Program Development / Reporting Manager

The purpose of the position is to support the Country Representative to identify and secure funding and resource opportunities, develop quality proposals and reports for Solidar’s work in Pakistan, as well as to monitor and coordinate the implementation of ongoing projects in the country. Solidar programmes in Pakistan falls under WASH, DRR and countering child labour.

Overall Task

The Program Development and Reporting Manager will monitor ongoing projects, support and cooperate with the Country Representative to identify and secure funding and resource opportunities, ensure timely and quality implementation of projects with emphasis on high quality of  project outputs and outcomes and develop high quality proposals and reports for Solidar’s work in Pakistan. The position holder will analyse and identify potential networks for new donor opportunities and in closecooperation with the Country Representative he will interact with potential donors for developing new proposals linked to WASH, DRR, decent work and humanitarian actions. The broad function of this position is to act under the guidance and supervision of Solidar senior management and according to Solidar guidelines/procedures taking into account Pakistan legal environment. He/she will act in a transparent manner, by considering the socio-economic circumstances.

ResponsibilitiesProgramme Development (30%)

• Design and implement a strategy to identify and secure suitable funding sources.
• Coordinate fundraising activities and events to identify and proactively pursue grant and fundraising opportunities and  prepare grant applications, concept notes, proposals and donor reports.
• Establish formal and informal networks with government and non-government partners and build strategic and lasting partnerships with investors, donors and public private sector partners;
• Oversee organisational compliance with statutory regulations, contractual obligations and donor administrative requirements.
• Secure suitable funding and resources to secure the new DRR Strategy will be funded, implemented and supported by Solidar’s annual operational requirements.
• Develop lists of prospective donors (donor scoping) and keep the CR informed. Update on quarterly basis the external relations database, with documents of latest negotiations and proposal possibilities with a number of key donors.
• Review and revise the country and disaster risk reduction strategy of Solidar

Project Cycle Management (40%)

• Demonstrate sound resource management and accountability and ensure that all Solidar project funds/resources are utilized towards the achievement of the project goals, in line with Solidar and donor policies and procedures;
• Ensure that the monthly work plans are properly implemented together with the input of the M&E Officer/Project Managers and technical staff based in field areas;
• Support the Project Managers/M&E Officer and technical staff in the design and implementation of project tools and methods including but not limited to surveys, constructions, training  sessions and monitoring of project progress;
• Review the projects progress and spending on monthly basis and conduct regular field visits of project areas to witness the quality of work and submit analytical reports to CR. Program Development and Reporting Manager will require to visit the project areas at least on bimonthly basis.
• Support the programme manager in the effective design and implementation of needs assessments and beneficiary selection methods according to standardized set criteria and to  transparently share these with the beneficiaries and their communities in line with Solidar conflict sensitivity approach
• Support, manage and implement monitoring and evaluation systems in close coordination with the Project Managers and MEAL officers for the activities and train the respective national staff in this regard. In case of implementation through a national partner organisation, monitor and evaluate the activities according to the set resources and respective budget.

Coordination, Communication (10%)

• Closely coordinate and facilitate all activities with the respective provincial and local government authorities, clusters/working groups, and other agencies on Islamabad level and in the project areas to ensure the full integration and non-duplication of Solidar activities in the local context;
• Be proactive in keeping the Country Representative regularly informed about the achievements, plans and obstacles in the program;
• Support the Country Representative before and during donors visits.

Reporting (20%)

• Liaise regularly with programme implementation and technical staff to ensure the production of quality reports across areas and across donors.
• Ensure finalization of documents or regular reports including but not limited to quarterly progress reports, situation reports to be submitted to the Country Representative, in order to report the progress of all project activities.
• Ensure that all materials and information needed for drafting regular and final reports to donors, government ministries and headquarters are collected, documented, compiled and submitted in time;
• Fulfil any other ad hoc reporting request put forward by the Country Representative or other authorizing personnel;
• Prepare promotional material, case studies, project briefs and human interest stories to be published on website
• In addition to the laid out terms, the Program Development and Reporting Manager is responsible to fulfil any additional duties put forward by his/her direct supervisor or other authorizing  personnel.
