Low Measles vaccination coverage continues to threaten the lives of thousands of children in Pakistan in general and Khyber Pakhtunkhwa in particular. Pakistan's progress on routine immunization coverage has been uneven and the score card on measles is a key indicator of the gaps in the country's vaccination program for children. To supplement the population immunity against measles, a nationwide measles campaign has been planned in October 2018. In this regard applications are invited from suitable candidates purely on contract basis (short term positions) to oversight the measles pre-campaign, during campaign & post campaign activities in Khyber Pakhtunkhwa.
Pre Campaign Phase
- Supervise the District Oversight Consultants for measles SIA.
- Develop work plan, coordination & monitoring mechanism, reporting formats for District Oversight Consultants.
- In liaison with the audit firm, develop a guidance note for the modalities of HACT expenditure and conduct an orientation session with the Provincial EPI.
- Guide the consultants in disbursements of different payments in line with the agreed budgets for measles campaign activities.
- Ensure that the resources (HR, funds, supplies/training & communication material, pre-positioning of vaccines & logistics etc) provided for pre-campaign activities were used for the intended activities at all levels (Provincial, district/below district) as per plan.
- Facilitate all the activities at provincial level, both programmatic and financial during pre-campaign phase and report on proposed corrective measures.
- Monitor the measles activities as per plan/SOP’s and according to budget at the provincial & district level.
- Consolidate weekly reports of the district consultants and share it with the provincial stakeholders for follow up action.
- Strengthen coordination mechanism between districts & province by regular sharing feedbacks.
- Report any unusual activity or observation to Director EPI KP/Immunization Officer (UNICEF) immediately.
Campaign Phase
- Monitoring of the measles campaign at the district level & sub district level(s).
- Facilitate all the activities at district level regarding measles SIA, both programmatic and financial during campaign phase and report on proposed corrective measures.
- Consolidate feedback from the district consultants and share key findings at the provincial level on daily basis.
Post Campaign Phase
- Support the respective district in compilation and submission of the vouched accounts from the provincial EPI office to UNICEF Peshawar Office within stipulated time.
- Support the provincial EPI office in preparation & submission of measles campaign report.
- Facilitate both programmatic and financial audit at provincial level regarding measles SIA activities.
- Support the third-party validation of campaign coverage to be conducted by WHO
- Support the UNICEF Provincial Office in any other assignment related to EPI during this period.
