Key Duties and Responsibilities:

The specific responsibilities of the Program Development & Reporting Manager are

Program Development 

          Design and implement a strategy to identify and secure suitable sources of funding including:

  • Coordinate fundraising activities and events to identify and proactively pursue grant and fundraising opportunities and prepare grant applications, concept notes, proposals and donor reports.
  • Establish formal and informal networks with government and non-government partners and build strategic and lasting partnerships with investors, donors and public private sector partners;
  • Oversee organisational compliance with statutory regulations, contractual obligations and donor administrative requirements.
  • Secure suitable funding and resources to secure the new DRR Strategy will be funded, implemented and supported by Solidar’s annual operational requirements.
  • Develop lists of prospective donors (donor scoping) and discuss with programme staff. Update on quarterly basis the external relations database, with documents of latest negotiations and proposal possibilities with a number of key donors.
  • Review and revise the country and disaster risk reduction strategy of Solidar  

Project Cycle Management

  • Demonstrate sound resource management and accountability and ensure that all Solidar project funds/resources are utilized towards the achievement of the project goals, in line with Solidar and donor policies and procedures;
  • Ensure that the monthly work plans are properly implemented together with the input of the M&E Officer/Project Managers and technical Staff based in field areas;
  • Support the Project Managers/M&E Officer and technical staff in the design and implementation of project tools and methods including but not limited to surveys, constructions, training sessions;
  • Support the program manager in the effective design and implementation of needs assessments and beneficiary selection methods according to standardized set criteria and to transparently share these with the beneficiaries and their communities in line with Solidar conflict sensitivity approach
  • Support and manage and implement monitoring and evaluation systems in close coordination with the Programme Manager for the activities and to train the respective national staff in this regard. In case of implementation through a national partner organisation, to monitor and evaluate the activities according to the set resources and respective budget.

Coordination, Communication 

  • Closely coordinate and facilitate all activities with the respective provincial and local government authorities, clusters/working groups, and other agencies on Islamabad level and in the project areas to ensure the full integration and non-duplication of Solidar activities in the local context;
  • To be proactive in keeping the Country Representative regularly informed about the achievements, plans and obstacles in the program;
  • To support the Country Representative before and during donors visits.

Reporting

  • Liaise regularly with programme implementation and technical staff to ensure the production of quality reports across areas and across donors.
  • Ensure finalization of documents or regular reports including but not limited to quarterly progress reports, situation reports to be submitted to the Country Representative, in order to report on the progress of all project activities.
  • To ensure that all materials and information needed for the drafting of regular and final reports to donors, government ministries and headquarters are collected, documented and submitted in time;
  • To fulfil any other ad hoc reporting request put forward by the Country Representative or other authorizing personnel;
  • Prepare promotional material, case studies, project briefs and human interest stories to be published on website 

Supervisory  Responsibilities:

  • Project Manager/Project Coordinator  

 

Education/Professional Designations/Experience:

Essential

  • Qualified professional (with Master’s Degree) in the field of development studies, sociology, or other development related fields.
  • Minimum of five years of senior-level experience in program development preferably with INGOs. 
  • Good skills and experience in designing and developing proposals and experience in all aspects of program cycle management - design and development, implementation, and monitoring and evaluation.
  • Outstanding English-language skills, both spoken and written.
  • Excellent knowledge of international donor approaches and regulations, especially for DFID, Aus Aid, US Aid and ECHO.
  • An excellent team player with good skills in team work and consultative approach to decision making.
  • Highly proficient in reports writing

Language Skills:

  • Strong communications skills (oral and written).  
  • Fluency in English both reading and writing is a prerequisite.

Travel Requirements:

  • Frequent travel to Field 

Other Specific Skill Requirements:

  • Ability to work effectively in a multicultural team of people.
