Punjab Saaf Pani Company – North (PSPC-North) has been mandated by the Government of the Punjab to plan, design, manage and execute innovative safe drinking water solutions to over 56 million people in rural areas of the Punjab province.PSPC-North is looking for a dynamic professional for the following position;

Community mobilization manager is responsible for the overall supervision, monitoring and reporting of community activity performed by the NGOs. Successful performance of this role requires solid organizational and interpersonal skills the manager to have a creative, resourceful approach to problem-solving, including strong analytic, strategic, planning and organizational skills.

Strategic

1. Develop and communicate the community mobilization strategy for the field staff, in line with PSPC’s objectives.

2. Assist the Contracts and Legal Department in the NGO procurement process by: (a) Assessing the viability of any proposals made by the NGOs; (b) Assessing the technical competencies in selection process before contract finalization of NGOs and; (c) Setting the TORs in the contract finalization process.

3. Act as advisor to the Board of Directors and CEO in community mobilization related matters.

Performance Management

4. Provide a work plan to community mobilizers specifying therein the manner of monitoring of the NGOs performance and the timeline for the periodic reporting.

5. Periodically review the compiled activity reports of ‘Sahulat Centers’ which have been handed over to the communities prepared by the Regional Managers’ Community mobilization.

6. Make surprise inspections to verify the work performed by NGOs and to check the work of site mobilizers.

Contract Management

7. Review the periodic reports received from regional managers to assess the NGOs performance.

8. Closely monitor and evaluate the NGOs work plans, deliverables, and provide technical assistance in organizing community-based awareness-raising and training events and campaigns so that the NGOs are able to successfully implement their programs.

9. Review summary and key indications of the NGOs survey reports, received from the regional managers.

10. Monitor the NGOs progress in meeting established goals and report any non-compliance to implementation committee.

Compliance

11. Monitor, assess and evaluate the program to determine compliance with state and/or federal guidelines.

12. Communicate all non- compliance to implementation committee.

Administrative

13. Develop periodic plans and targets for regional managers.

14. Dispatch invoices received from NGOs to regional managers for confirmation of work done.

15. Coordinate and communicate with all regional managers regarding day to day issues and matters

Other Responsibilities

16. Prepare GAP report of proposed plan with its actual status at organizational level after evaluating and consolidating the Regional Gap reports received and present it to GM Strategic Management and Planning.

Work with Manager Corporate Communications and AM Education& Awareness to develop awareness campaigns.

18. Develop a systematic database to store and process information on socio-economic features of the villages and local communities.

19. Perform due diligence to assess the community’s feasibility and the target community’s needs before PSPC starts the project in that community.

20. Research on various innovative community mobilization models for sustainability of rural water supply.

21. Provide technical assistance in developing IEC material for community based awareness raising and WASH Education.

22. Review reports on status of educational programs and their effectiveness from Assistant Manager Education & Awareness.
