WASH Manager

Travel Requirement: 70%

Position Objective

Coordinate and ensure smooth implementation of all WASH interventions as per approved design under ECHO-HIP project: “Afghan Refugee Response Project” interventions while adhering to ACF logistics, HR, Finance and Security procedures.

Mission 1: Supervise and monitor the rehabilitation and construction of WASH related activities in the field

•      Conduct HFs Infrastructure (General, Water and Sanitation) damage surveys
•      Develop rehabilitation and construction designs in the targeted health facilities.
•      Finalize the BOQs for construction facilities as per standards.
•      Build liaison with local government and pursue necessary official documentation for initiation of rehabilitation work
•      Verification of the appropriate standard and quantity of materials used in water and sanitation schemes.
•      Prepare regular reports on the progress of construction for the assigned sites
•      Monitor and supervise the construction work including the work plans and quality of work if needed
•      Contribute to the development of water and sanitation schemes
•      Assist in the design and implementation of other complementary rehabilitation interventions (including livelihoods and Health)

Mission 2 : Ensure appropriate use and maintenance of all provided WASH facilities and conduct community awareness sessions

•      Assist supervisor on forecasting and manage the delivery of the equipment’s and materials needed on the site in close collaboration with logistic department
•      Organize and participate in community awareness programs related to use of water and sanitation facilities, and promoting hygiene with coordination of community mobilization teams.

Mission 3: Proactively support ACFs commitments to gender equality and child protection sensitivity

•      Read and ensure a full understanding and promotion of ACFs Gender Minimum Standards & Child Protection Policies
•      Implement all work related activities with a gender, inclusion and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries
•      Ensure and encourage the incorporation of gender equity principles in all policies and activities
•      Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.
•      Model and support protection mainstreaming, aiming to meet minimum Do No Harm and Inclusive service delivery Sphere Standards 2018 in the field

Any other relevant tasks as assigned by the management.

Qualification and Experience

•   Graduation or minimum a diploma holder in civil works, and or in any relevant field with minimum 03 years of overall experience with 02 years in relevant field in development sector.

•   Project management skills
•   Substantial experience in WASH, Community Mobilisation and managing partners
•   Excellent coordination and interpersonal skills
•   Able to analyze and summarize complex technical  and contextual information
•   Fluent in English, reading writing and speaking. Fluency in local language of the program implementation area will be preferred
•   Excellent computer skills
•   Team management skills
•   Ability to handle stress and pressure
•   Ability to meet tight deadlines and generate timely and accurate reports
