Overall, Purpose/Broad Function

The main aim is to support the Project Coordinator MMS Pakistan, Provincial Coordinator Khyber Pakhtunkhwa (KP), National Program Coordinator and Program Lead i.e., National Program Officer at Country Office level to implement, monitor and report on AMMI [Advancing Maternal health through Multiple Micronutrient supplementation (MMS) Implementation Research in Pakistan] Project being implemented in Swabi District, Khyber Pakhtunkhwa province and building on Nutrition International’s ongoing collaboration with provincial and district health officials to support their maternal nutrition program. The District Coordinator (DC) will lead project implementation under direct supervision and technical support by NI’s Project Coordinator MMS Pakistan with regards to monitoring of supply of goods and services; the work of consultants, grantee organizations and suppliers, assuring the quality-of-service delivery, and recommending improvements as required. The DC will work closely with the Government at district levels and other key stakeholders to ensure Government engagement and leadership at all levels.

4.1. Key Duties and Responsibilities

4.1.1 Coordination, Advocacy and liaison

  • The District Coordinator will build, maintain and strengthen strong coordination mechanisms within the intervention district with multiple key stakeholders, including NI’s regional and headquarter teams, health departments at district and provincial level, NI consultants, UN agencies, other NGOs/INGOs  for improved project performance.
  • Participate in important government planning meetings to further the mandate of the organization
  • To improve health and nutrition status of children and mothers by rapidly expanding and enhancing coverage of intervention in the district, both through facility and community action plan. 
  • Maintain constant effective communication with key policy makers at province and district levels for timely sharing of project related information highlighting gaps and challenges.
  • Advocate with the relevant provincial authorities to create an enabling environment for scaling up the intervention to other districts in the province.
  • Ensure regular liaison with the Project Coordinator, National Coordinator and National Program Officer to ensure the AMMI work (around maternal, child and adolescent girls) is coordinated and in line with the objectives of the project.

4.1.1.2 Planning

  • Ensure strategic planning under the guidance of Project Coordinator MMS Pakistan for timely implementation of the Annual Work plan activities, including M&E activities, meetings including reviews, visits to project area and facilities.
  • Retrieve a monthly plan from all field staff/implementing partners engaged in the implementation of the project at the district level.
  • Provide feedback to the PC MMS, Provincial coordinator and NPC/NPO on any modification required in the monthly plan.
  • Compile & submit the district plan of training activities for different cadres after receiving of the same from government/ partners/IPs to your Provincial Coordinator.
  • Facilitate the introduction of MMS in pilot sites (transition of MMS to IFA) by executing plans for training, behavior change intervention (BCI), supportive supervision, monitoring, and more. Review and adjust the implementation plan and execution based on monitoring and ongoing research findings, needs and opportunities in the local landscape in cooperation with the project team.

 4.1.1.3 Capacity building

  • Organize and facilitate district training plans and sessions for healthcare providers working in public sector in close coordination and collaboration with district authorities and in a timely manner.
  • Ensure timely implementation of all training initiatives at the district level.
  • Ensure that the technical teams in the field undertake regular on-job capacity building of relevant government functionaries through review meetings and frequent field visits.

 4.1.1.4 Strengthening supply and delivery system

  • Ensure timely delivery of supplies to the district, tehsil and health facilities in coordination with your supervisor and the Country Office team i.e., NPC/NPO.
  • Facilitate and ensure smooth and effective maintenance of supply chain mechanism for uninterrupted supply and distribution on regular basis to the project sites of (but not limited to) MMS tablets, reporting/recording registers, BCI and communication materials.
  • Ensure that the district maintain logistics and un-interrupted distribution of the commodities; ensuring to highlight any issues that may impede regular distribution of commodities at the district level.
  • Monitor the commodities supplies transfer, storage and distribution at district level. 

4.1.1.5 Support on data collection

  • Prepare monthly and quarterly reports for the Provincial Coordinator, organize and carry out bi-weekly/monthly project review meetings with your supervisor.
  • Prepare monitoring reports for sharing with your supervisor on regular basis.
  • Identifying clearly bottlenecks and challenges highlighted during monitoring visits.
  • Responsible for collecting monthly data at project sites, ensure data collected are reliable, the project database/SharePoint is updated. Examine and obtain further information for incomplete documents
  • Respond to queries for information and facilitate data requests in a timely manner
  • Ensure that all planned programming activities are recorded and kept up to date

4.1.1.6 Assessment, Monitoring and Supervision

  • Conduct ongoing monitoring of the AMMI project against objectives outlined in the project using methods and tools developed/ shared by NI.
  • Prepare monthly and quarterly reports for the Provincial Coordinator, organize and carry out bi-weekly/monthly project review meetings with your supervisor.
  • Ensure that standard procedures and protocols are practiced by field staff.
  • Undertake field visits for regular monitoring to ensure strict compliance and utilization of commodities by end users in close coordination with LHWP, MNCH Program and NGOs/INGOs providing services in project sites.
  • Prepare monitoring reports for sharing with your supervisor on regular basis
  • Identifying clearly bottlenecks and challenges highlighted during monitoring visits and utilization of commodities by end users in close coordination with the district Health Department.

4.1.1.7 Others

  • Perform any other duties as may be assigned by the supervisor.
