RESPONSIBILITIES:

  • Check all received PRs for necessary approval & documents before further processing.
  • Assist in procurement strategy formulation, bid openings/evaluation.
  • Verifies all tender’s submissions to ensure that the submissions are in order and liaises with Manager Procurement regarding all non-compliance items to Standard Instructions and Conditions for PTCL Tenders.
  • Scrutinize all relevant documents/files before tendering/negotiations/Award to gather relevant data and to ensure accuracy.
  • Reviews and evaluates work operations to ensure conformity with policies and procedures laid down by PTCL.
  • Reviews Legal, Commercial and Technical department vetting on the draft contract or contract related issues to ensure that necessary and/or agreed upon amendments are incorporated in the draft contract or conveyed to the concerned party.
  • Call the bidders to set up price negotiation meetings as and when required.
  • Assist Manager & SM Procurement in the negotiations of tenders/contracts.
  • Take appropriate vetting on minutes of meeting and circulate to all participants of negotiation meeting.
  • Assist in processing of cases for approval to management.
  • Vetting of RFP/Contract/Amendment/Relevant Documents
  • Prepare monthly reports regarding savings/OPCO/Delay analysis.
  • Reviews/studies non-standard draft agreements/contracts and put forth comments or observations to Manager/Senior Manager.
  • Determine work methods from several existing alternative methods according to professional standards and established policies.  Completed work is subject to review.
  • Exercises close follow up of contracts implementation in co-ordination with respective departments as per follow up system to ensure that contractors adhere to terms of agreements
  • Initiates, checks and follows up draft contracts in coordination with concerned sections/departments and the prospective contractor.
  • Closely follow up with business support team for conclusion/signing of Contracts/Amendments/SAP PO.
  • Review comments received from Bidders/vendors/respective departments regarding tender/ contract and coordinate with concern for resolution.
  • Follow-up the LC Establishment process against finalized Contracts/POs.
  • Coordination with bidders for soliciting any missing/relevant documents required for evaluating tender.

 

 

ELIGIBILITY CRITERIA:

Qualification:

  • Bachelors in SCM/Finance/ CS or Telecom/Electrical/Electronic Engineering/ Mechanical & Software Engineering

Experience:

4 years of related experience in procurement or material management, out of which at least 3 years in contracts management/tenders with leading organization preferably Telecom. The legal background is an asset.
