Qualification
- Master and/or Bachelor’s degree in computer sciences, information systems, statistics, development studies, or a related field.
- 05 years of experience in nutrition/development sector.
- Advance use of MS Office complete suit.
Position Objective
The MEAL & IM officer will responsible for designing, managing and updating overall data management systems of ACF Pakistan mission.
- S/he will contribute to the design and implementation of surveys/studies.
- S/he will be responsible for conducting and overseeing primary data collection, including interviews, surveys, and focus group discussions.
- S/he will perform analysis of quantitative and qualitative data and oversee the production of all reporting products, including written reports and Power Point presentations.
- S/he will be involve in need assessments, baseline and final project evaluations to determine project outcomes and design data collection tools for qualitative and quantitative information.
- S/he will ensure timeliness and quality of MEAL data and activities.
- S/he will also be involved in update and conduct trainings, as needed, on MEAL & IM systems and processes.
Mission1: Designing, Managing & Updating Information Management System
The MEAL & IM Officer is responsible for:
- Design and manage information management system for ACF Pakistan mission.
- Update data bases (including web based) as per donor requirement.
- Provide technical support to field staff on data and information management system.
- Review project IM strategy and support accordingly to ensure consistent with national IM strategy
- Ensure that field IM system is aligned with mission IM strategy.
- Review incoming data for completeness and consistency and advise the field MEAL team on the tools for improving data logging, entry and processing.
- Support the field MEAL&IM team and partners to build their capacity in efficient data collection and management processes.
Mission 2: Provide technical backstopping to all MEAL and IM field teams.
The MEAL & IM Officer is responsible for:
- Ensure that each of the projects within thematic area is covered by a quality MEAL plan
- Support coordination, analysis and draft findings for the project technical surveys as well as multi sector assessments, generic surveys and evaluations as needed.
- Support the sector team(s) in donor reporting with accurate figures.
- Support MEAL&IM field team in planning and conducting need assessment surveys, baseline, end-line, and PDM for ACF.
- In coordination with MEAL team support partners in situation analysis (study methodology, tools and approaches) and need assessment for the new project/program development.
Mission 3: Capacity building of the MEAL and IM teams at field level.
The MEAL & IM Officer is responsible for:
- Capacity building of field MEAL&IM teams on monitoring and information management tools and quality benchmarks.
- Help the project team and partners to build their capacity in efficient data collection and management processes
Mission 4: Support in smooth implementation of MEAL Action plan for the mission
The MEAL & IM Officer is responsible for:
- Ensure that each of the projects within thematic area is covered by a quality MEAL plan.
- Implement ACF MEAL Framework
- Support development of program activity data entry tools
- Support in developing and amending the needed tools for MEAL (Observations, PDMs, Baseline/Edline, Studies, surveys…etc.)
Mission 4: Support in strengthening and implementation the Feedback and Complaint Mechanism (FCM)
The MEAL & IM Officer is responsible for:
- Follow up on complains with relevant team members.
- Provide training on beneficiary accountability and feedback mechanism to field MEAL&IM team
- Contributes to improvements in partner’s accountability system and procedure.
- Share FCM report with senior management on monthly basis.
- Managing and handling FCM at capital level
Mission 5: Monthly Reporting
The MEAL & IM Officer is responsible for:
- Support project teams to develop the reporting format as per standard HQ format
- Collect monthly quantitative APRs from field at mission level.
- Compile and share bi-annual and annual mission APRs to HQ.
- Provide MEAL and IM regarding feedback in qualitative reports
- Compile and learning at mission level and share with internal and external stakeholders.
Mission 6: Lead the process of MEAL and IM document archiving.
The MEAL & IM Officer is responsible for:
- With the support of compliance dept. develop project archiving plan
- With the support of MEAL&IM Manager ensure that program activities data collected at field level in both soft and hard is complete
- Ensure proper filing of hard data
- By the end of project ensure the complete data received and sorted at Islamabad office as per archiving plan.
Mission 7: ACFs gender equality, child protection sensitivity and Safeguarding policies
The MEAL & IM Officer is responsible for:
- Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies
- Implement all work related activities with a gender, inclusion and child protection lens
- Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.
Skills and resources needed to perform the function
- Excellent skills in designing and managing web base data/information management softwares.
- Strong data collection and research skills and ability to interpret and analyze data.
- Experience of conducting/supporting surveys, baselines, need assessments, end lines and end of project evaluations.
- Strong report writing skills.
- Good interpersonal skills with ability to work collaboratively as part of a multidisciplinary and multicultural teams
- Strategic, analytical, problem-solving and systematic thinking capacity and skills
- Proactive, resourceful and results-oriented
- Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, knowledge-sharing networks
