Based in Tharparkar, The Base Program Manager is responsible for coordinating, consolidating, and ensuring smooth implementation of program and operations’ activities and adherence to logistic, human resource, administration and security procedures.

He/she is:

-       At the base level, represents SIF to relevant stakeholders.

-       Responsible for the overall project (s) implementation and operations.

Objective 1:  Program/Project Implementation

-          Strong coordination with Country Program Coordinator and HOM regarding Fundraising and project/proposal development.

-          Work closely with CPC, CPO & MEAL Manager to assure appropriate monitoring and evaluation systems are maintained to increase quality and program appropriateness over time.

-          Depending on the context and mission needs, develops and implements the base level strategy integrating projects, Seasonal Projects in collaboration with the respective project managers and technical coordinator(s).

-          Ensure program assessments are conducted timely in accordance with donor/SIF specific requirements and make sure information are analyzed and shared with all stakeholders; and appropriate actions are effected by program technical staff in collaboration with clients, and partners

-          Provide training, coaching, on job training and workshop facilitation to field staff and planning, and basic financial education

-          Monitor each level and step of implementation to ensure the relevance of the action delivered to the beneficiaries and the quality of the program in respect to SIF requirements

-          Coordinate with the key relevant stakeholders for linkage development for sustainability of project clients

-          Coordinate with security agencies to ensure safe and secure working environment in the office and field  level

-          Coordinate with and represent SIF at provincial clusters/working groups

-          Liaise with donor and comply with the requirement

-          Get Project NOC from the concerned departments of Government.

-          Ensure all program related issues are brought to the relevant internal and external stakeholders in right time.

 

Objective 2: Reporting

-          Responsible for submitting the final version of project and other periodical reports to the country office for subsequent submission to the Donors and HQ

-          Ensure proper daily/weekly/monthly reporting according to the schedule defined SIF guidelines.

-          Develop and document new program strategy and approach in the changing context for pilot implementation when needed

 

Objective 3: Representation

-          Represents the organization at the base level including general meetings with donors, humanitarian actors, local authorities, protocol meetings, security meetings, as well as sector program meetings.

-          Coordinate and develop strong networking & coordination and working relationship with the key stakeholders, specifically aligned with the program and security.

-          Participate in the all relevant provincial and district level clusters and working groups and represent the overall/need based contribution of organisation for networking and coordination.

 

Objective 4: Administration/Finance

-          Budget holder of the programs implemented in the area of responsibility

-          Ensures the proper management of finances on the bases including planning, authorization of expenses, budget follow ups, reviewing and reporting.

-          Ensure the financial decisions at base level provide the best value for money.

-          Ensure the cash flow is uninterrupted with timely cash requests and cash forecasting in coordination with the Admin/Finance officer and the country office.

 

Objective 5:  Human Resources

-          Ensures the management of Human Resources in accordance with the SIF guidelines and the legal requirements

-          Participates to the recruitment of human resources in the project upon guidance of the Admin Manager and the Head of Mission; 

-          Manages the teams of the project, briefing, planning, follow up of the performance, initiates disciplinary procedures if needed with the support of the HR Manager.

-          Evaluates the performance of his/her team on a regular basis.

-          Participates or /and organizes workshops and training in order to assure the development of the human resources of the team.

-          Organize and solve team conflicts and ensure good working conditions

 

Objective 6: Logistics/Procurement& Security Management

-          Ensure that Basic standard logistic Protocols are well implemented at base level by senior logistics officer.

-          Overseeing the logistics in the base level ensuring the proper set up / rehabilitation / running of base premises (office / guest house), the functioning of supply chain.

-          Oversee procurement planning, purchasing of goods and services, their transport and storage maintenance and management of the fleet and equipment,

-          Security focal person for the base.

-          Security Management at base level including threat assessment, constant monitoring of security situation, collection of security related information from the region and sharing with country office security focal person by proposing security protective measures.

 

-          Ensure that minimum security operating standard are put in place, respected by SIF team and identified gaps & needs to ensure the safety and security of the staff working in the field.

 

Knowlede & Skills Required:

-          University degree (Masters)  in Management sciences and social sciences  is required or alternatively

-          At least Five to Eight years relevant work as a managerial post.

-          Experience in international development and/or non-profit organisations ;

-          Experience in the commodity management;

-          Good computer skills; word, excel, PowerPoint and database ;

-          Very good communication skills and team player, as well as ability to work individually ;

-          Fluent in English languages

-          Demonstrated organizational ability is strongly desire;

-          Ability to liaise with national authorities, NGO’s and other agencies;

-          Flexibility and adaptability are required.
