OVERVIEW OF POSITION
Ensure successful implementation of the project “Strengthening Resilience to Natural Disaster of Most Vulnerable Populations through Increased Disaster Preparedness and Nutrition Sensitive Emergency Assistance” within the approved timeframe and resources.
OBJECTIVES
Objective 1
Undertake pragmatic planning for implementation of field activities
Tasks & responsibilities
· Prepare and review of the project plans throughout the project implementation period and provide regular up-dates to all concerned.
Objective 2
Ensure effective and efficient Project Implementation (Physical & Financial)
Tasks & responsibilities
· Ensure that the project is effectively and efficiently implemented as per the design/proposal approved by the donor within the specific time frame and resources.
· Working directly with the project team (ACF and Implementing Partner Staff), responsible for making operational all components of the project, and ensure timely procurements/admin and financial support for all field activities in accordance with the stipulated procedures and processes.
· Oversee budget utilization and keep informed all concerned including donors of the funding status. Prepare budget revisions if necessary during the project period in coordination with the Implementing Partner.
· Ensure continual monitoring of the project's progress to ensure that the project systems are working to achieve specific objectives and results. Maintain ACF accountability standards.
· Ensure the preparation of weekly, monthly, annual and end of project reports as required by ACF, Government, donors and other key stakeholders. Work to ensure that all reports are accurate, comprehensive, well documented by the Implementing Partner and timely submitted to ACF Islamabad Office to ensure the credibility of the project.
· In coordination with the Implementing Partner, prepare project information, reports, statistics, documentation in coordination with the as required by the Donors and ensure that the guidelines for visibility of are met by the Implementing Partner.
Objective 3
Possess sound technical knowledge and capacity
Tasks & responsibilities
· Possess sound ability, knowledge and experience of aspects of project management particularly programmatic and financial management.
· Possess sound ability, knowledge and experience of partnership management.
· Possess sound ability, knowledge and experience of managing a team of technical consultants for delivering quality trainings.
· Possess comprehensive knowledge of capacity building and technical training delivery of organizational staff and at the community level.

· Should have sound knowledge of Agriculture, Livestock, Food security & Livelihoods, Disaster Risk Management, Climate Change Adaptation and Natural Resource Management intervention including natural salt-tolerant fodder plants for livestock particularly related to the saline conditions of Sindh province in general and of Badin district in particular.
· Should be able to provide technical support to the target Groups to produce recommendations during implementation to improve project methodology, impact, beneficiary participation, coverage, etc. including document and share lessons learned.
Objective 4
Management (Staff, Consultant& Key stakeholders)
Tasks & responsibilities
· Maintain a target oriented work environment for the staff, Implementing Partners and Consultants.
· Maintain close liaison and coordination with key stakeholders (Sindh Agriculture University-Tando Jam, the faculty of Soil Sciences, Agriculture Department, Department of Livestock & Fisheries, and other key stakeholders in Sindh etc.)
Objective 5 (Gender)
To ensure gender inclusion across programming and within/by the team
Tasks & responsibilities
· Able to analyse gender differences.
· Ensure that project interventions are accessible for women.
· Able to understand “Do No Harm” concept
· Support mission level qualification for gender marker;
· Encourage inclusion within recruitment, training and promotion;
· Ensure inclusion within programme planning, implementation and reporting;
· Identify and mentor gender focal points in coordination with HR.
· Collect, analyse and report sex- and age-disaggregated data.
· Ensure that target actions based on a gender analysis.

POSITION REQUIREMENTS
Mandatory (Qualifications and Experience)
· Minimum of masters and/or higher level University Degree from the HEC recognized National and International Universities in natural and Social Science particularly related to Agriculture, Livestock, Economics and similar disciplines.
· At least 06 years’ experience of working in Management position with the reputed National, International, Multi-National or Bilateral organizations, programmes and projects.
Knowledge, Skills & Behaviour
· Possess leadership behaviour (Integrity, visionary, Proactive, Motivator & Accountability
· Good written and verbal communication in English;
· Experience working in Food Security, agriculture and Livelihoods projects/programs
· Experience working within complex matrix based organizational structures
· Possess comprehensive knowledge of organizational development and capacity building including technical training delivery and training module development
· Experience of managing implementation partners and/or working in partnership
· Possess excellent interpersonal skills; Good resource and time management skills
· Supervisory and managerial skills with proven ability to manage a demanding workload
· Computer literate, knowledge of MS Word and Excel required
· Experience working in Sindh
· Willingness to travel frequently
Preference
· Sindhi language skills
· Experience within a large national or international organization
· Experience of partnership management.
