Position Objective

To support fundraising identification and organization, and support in development of proposals and concept notes in line with the Action Against Hunger Pakistan Mission and international strategies as well as donor requirements. Also will ensure the quality of the reports to be submitted internally and to donors.

Mission 1: Support programme development department in fundraising aligned with country strategy

The Programme Development Manager is responsible for:

  • Supporting fundraising identification and organization, and supporting development of proposals and concept notes in line with the Action Against Hunger Pakistan Mission and international strategies as well as donor requirements;
  • Support the head of programme development and partnership in drafting the resource mobilization strategy and policies, and revise and update them as and when required;
  • Carry-out periodic donors mapping, identify potential funding opportunities with donors, and update the grants tracker on regular basis;

Mission 2: Support programme development department in proposal development

  • Preparation of opportunities analysis for the new opportunities;
  • Development of concept paper and project proposal against the guidelines provided by the prospective donor and getting the feedback and support from the Programme, Finance and Management as relevant;
  • As advised by the line manager, coordinate with HQs (as relevant) to ensure that project proposals are submitted on timely basis and fulfill all requirements;
  • Ensure updating of concept notes, proposal and report in database and system;
  • Support in the development of project acquisition systems;
  • Coordinates regularly with field staff and other departments engaged in program development in assigned region;

Mission 3: Support in timely and quality report submission to ACF HQ and Donor

The Programme Development Manager is responsible for:

  • Ensure timely and quality reports submission to donors/HQ;                       
  • Provide support in development of necessary systems and SOPs to streamline reporting;

Mission 4: Support in Partnership oversight of the mission:

The Programme Development Manager is responsible for:

  • Act as day-to-day representative of ACF to organizations on program development matters, including attending key internal and external meetings, as needed;
  • Coordination with compliance to initiate due diligence of all potential partners, including data gathering on partner screening;
  • Preparation and finalization of Operational Agreements and their revisions in close consultation with all relevant Departments, including review by HQ of this;
  • Reviewing Partners reports and maintaining a record of all submitted reports;

Mission 5: Capacity Building and Training

The Programme Development Manager is responsible for:

  • Build capacities of the team in getting required information from the team including program and MEAL for programme development activities
  • Provide guidance to the partners for key capacity statements and contributing technical content for strategic positioning and proposal development.

Mission 6: Ensure compliance with ACFs gender equality, child protection sensitivity and Safeguarding policies This position is responsible for:

  • Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies  
  • Implement all work related activities with a gender, inclusion and child protection lens
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability

Specific skills needed to perform the function

  •   Master degree in Development Studies, International Development Social Science or relevant discipline.
  •   At least 5 years of extensive experience of business development, donor scoping, quality proposals and donor engagement in both development and humanitarian sectors.
  •   Track record of developing proposals for donors such as USAID, FCDO, EC, ECHO, SIDA and others.
  •   Familiarity with key International Humanitarian Standards and Partnerships such as Sphere Standards, Humanitarian Accountability and Partnership, ALNAP and IASC.
  •   Experience of engagement and preparation of proposals and business development activities in both humanitarian and development sector.
  •   Experience with high level advocacy to institutional donors, corporate/foundation partners.
  •   Fluency in written and spoken English required.
  •   Strong communications skills with exceptional ability to articulate complex issues in a clear comprehensible manner to a wide variety of stakeholders
  •   Excellent writing skills, ability to deliver high quality proposals and documents with tight deadlines
  •   Excellent computer skills
  •   Ability to work in a diverse environment
  •   Ability to work under immense pressure, ability to multi-task and juggle several tasks and relationships at one time
  •   Excellent communication skills, experience in representing an organization

  • Donors, Other INGOs and NGOs
  • External fora like PHF, NHN, OCHA etc.
