Monitoring,  Evaluation, Accountability & Learning for Welthungerhilfe CBDRM Project II

Context:

Welthungerhilfe wants to be successful and measures its success according to how much the conditions of people living in poverty and deprivation have improved. In Country Office Welthungerhilfe Pakistan, Outcome and Impact Orientation (Welthungerhilfe Global Monitoring and evaluation guidelines) is identified as being of strategic importance. For aid effectiveness transparency, good documentation and communication are known to be adequate responses when working in integrated development projects and with disaster-affected areas. To reach both the objective of the country program, outcome and impact-oriented planning, monitoring and evaluation according to Welthungerhilfe guidelines is systematically introduced in all projects and shared with partners, beneficiaries and relevant stakeholders. To facilitate this process, the Country Office together with a Planning, Monitoring and Evaluation (PM&E) unit provides necessary training, assistance and follow-up. The PM&E system is based on strengthening action and reflection in order to contribute to the empowerment and learning of the people at all levels. Correspondingly, participatory planning and monitoring approaches are put into the focus of attention.

In particular, this post holder will work to support WHH’s Community Based Disaster Risk Management (CBDRM) work in South Punjab. WHH is implementing, along with various partners a UK Aid-funded CBDRM project, Building Disaster Resilience in Pakistan (BDRP), in Muzaffargarh and Rajan Pur districts. The post holder will provide full-time MEAL support to the project.

Responsibilities:

  1. MEAL officer will closely work with and support provincial staff and local NGO partners, in design and operationalization of Results based MEAL system for quality and effective program delivery as per Donor guidelines and WHH MEAL Standards.
  2. Support the MEAL-unit in the Pakistan Program to ensure timely, effective and high-quality services in regard to MEAL at project and program level.
  3. Give organisational and conceptual support and guidance to partner organisations on to introduce and implement WHH MEAL Framework and Standards.
  4. Coordinate assessments and provide guidance in conducting assessments for planning of new projects upon request and in close cooperation with the Programme/M&E Coordinator.
  5. Coordinate capacity building for partners on any new templates, tools and/or methodology introduced by Donor or Programme Implementation Unit (PIU).
  6. Prepare, coordinate and follow-up on assessments or reviews.
  7. Regular field monitoring visits and PDMs, draft quality monitoring reports and share with appropriate audience for course correction, maintenance of quality standards and lessons learnt.
  8. Accountability; follow-up on CRM functionality during field visits and PDMs, review CRM database during data audits
  9. Collect case studies and success stories to capture learnings and effects of project intervention on community.
  10. Produce accurate data sheets and high-quality reports for quarterly reporting to donor on specified dates and timelines.
  11. Other tasks as specified by her/his supervisor.

RESPONSIBILITIES (Details)

1.       Support the BDRP team, including local partners, to deliver timely, effective and high-quality MEAL services for BDRP.

·         Regularly conduct field visits to project sites to carry out monitoring or PDMs using standard tools and submit a detail report.

·         Provide hands on capacity building support to local partners MEAL staff to ensure compliance with WHH and Donor requirements.

·         Organize and document monthly MEAL meetings and visits, share up to date information and ensure needed follow up

·         Exchange and cooperate closely with project management, relevant project stakeholders and partner organizations

·         Support CO MEAL Unit in standardization of tools and formats according to WHH standards and project needs.

·         Conduct trainings on MEAL Framework, incl. application of standardized tools and formats.

 

2.       Ensure WHH quality standards in project monitoring, data collection and processing, accountability function and learning functions

·          Orient partner organizations on WHH Pakistan Standard Operating Procedures (as per PM&E framework) with support from Country Office MEAL Unit.

·         Assess data management system and provide technical support for effective reporting to partner organization.

·         Closely liaise and coordinate with relevant partner staff to strategize information sharing with community on CRM

·         Share feedback and complaints with programme teams and track follow-up.

·         assist project staff in the communication with beneficiaries.

·         Ensure proper information sharing regarding WHH key policies (especially Staff Code of Conduct) are shared with beneficiaries and all stakeholders.

·         Contribute in review & feedback on assessment/ study designs; conduct and report on a range of qualitative and quantitative research studies, baseline/ end line surveys, contextual analysis, needs assessment, mid/ end term evaluations, annual reviews, final evaluations etc.

·         Review and update M&E Plan on quarterly basis and share status of progress with all relevant stakeholders.

·         Assist in adapting standardized formats and tools to project requirements

3.       Prepare, coordinate and follow-up on Reviews and Learning

·         Set up and maintain a knowledge management system e.g. human-interest stories, visibility material, Complaint Response Mechanism, lessons learned, exchange meetings

·         Organize/support/participate field-based reviews and learning events.

·         Organize monthly MEAL Meetings with partners to exchange information, provide and collect updates about field activities and programme interventions, provide solutions to challenges and to assess progress.

·         Participate monthly MEAL coordination and learning meetings and attend meetings of MEAL technical working group (TWG) of the BDRP

·         Ensure adequate documentation and data management of evidences by partner organization through regular data

·         Collect best practices examples, which demonstrate qualitative and quantitative changes over the period.

  • Responsible for design, implementation and reporting of qualitative studies using various methods, capture key learnings and share with all relevant and management.
  • Take lead in Data Management (data cleaning and analysis) related to various Studies
  • Support in cross-organizational learning, which includes providing information, guidelines, lessons learned, and user-friendly learning tools on MEAL

4.       Other Tasks

·         The PM&E Officer may be called upon as part of his/her roles and responsibilities to participate in and/ or provide support to emergency response situations when and where required in consultation with his/her line manager.

·         Ensure gender specific approach in project implementation
