Objectives of the function: 

The researcher / MEAL Officer position is based in Islamabad with frequent travel to various intervention areas in Sindh, Khyber Pakhtunkhwa & Punjab. S/He will work under the direct administrative & technical supervision of the MEAL Manager at SIF Country Office.

S/he must have experience in conducting field research, surveys and evaluation studies and have a proven record of publishing good quality research papers/articles and preparation of good quality survey/evaluation reports and have ability to analyze large data sets by using advanced analysis software (e.g. SPSS, SAS, STATA, NVIVO etc.) & utilize the research findings into publishing research papers, articles, case studies, lessons learnt studies and devising policies for effective and result in oriented programming in the fields of Food Security, Livelihood, Water & Sanitation, DRR & Climate Change and Child welfare etc.

Key Responsibilities:

  • Part of the MEAL department and key member of quality assurance & research team within the SIF Mission Pakistan
  • Key personnel of leading& conducting the different field researches such as Quasi studies, applied & empirical, exploratory and descriptive researches etc. to find issues/problems& causal relationships in the lives of beneficiaries to whom SIF is targeting; and provide findings of the researches to devise effective and result in oriented program intervention policies.
  • Supportive had for MEAL Manager at Country Office to access orphan families in Rawalpindi, Islamabad and Tharparkar; for ensuring effective Complaint Response Mechanism & monitoring and evaluating the results/impact of the women lead interventions in the targeted areas.
  • Key female CRM/CBCM focal person to listen/hear the voices of the orphan families, especially widows, siblings of orphans and support MEAL Manager to resolve issues/complaints and incorporate suggestions/feedback. 

MISSIONS AND ACTIVITIES;

Your main missions are as follows:

Conduct Field Researches

  • Review the existing literature, research papers and policies particularly related to the scope of social sciences and thematic areas of interventions such as FSL, WASH, DRR and Climate Change, Environment &Natural Resources, Child welfare and Women Empowerment etc.
  • Develop the research design and theoretical framework including the development of research hypothesis to test in the field researches.
  • Ensure the data collection related to research questions/problems in the field and collect qualitative and quantitative data by using different data collection methods/tools (household surveys, interview schedules/guides, focus groups discussions etc.)
  • Apply appropriate statistical modeling whatever seems fit depending upon the research design & hypothesis testing & correlations between different variables; the statistical modeling may include but not limited to divaricate or multivariate analysis such as OLS (ordinary least square) regression, Logit-Probit models etc.
  • Draw inferences from the data analysis and prepare research report and present the findings to SIF management.

Conduct Need Assessment& Baseline/End-line & PDM Surveys

  •  Facilitate MEAL Manager in conducting need assessments, baseline, end-line and post distribution monitoring surveys in terms of forming data collection tools, determining sample size, and training the data collection team.
  • Conduct interviews with line departments, conduct PRA exercises and administer questionnaires.
  • Ensure data quality and data consistency during data collection and data entry, manage database and facilitate data analysis.
  • Conduct data audit of up to 5% sample of the field data collection as well as data entered into the database by project or data entry staff and generate data audit report and share with MEAL Manager.
  • Facilitate MEAL Manager in first draft report of surveys (baseline & end-line and assessments) of projects
  • Support MEAL Manager in program design such as during LFM development and SMART indicators by using the fresh hand filed data of surveys and assessments.

         Monitoring and Evaluation

  • Develop M&E Plan of Orphan Sponsorship Program with the coordination of Child welfare Project Manager and field assistants and implement in the field.
  • Carry out regular and routine field monitoring of Orphan Sponsorship Program in Rawalpindi& Islamabad and Tharparkar and hold debriefing sessions with Child welfare Projects Manager and finalize the Monitoring Visit Reports.
  • Collect and compile the MVRs (Monitoring Visit Reports) from all the projects’ MEAL Officers from all the locations and share with MEAL Manager routinely.
  •  Update MEAL Manager routinely and frequently about the MEAL Observations of the ongoing projects after conducting field monitoring visits.
  • Collect and compile data of baseline Indicators as per projects’ objectives and results and end-line data by end of the project.
  • Collect and Compile quality case studies and success stories of FSL intervention related to women for the purpose of evaluation and share the final success stories with MEAL Manager.
  • Collect the compile projects PMPs and program & MEAL related reports from all program bases and share with MEAL Manager as and when required.
  • Collect and compile all the required MOVs from MEAL Officers; archive the MOVs and share with MEAL Manager.
  •  Support MEAL Manager in conducting external evaluations through the engagement of external consultants and ensure that OECD/DAC criteria of evaluation are being applied during evaluations mission annually. 

 Accountability – by Implementing SIF CRM/CBCM

  • Ensure accountability at field level by implementing the SIF CRM/CBCM.
  • Ensure display of CRM banners and boxes are installed at activities intervention locations and visit the targeted locations/areas/villages under project(s) to identify the gaps and challenges regarding CRM implementation.
  •  Ensure beneficiaries have been oriented by project and MEAL team before start of each project activity and make sure that complaints and feedback are properly acknowledged, registered, processed, resolved timely and being responded to the complainants and feedback provider.
  •  Share updated CBCM/CRM database routinely with MEAL Manager at country office on monthly bases. 

       Skills, Behavior & Competencies;

  • Strong ability to perform data analysis by using different statistical/analysis software (SPSS, STATA, SAS, NVIVO etc)
  • Good communication (both verbal and written) skills in English.
  • Good computer skills; Word, Excel, PowerPoint and database
  • Very good interpersonal communication skills and team player, as well as ability to work individually
  • Fluent in Urdu and English; knowledge of Punjabi, Pashto and Sindhi languages will be an advantage
  •  Demonstrated organizational ability is strongly desired
  • Ability to liaise with national authorities, NGO’s and other agencies
  • Flexibility and adaptability to work in remote areas and under difficult conditions are required.
