Background:

Since 2013, Operation Smile provides reconstructive surgery services to acid burn survivors twice a year through a partner hospital in Islamabad. Intentional and criminal acid burns (vitriol or sulfuric acid) are, in this part of the world, relatively frequent and responsible for extremely serious mutilations. It is an honour crime that tends to mutilate a woman or girl whose behaviour is not in line (real or perceived) with the norms of the society in which she lives. It is most often committed by the victim's husband or family-in-law.

General Objectives of the position:

PMOS is responsible for managing all aspects of Operation Smile. It includes planning and coordinating as well as managing implementing partners (IP) to ensure smooth implementation of project activities in adherence to logistic, human resources, administration and security procedures, as well as donors’ requirements.

 To map and carry out all related activities to identify implementing partners preferably working on violence prevention thematic particularly survivors of acid burn, for the implementation of the Operation Smile project.

To develop partnerships for the identification of beneficiaries but also for a holistic approach, including complete support of patients (psychosocial support, social reintegration, professional etc.)

To establish and maintain coordination with relevant local and provincial authorities necessary for the timely implementation of the project activities.

Key Responsibilities:

The PMOS being project responsible to supervise, monitor and provide require support required to carry out all components of OS:

a. Ensuring Programs/Projects’ implementation as per agreed ToRs of the project

b. Act as interface between coordination and IP

c. Representation and Networking

d. Communication & Reporting

e. Identify, support and contribute to project development

f. Plan and manage all financial matters related to the project

Specific Duties & Role:

Program Implementation

  • Act as custodian for the rules and regulations and ensure all operations are conducted within the provided framework of the organisation.
  • Depending on the needs and available resources, the PMOS is responsible to adjust the implementation in collaboration with Coordination Team and IP.
  • Maintain agile coordination with IP and provide necessary support and guidance as well as maintain vigilance, oversight, and due diligence.

  • Responsible for project planning, through the design and implementation of the necessary programming tools allowing sufficient and timely anticipation for the smooth implementation of operations (action plan, timeline, moni-tool, procurement plan, etc).

  • Responsible to ensure that all procedures (program, logistics, security, HR, and administration etc.) and donor regulations applicable and respected by the IPs.

Coordination, Representation & Networking

  • Responsible for ensuring timely communication flows among all relevant stakeholders and actors through the implementation of specific tools (weekly reports, monthly reports etc.).
  • Responsible for maintaining effective coordination with all relevant stakeholders necessary for the timely implementation of project activities.
  • Responsible to draw coordination mechanism with IP and ensure its implementation, conduct regular program review, participate in stakeholder/actors’ meetings and provide support when required to all concerned.
  • Responsible to review, evaluate the coordination mechanism and availability of support services for rehab of burn survivors and be able to provide feedback when deemed necessary.
  • Responsible to participate in all relevant forums that contribute to overall project objectives.
  • Responsible to conduct field monitoring visits on regular basis.

Finance & Budgeting

  • Able to anticipate and prepare budget, conduct regular review of project spending, and ensure compliance to donor defined parameters. Similarly, to adjust the budget (as per need) in collaboration with Admin/Finance Coordinator and IP focal person, whenever required.

Communication & Reporting

  • Responsible of the project monthly report in coordination with the IPs and Medical Coordinator.
  • Responsible to report updates when needed to the GenCo (context, etc.)
  • Responsible for timely dissemination of various project(s) related reports/briefs to key stakeholders including donors.
  • Participate in the writing of donor’s activity reports, concept notes and proposals including log frame analysis.

Other than the business:

  • The employee may be required to perform other tasks, take on other responsibilities, and work in other locations, depending on the needs of the mission, including during the holidays of the employees with similar jobs.

  • Must have excellent organisation skills along with the ability to anticipate and take initiatives.
  • Strong coordination, communication, and analytical skills
  • Proven project development and management skills.

Essential Requirments: 

  • Experience in working with and managing implementing partners
  • Experience of team management and conflict handling
  • Experienced in working with communities and aware of cultural dynamics
  • Experience of working on health projects particularly on Sexual and Reproductive Health, GBV
