KEY RESPONSBILITIES:

  1. Responsible for the development and implementation of M&E system and accountability framework for ECHO Project and its reporting against the benchmarks on regular basis on agreed format.
  2. To develop a project database at CO that ensures the availability of all required information based on project performance indicators aligned with central database of CIP.
  3. Provide technical support to IPs in setting up M&E plan, processes and reporting formats for output/outcomes/impact levels to ensure constant monitoring feedback is being reported to project management periodically.
  4. Carry out both process and progress monitoring of project activities to ensure that IPs are following the agreed SOPs for program implementation to ensure the targets are achieved matching with indicators.
  5. Build the capacity of project staff and IPs on concepts and standards related to MEAL and CARE’s humanitarian accountability framework (HAF) and other international humanitarian protocols especially Common Humanitarian Standard (CHS) and HAP which result in responsive and accountable humanitarian services.
  6. Frequent analysis of activities to assure that project inputs are benefitting the most vulnerable groups together with gender analysis and are consistent with CARE’s humanitarian accountability framework, relevant SPHERE standards, and essential environmental mitigation measures.
  7. Ensure that partners’ capacities are strengthened to place the complaint mechanism for the project by reviewing the Complaint Response Mechanism of Partners and its implementation during the project implementation with the monthly analysis of complaints handling and feedback received.
  8. Provide inputs to assessment tools and take lead in planning and executing project specific assessments, baseline surveys and Post Distribution Monitoring (PDMs); data analysis and reporting in collaboration with MEAL Manager.
  9. Work with partners Officer to develop the database of assessment studies and come up with useful and critical analysis in excel and SPSS worksheets in support to assessment results.
  10. Plan and undertake weekly field visits to monitor and assess the progress toward achieving objectives, ensure project compliance and effective implementation according to work plans, SOPs and Q&A standards; plus providing recommendations for improvement.
  11. Work with CARE and IPs team to incorporate learning and monitoring feedback into project cycle management.
  12. Ensure that CARE and IP team is maintaining the minimum documentation with respect to program and finance compliance to protect the institutional memory.
  13. Together with CARE team, plan and execute monthly review meetings of Partner with critical analysis of monthly progress, challenges and extracting lessons learned.
  14. Any other tasks which the supervisor may deem necessary to delegate.
