Welthungerhilfe (WHH), a German NGO, is looking for an Expert for Programme Implementation, to work with the Country Director and the Head of Programmes to plan and develop WHH’s Pakistan Country Programme, and to support the high-quality achievement of WHH Pakistan’s work in the field.

WHH is one of Germany’s largest development and humanitarian NGOs. In Pakistan, it implements projects through local partners in south Punjab, south Sindh and KP, primarily in the sectors of food nutrition security, resilience-building, and humanitarian response.

WHH Pakistan is looking for a highly motivated and skilled individual for the post of Expert for Programme Implementation, with a wide experience in the field of humanitarian and development assistance and excellent technical, practical and managerial knowledge. The Expert for Programme Implementation will be responsible for ensuring that WHH Pakistan carries out innovative, high-quality and well-designed work in its core sectors. In order to do so, he/she must have a comprehensive understanding of developments in Pakistan, and globally, in areas such as emergency response and preparedness, integrated food nutrition security, resilience-building, climate change adaptation, and civil society promotion. She/he must also have the ability to build collaborative relationships with a wide array of stakeholders: with government officials at federal and provincial level; research institutes; other INGOs and NGOs; UN agencies; international organizations; private sector organizations; donors and other relevant actors. He/she must also be able to translate his/her knowledge and experience to support other WHH programme team members to improve the quality of their work. 

III. OBJECTIVE & RESPONSIBILITIES

Support the planning and development of WHH’s Pakistan Country Programme, and the high-quality implementation of WHH Pakistan’s work in the field.

 

Responsibilities:    Expert for Programme Implementation

1. In collaboration with the Country Director and Head of Programmes, plan and develop WHH’s Pakistan Country Programme and Strategy.

2. Ensure that WHH Pakistan is a leader in terms of the techniques and approaches it uses in all of its sectors.

3.  Build a network of potential and actual collaborators for WHH Pakistan, in a wide range of institutions.

4.Support the high-quality implementation of WHH Pakistan’s work in the field.

5. Represent WHH internally and externally as a leader.  

6.Miscellaneous.                                         

                RESPONSIBILITIES (Details)

 

1.   In collaboration with the Country Director and Head of Programmes, plan, implement and develop WHH’s Pakistan Country Programme and Strategy.

·         Based on a thorough understanding of the humanitarian/development context, globally and in Pakistan, and of WHH Pakistan’s expertise and WHH’s global strategy, work with the Country Director and Head of Programmes to chart WHH’s strategic direction in Pakistan. Make key contributions to decisions about WHH Pakistan’s sectoral and geographical areas of intervention.

 

2. Ensure that WHH Pakistan is a leader in terms of the techniques and approaches it uses in all of its sectors.

  • Keep abreast of policies and practice in the development and humanitarian sectors in Pakistan, and globally – particularly in WHH Pakistan’s cores sectors – and ensure that WHH Pakistan both follows best practices and takes advantage of opportunities to create best practice.
  • Develop ideas for innovative, context-appropriate projects in WHH’s core sectors – emergency response, food nutrition security, resilience-building, climate-change adaptation and community support - and work closely with the Head of Programmes to submit high-quality proposals to potential donors.
  • Support a learning culture within WHH Pakistan, so that programme staff are aware of key developments in the sector and continue to develop their skills and experience and there is a common understanding amongst WHH’s programme team of best practices in WHH’s core areas of work. Collaborate with the Monitoring, Evaluation, Accountability and Learning unit to gather relevant documents and capture learnings from the field.

 

3. Build a network of potential and actual collaborators for WHH Pakistan, in a wide range of institutions.

·         Since INGOs more and more need to work with a wide array of stakeholders, the Expert for Programme Implementation should have the credibility and collaborative nature to build relationships with government officials at federal and provincial level; and cultivate relationships with research institutes, other INGOS and NGOs; UN agencies, international organizations, private sector companies, donors and other relevant actors.

 

4. Support the high-quality implementation of WHH Pakistan’s work in the field.

·         Support WHH Pakistan’s field staff and local partners – both through field visits and remotely – to improve the quality of their work at district and provincial level.

 

5. Represent WHH internally and externally. 

·         Represent WHH in relevant external fora, and to other stakeholders in the humanitarian/development sector in Pakistan (other NGOs/INGOs, UN agencies, donors, Government of Pakistan, World Bank, networks etc).

·         As a senior staff member, communicate WHH’s core values within the WHH Pakistan team, to contribute to organizational culture. Lead by example and through honesty and encouragement.

 

6. Miscellaneous

·         The position holder should work in a team-oriented manner and show a spirit of flexibility, collaboration, and professionalism.

·         The position holder should work with integrity and adhere to the standards described in the “Welthungerhilfe Code of Conduct”.

·         In the event of a humanitarian emergency occurring in Pakistan, the Expert for Programme Implementation, along with the Head of Programmes and the Country Director, will be expected to take the lead in analysing relevant information, directing Welthungerhilfe’s Emergency Response Team, and deciding upon how best to respond, if at all.

 

·         She/he may have to assume other responsibilities not detailed in this job description as required.

Minimum Requirments:

Minimum 12 years professional experience working on project or programme-related issues within a national or international NGO, UN agency or other relevant development/humanitarian organization

Excellent practical and technical knowledge in a variety of sectors

Experience of working with a wide variety of stakeholders (Government of Pakistan; UN agencies; national and international NGOs; donors)

Language and Skills :

Excellent command of written and spoken English.

Excellent working knowledge of MS Office

Comfort with budgets.

knowledge of Urdu is desirable, and knowledge of Sindhi, Punjabi, Seraiki or Pashto is appreciated.

The Expert for Programme Implementation should visit the field at least once every 2 months, to understand ground realities and provide support to the field teams. Other travel within Pakistan and internationally may also be required.
