Duty station South Sudan (Project Scope of Work)

Reports To: Supervisor

Basic Function and Scope:

Prepares the short term and long term Maintenance Section integrated activities plan to ensure the facilities integrity and maximum availability of hydrocarbons at as low a cost as possible.

Supervises the budget, AFE, cost control and production reporting systems for the Section.

Participates in the provision of a comprehensive planning and material control service for the Section.

Undertakes the ongoing development, implementation and maintenance of project planning and material control procedures, utilising computer based systems, within the framework of a integrated project services function for the effective management of a wide range of concurrent new projects for fields.

Prepares the annual operating (OPEX) and capital (CAPEX) budgets for the facilities Maintenance Section.

Supervises all activities under his control to ensure that the Company Health, Safety and Environment (HSE) policies and procedures are fully implemented and adhered to, so that Loss Prevention is maximised.

Supervises the development of National staff through a structured development and training programme.

Tasks and Duties:

Supervises the activities of any assigned personnel. Performs supervisory duties at the level established by management for the position.

Undertakes all activities under his control to ensure that the Company Health, Safety and Environment (HSE) policies and procedures are fully implemented and adhered to, so that Loss Prevention is maximised.

Supervises all activities to achieve work quality in accordance with the Company QA/QC standards and procedures.

Undertakes the preparation of the annual maintenance operating (OPEX) and capital (CAPEX) budgets for the fields facilities. Includes analysis of deviations and preparation of reconciliations accordingly, by reviewing expenditures, confirming with actual budget, making necessary adjustments, forecasting following year's additional expenses. Submits to Maintenance Superintendent for review.

Undertakes the preparation and implementation of detailed preventive maintenance and repair programmes for the accommodation facilities, to ensure continued functional efficiency of all accommodation facilities.

Undertakes the preparation and implementation of detailed preventive maintenance and repair programmes for all transport vehicles, cranes, communication or other equipment associated with the field accommodation facilities.

Undertakes the preparation and integration of a long-term maintenance engineering activities plan, including all inspection and maintenance schedules to ensure maximum availability of all facilities.

Undertakes the monitoring and reporting of all operations and safety related activities whilst highlighting variances to plan and potential revision requirements.

Rationalises the maintenance and accommodation access needs to ensure that the maximum planned activities are carried out, whilst continuously updating the short term plan to meet any highlighted omissions.

Liaises with production Section Head Field Production Operations and Engineering Superintendent to ensure programme optimisation of all maintenance activities.

Undertakes the preparation of the short-term maintenance plan based on the approved long-term activities plan. Reschedules work plans as required, particularly in the event of unplanned interruptions and delays in activities.

Supervises the Maintenance Plan, and compiles report on Key Performance Indicators (KPI’s).

Supervises the Maintenance Section reporting systems.

Prepares the overall Section workplan through discussion of the overall schedule with department staff. Receives basic data on the work to be carried out, constraints and related reporting systems. Interprets data and carries out the detailed planning, which includes preparing precedence diagram networks, inputting into the computer and producing reports which define the work through its various stages.

Updates and maintains overall Maintenance Section programmes and plans, through the receipt and interpretation of progress reports from the Fields. Reviews progress, discusses delays, amends plans accordingly and identifies potential problems.

Receives work programmes from vendors, suppliers or contractors for incorporation into overall plans compares such programmes to ensure compatibility with set targets and schedules and highlights areas of concern to supervisor for action. Also, receives, interprets and comments on contractors progress reports.

Develops manpower programmes to execute the work plans. Discusses detailed scope of work and specific requirements with the responsible engineer and interfaces with Field personnel (Logistics & Transport Coordinator) to determine the allocation of accommodation at project field locations for relevant personnel. Follows up on shutdown planning requirements to ensure full utilisation of resources and facilities.

Controls the reporting requirements for assigned projects undertaken by the Section. Includes identifying in the early stages of maintenance projects, the report-back system from sites via relevant proformas. Attends monthly project progress review meeting, highlights the effect of progress on the projects budget and prepares minutes of meetings. Utilises computer software to run and update information systems showing progress of work against plan and provides comparisons on project performance.

Assists the Maintenance Superintendent, and participates in the ongoing development, of comprehensive planning and material control procedures including the computerized system plan, computer input, records management and schedule and reporting hierarchy.

Implements and maintains standardized planning and material control procedures and formats for the full range of in-house and contractor project reporting requirements. Undertakes the preparation, monitoring and updating of all project planning and material control documentation, including reviews of contractor progress reports and schedules.

Liaises with Information Technology Department to research and recommend suitable software for work requirements, consults with computer software representatives to select specific packages, and supervises data and information input to system. Liaises with computer maintenance personnel to solve problems arising from hardware breakdown, and with software houses for solving software problems.

Prepares, monitors, updates and issues on a regular basis, project programmes and all individual project precedence networks, schedules and monthly project reports, including the preparation and issuance of monthly material status shortage reports. Highlights areas of concern, material delivery slippage and related materials and incorporates reviews and endorsement of contractor project schedules and reporting documents.

Monitors the progress reported by contractors at all stages to record actual performance against plan. Evaluates the performance of contractors, records the manpower utilisation data, reviews justification for variations in the level of manpower utilized and advises concerned engineer of potential shortcomings in physical and financial completion of the project caused by such over/under utilisation of contractors resources.

Performs other similar or related duties such as assisting in the preparation of guidelines for contractors planning requirements, auditing contractor plans, participating in evaluation of bids, ensuring timely financial close out of projects and that capitalisation is initiated.

Qualification & Experience

Possess minimum certificate in engineering or equivalent.

Possess minimum 8 years experience in plant operation as a Maintenance Planner/Maintenance Technician in oil & gas facilities. Familiar with oil & gas maintenance works.
