Hand pumps and implementation of WatSan activities according to the work plan. Ensuring quality and quantity of work. Facilitate hygiene promotion team in the field.

Working with the Director of Programmes Development and Quality, develop WASH strategy, emergency response plans and master budgets and contribute and provide technical checking of WASH engineering design and hygiene promotion program as necessary, and proactively promote high quality WASH technical approaches within country program.

Construction of Rural Houses (Permanent shelter of 1 room with Kitchen and Latrine) and provide Technical support to the community. Implementation and monitoring of community infrastructure and building their capacity for executing all site works according to Design and specifications and Weekly Reporting to UNHCR.

Managed WASH emergency and early recovery projects of AUSAID, DANIDA, OFDA, ECHO, DFID in 03 districts of Sindh during 2010 flood and post response. Conducted need assessments, Baseline and KAP surveys in the flood affected area. Developing DIP\'s for different grants, Capacity building of staff, implementation of projects activities according to the set objectives & indicators, and representation of the organization in WASH cluster and working groups meeting were also part of the job.

Conduction of assessment with team for T shelter activities, Preparation of BoQ\'s, helping logistic and procurement team during purchasing of material, Installation shelters in communities according to the work plan. Ensuring quality and quantity of work. Participation during reports development. Facilitation of donors during field visit.

Providing technical support to engineering staff for constructing Plinths for pre-Fabricated structure in Earth Quake destruction in schools which was supervised under UNESCO.Preparation of BOQs and Drawings and implementation.Monitoring on Field engineers to ensure work on site as per design and drawing, submitting weekly, bi weekly and monthly progress report and making of Bill as per site completion.
