Field-based M&E coordinator is responsible for overall Monitoring and Evaluation of project in respective target area. M&E coordinator with the technical guidance of Sr. M&E Advisor, responsible identifying needs of project database, , develop staff capacity to use project database, ensure data is regularly entered in project database, verify the data using means of verification and ensure data quality controls. The position holder is responsible to ensure that all project indicators are properly incorporated in various data collection tools and data management systems. It also requires standardizations of data collection tools, processes and systems to ensure smooth data flow for timely decision making and reporting. He / She will also provide assistance to project team in designing and conducting various internal and external surveys to check project implementation quality and provide support to improve implementation over time. M&E Coordinator will also coordinate with the EMIS unit of Education Department to acquire secondary data for cross verification and use in program activities. He / She will be responsible to develop interim reports (monthly quarterly and annual) as per needs of USAID for PRP central office and WLP country office.

  ESSENTIAL DUTIES AND RESPONSIBILITIES:  

Responsibilities include, but are not limited to, the following:

 

Project - Database and WLP database

• Responsible for consultation with field project staff to identify needs of Project database.

• Assist central M&E in designing and implementation of various data collection tools based on output level indictors in consultation with respective program staff and Senior M&E Advisor.

• Regularly work with project staff to identify various M&E needs to assess project progress and performance regularly and also on need basis.

• Build capacity of identified project staff to use data collection tools and project data base.

• Ensure adding result framework and indicators on Dev Results (WLP online information system) on need basis and ensure reporting on GDE indicators as per agreed timelines. Provide data to central M&E for reporting on USAID Info and TraiNet as and when required.

·   Weekly follow up with field M&E staff to ensure data collection, verification and entry in project database.

• Communicates directly with program staff to ensure that requirements and needs of project reporting are fully understood. • Generate need based summary reports for the program staff from database and carry out analysis of entered data on quarterly basis for course corrections.

Capacity Building

• Design training on project database for regional and field based program staff; how to collect, enter and analyse data on weekly and monthly basis.

• Conduct training with identified Program Staff and all other concerned staff on Project database; how to collect data, enter in system, verify and analyze.

• Conduct follow up of each training conducted on M&E and provide on job training of M&E staff according to project needs.

• Design training/s on various identified M&E needs e.g. data management, data analysis, SPSS, Writing success stories, field monitoring etc. on need basis.

• Provide technical support on M&E related issues to project staff as and when necessary.

Role in Surveys/Studies

• Assist the central PRP team in designing various surveys to acquire results on outcome and impact level indicators as per surveys and studies calendar. Review the required tools and provide feedback on timely basis for field implementation.

·   Ensure timely data collection on survey tools in the field while complying with the data quality standards. Ensure data entry and review as per the scheduled timelines.

·   Design various project surveys/short studies to measure the short term and long term impacts of project activities and ensure data quality and integrity in various surveys conducted internally or externally.

• Data cleaning (removing of errors from data which may cause during the data entry of surveys).

• Help in analyzing primary and secondary data by SPSS (Statistical Package for Social Sciences) and MS-Excel. Other M&E Tasks,

• Closely work with project staff to develop monitoring plans and assist Sr. M&E advisor to compile and finalize overall project Monitoring Plan for PRP.

• Ensure monitoring and evaluation systems are well maintained and fully functioning throughout the project duration and adjusted when required by changing program needs.

• Lead data collection process and ensure high-quality data is collected in accordance with the agreed timelines and data collection strategy. In cooperation with the Senior Project Staff, analyze and summarize data, and help ensure high-quality reporting for regular, interim and final report

• Develop monthly work plans for M&E and ensure its implementation in the field. Track the M&E team’s ability to deliver on the plan and report back to the team.

• Work closely with the Sr. M & E Advisor to establish coordinated data collection processes, standards for the entire project as required to meet monitoring, evaluation and reporting needs.

• Produce weekly updates and interim reports (monthly, quarterly and annual report for WLP and donor.

• Any other task related to M&E assigned by immediate and technical supervisor

 

QUALIFICATIONS

Education:                         

·         Master Degree (preferably in IT/computer science/Social Sciences)

Work Experiences:        

·         At least 5 years technical experience in M&E with INGO.

 Demonstrated Skills:

·         The ideal candidate should be a team player and quick learner.

·         Good report writing skills

·         Extensive experience in the design, development and implementation of complex, Large database systems

·         He/She should possess strong coordination, communication and consultation skills

Language and Computer Skills:

·         Experience on data analysis by using SPSS and Epi Info

·         Working knowledge of Local languages will be preferred

Travel:

This position is based in the field offices which required 50% of travels to field locations. Also depends on the need.
