About WaterAid

WaterAid is an international non-governmental organisation. Our mission is to transform lives by improving access to safe water, sanitation and hygiene (WASH) in the world’s poorest communities. WaterAid works by helping local organisations and governments to set up low cost and sustainable WASH solutions that can be managed by the community itself.  WaterAid also seeks to influence the policies of other key organisations, such as governments, to secure and protect the right of poor people to safe, affordable water and sanitation services.

Context of assignment:

WaterAid initiated its work on CLTS/PATS in 2011 from Muzaffargarh where the process of community mobilisation and data collection was entirely led by the staff of implementing partners. The process evolved over time when during 2013-14 we started implementing a district-wide approach. This also included expansion of our CLTS/PATS work in two districts of Punjab including Muzaffargarh and Rajan Pur and two districts of Sindh including Thatta and Badin. The approach from here onwards was based on promoting key steps defined in the Pakistan Approach to Total Sanitation (PATS) that mainly included mobilisation of local communities through engaging trained Community Resource Persons (CRPs), mapping out sanitation coverage and gaps using various PRA techniques and tools, development of community plans, construction of demonstration latrines, establishing sanitary marts through local entrepreneurs. In addition to these steps, WaterAid also built in an extensive behaviour change component for post implementation reminders to sustain ODF behaviours and practices. WaterAid has implemented the CLTS/PATS approach across 68 union councils in the 4 districts. Keeping in view the success and scalability of this model, WaterAid intends to document the technical and operational aspects of the model, as well as the successes and challenges, to serve as a marketing tool and guideline for replication of this model by other sector partners and government stakeholders. In addition to the above WaterAid has also piloted a sewerage treatment unit catering to the need of 15-20 households in rural set-up that needs to be documented. 

Job Purpose

The Documentation Officer will support Programme team to document the approach and processes followed by WaterAid in promoting CLTS/PATS in its working areas as well as the sewage treatment model piloted in the ODF villages as reward. This document will serve as a guidance document for WaterAid and other sector partners to understand key components and process of the CLTS/PATS and their evolutions over last 4-5 years in WaterAid’s work. Based on the evidences, the sector partners can use this document for replication and improving their approach and processes, where necessary.

Key Working Relationships

  • The Documentation Officer will interact with key WaterAid staff and implementing partners including Association for Gender Awareness and Human Empowerment (AGAHE), Muslim Aid, Mojaz Foundation, Public Health Engineering Department (PHED) and National Rural Support Organisation (NRSP) to capture and document key steps and stages of the approach.
  • Internally the Documentation Officer will liaise with the Head of Programmes, Programme Manager Rural, Project Manager SusWASH, Manager BCC, Manger Quality Assurance & Fund Raising, Communication Coordinator, Provincial Coordinator in Punjab and project leads of the current and past CLTS/PATS projects

Key Responsibilities

 ·      Detailed review of the district-wide ODF model and its key stages followed by WaterAid through literature review, discussion with WaterAid staff, field visits to current and past implementing partners across Sindh and Punjab.

·      Documentation of the decentralised sewerage treatment unit piloted in the ODF villages as reward.

·      Packaging and documentation of the district-wide ODF model, capturing all key stages and approach followed for achieving and sustaining the ODF model.

·      Support in communication and dissemination of the model inside and outside WaterAid.

·      In addition to the above specified ODF model, documentation of any other related WaterAid work experience/model

Eligibilities and requirements

Education: Post-graduate / Masters’ degree in development studies, public health or communication

Experience

  • Minimum 3 years’ experience of Knowledge Management, research and documentation based in Pakistan of which at least 2 years with any reputed international organisation
  • Knowledge and hands-on experience in designing and developing communication products.

Other specifications

  • Knowledge of emerging development challenges in Pakistan particularly water, sanitation and hygiene.
  • Good grasp on issues related to WASH and behaviour change work in the development sector.
  • Thorough knowledge and understanding of Pakistan’s Approach to Total Sanitation (PATS) and CLTS approach
  • Knowledge of poverty, gender, social inclusion and development issues
  • Able to work effectively in a diverse team environment
  • Willing to work additional hours at crucial times and to travel in the field
  • Excellent oral and written communication skills in English

Computer skills (data analysis software, Word, Excel, PowerPoint, Outlook and web searching/browsing)
