Position: Legal Advisor

Position Summary:

The "Legal Advisor" is expected to support the Relief International Country Program on a broad range of issues, including but not limited to taking the day to day legal responsibilities and providing legal advice that includes all the aspects of the analysis, investigation and drafting process. This includes legal advice, direction and services to the Relief International Country and Provincial Offices; internal departments and management, concerning the legal obligations and operations of the RI and in particular, the minimization of risk and contractual exposure. The legal advisor may be consulted at all times during office hours by the Relief International Senior Management Team (SMT) members on all matters and business requiring professional advise and opinion.

Responsibilities and Duties:

  • Conduct legal analysis and research on various legal matters as and when required by RI Senior Management Team (SMT) members.
  • Provide advice on different legal issues and assist in drafting legal opinions, memorandum and other legal documents.
  • Support and assist to validate staffing contractual matters including benefits and validation of Country legal compliance as per local law.
  • Representing and defending the RI before the Courts of Law including all courts of Pakistan against Contractors, Suppliers and Sub Contractors.
  • Review and endorse all RI’s contracts, agreements and contract to authenticate validation with local legal perspective.
  • Ensure that all RI contracts, agreements and job offers are align with relevant national laws.
  • Legally vet RI’s procurement documents, Pre-Qualification Documents, Request for Proposal Documents (RFP), Expression of Interest (EOI) and Evaluation ToRs etc.
  • Providing legal assistance in the process of contract development, contract management and contract administration, negotiations.
  • Review and vetting of RI MOU’s, LoU’s, partnership agreements, represent RI before court of law on as & when needed basis.
  • Provide legal assistance against in the process of contract negotiations, legal endorsement while signing of contract agreement and any litigation arising with vendors during daily procurement affairs or during contract/agreements administration including review.
  • Interact on behalf of the RI with relevant federal (Islamabad) and provincial government (KPK & other (provinces) authorities as and when required with regard to contractual legal matters of the RI.
  • Negotiate and reply legal notices on behalf of RI in consultation with RI Country Director and SMT Members.
  • Ensure all policies and procedures of the RI Pakistan Office are fully legally compliant.

Job Specification:

1)      Qualification and Experience  

  • Fully qualified Lawyer/Barrister/Advocate.
  • Minimum 5 years of extensive experience of working in a similar field particularly for non-profit organizations
  • Experience in contract drafting and negotiation.
  • Experience of working with Federal and Provincial level Government Liaison
  • Flexibility in hours worked (there may be travel at short notice).
