Purpose of the Position

The Program Development & M&E Coordinator is based in Islamabad and would be expected to manage overall programmatic development frameworks, ensuring quality proposal development, reporting, monitoring, evaluation, accountability and quality mechanisms in with organizational requirements and expectations.The position will require to take lead, in collaboration with program heads and field teams, on development of comprehensive, quality systems, policies compliance for effective and efficient programming in the country to attain highest levels of satisfaction and trust of beneficiaries and donors. The position’s role will be supporting the program teams in improved program learning and capacity building in a consultative fashion.

Major responsibilities

1.1.    Program development

1)    To facilitate and support country program team in developing high quality concept notes, project proposals, funding agreements helpful in sustained institutional and donor funding.

2)    Takes information provided by the individual contributors (technical and or otherwise) in the proposal team and helps build it into a consistent proposal.

3)    Analyzes opportunities and makes recommendations to program team on potential program strategies.

4)    Develop necessary documentation pertaining to partnership arrangements related to specific proposals.

5)    Explore, evaluate and advice programme teams on the donor specific funding guidelines and requirements.

1.2.    Monitoring & evaluation

1)    Developing M&E system for Qatar Charity Pakistan program.

2)    Actively participate as member of SMT (senior management team) in governing the organization for development of M&E plans in line with QC country strategy, policies and procedures.

3)    S/he will provide technical support to Qatar Charity staff in planning, monitoring, evaluation and accountability and learning activities thus contributing to meet quality standards in programme cycle management.

4)    Ensuring compliance with all donor requirements in line with project document and log frame documents.

5)    S/he will provide technical assistance and support to all field offices and teams that the processes are followed properly and ensure that projects and programs are monitored as per set standards of donor’s and Qatar Charity.

6)    Provide technical guidance and support to the field teams on rapid need assessments, collecting baseline information, process monitoring, mid-term & final term evaluations.

7)    Developing consultant’s TORs for evaluation studies.

8)    Writing high quality monitoring reports, developing agreed action points in consultation with field teams and making follow-up action plans for improvement of quality of program interventions.

9)    To devise mechanisms to report and ensure the compliance is QC policies relating to program delivery in field at practice level.

10)    To carry out and make arrangements for quantitative and qualitative research studies required for any programmatic intervention.

11)    Accumulates organizational learnings through lesson learnt workshops, required to be conducted by end of each project & program

12)    To carry out internal/external review of impacts of projects and programs carried out through QC’s internal funding as well as the donor funded projects.

1.3.    Quality & accountability

1)    Developing tools to adhere quality and accountability in Qatar Charity programs, reflecting organizational commitment to the continual improvement in line with core humanitarian standards.

2)    To manage the pre-defined complaint addressing mechanism of Qatar Charity.

3)    In accordance with available SOPs and guidelines, maintain the record of all incoming complaints in complaint register and provide assistance to line management in disposal of complaints

4)    Use effective feedback mechanisms to ensure greater accountability to program beneficiaries.

5)    Assist the program team to implement and ensure compliance  of various QC policies;

a.    Anti-corruption and fraud policy

b.    Beneficiary Selection Policy

c.    Compliance policy

d.    Customer due diligence policy

e.    Any other related policy

1.4.    Coordination with law firm / legal advisor

1)    To manage the contract of Qatar Charity with appointed legal advisor/ law firm.

2)    To act as communicator between the QC management and the legal advisor / law firm

3)    To keep liaison with Qatar Charity legal advisor / law firm, for communicating the matters which require the legal opinion on behalf of Qatar Charity management.

4)    Maintaining the hard and soft record of legal matters on which advice is sought from legal advisor.
