II. Summary

Welthungerhilfe (WHH), a German INGO, is looking for a Program Manager for Sindh office to lead the operations in Sindh. WHH implements projects in Sindh with local/national partners focusing the food insecurity, hunger and malnutrition situation. The Program Manager Sindh will be responsible for the overall management and coordination of program activities with national partner organisations and ensure successful implementation. The PM will be based in Hyderabad, Sindh

III. Objective:

The position aims to assure proper implementation and quality management in accordance with donor regulations as well as in compliance with Welthungerhilfe’s global standards. The position promotes the program’s initiatives and develops project activities and future interventions within the framework of the Sindh program of Welthungerhilfe.

IV. Responsibilities (and key activities):

1.       To ensure a comprehensive and coherent management system of the “Sindh Programme” respecting policies and approaches of Welthungerhilfe.

a)       Be familiar with Welthungerhilfe’s global and country strategy as well with all relevant documents e.g. OIO guidelines, HR polices, Partner Cooperation Guideline etc

b)       Manage human and financial resources effectively and efficient to achieve program goals and respective project outputs

c)       Supervise and guide staff on the ground

d)       Align the various humanitarian and development projects in Sindh to comply with intended program approach

e)       Ensure close coordination and communication with country office Islamabad

f)         Appraise supervised staff

g)       Ensure the implementation of WHH’s policies and procedures in the Sindh Program.

h)       Develop concepts and help the write up of funding proposals for Sindh.

i)         Be overall representative of WHH in Sindh province.

2.       Coordinate and cooperate with other relevant stakeholders in Sindh

a)       Represent WHH in relevant coordination forums and assure active WHH’s active participation in regional coordination efforts e.g. UN, INGOs and national NGOs as well as national and local authorities

b)       Make sure the presence of WHH on various forums in Sindh, for example, PDMA, AAP, UN Working Groups, Sindh Government’s different forums.

3.       To ensure that national partner organisation(s) apply WHH’s FNS frameworks/approaches/guidelines/concepts in the planning, implementation, monitoring and evaluation stages of projects as well as program.

a)       Fully understand updated information on maternal and child malnutrition as well as micro-nutrient deficiencies in Pakistan and Sindh Province. 

b)       Command of UNICEF conceptual framework of maternal and child malnutrition

c)       Fully understand the FNS programming and the interventions

d)       Good understanding and knowledge of various FNS related policies and frameworks.

4.       To ensure that local partner(s) is/are empowered to interact with local stakeholders for enhancing effectiveness of FNS project

a)       Support national partners in organizing periodical meetings with local stakeholders for informing project details as well as for promoting possible coordinated work.

b)       Promote formal agreements with relevant line departments for the provision of basic services and extension services, as per their mandates, to project target population.

c)       Promote information and knowledge sharing with local stakeholders based on achievements and lessons learned from the interventions.

5.       Compliance with donor and Welthungerhilfe rules and regulation

a)       Ensure adherence with procurement, financial and HR policies of Welthungerhilfe

b)       Assure timely narrative and financial reporting to country office WHH in Islamabad based on set deadlines by the respective donor institution

c)       Follow donor guidelines on visibility and ensure implementation

d)       Cooperate with relevant departments in-house

e)       Ensure cross cutting issues such as climate change adaptation, DRR, gender equality and security are mainstreamed into project and project activities

 Qualification and Skills required:

·         Excellent professional track record with at least 5 years of experience in the NGO sector working in program/project implementation, preferably in Food and Nutrition Security, humanitarian assistance or related fields. (In Sindh Province)

·          Understanding on FNS programming is a plus and completed degree in a relevant field.

·         Experience with INGOs would be an advantage

·         High interpersonal skills with a strong analytical approach in problem solving & management

·         Strong intercultural and social competences with regard to communication & interface

·         Ability to manage partnerships/networks and relationships with a range of stakeholders (NDMA, national NGOs, Non–traditional actors, local authorities, UN agencies etc.)

·         Ability to facilitate/guide/moderate change at an operational and strategic level

·         Willingness to travel inside the country and visit partner initiatives on the ground, sometimes in complex environment.

·         High resilience, improvisation talent and flexibility

·         Excellent proficiency in English and the local working language

Desirable

·         Specific experience of managing FNS specific program

·         Experience in proposal writing and program development

·         Knowledge in organizational development

·         Ability to transfer/multiply lessons learned

·         Experience in mentoring and coaching Staff/Partners

·         Professional experience in the host country or knowledge of the local context

·         Proficient knowledge of Core Humanitarian Standard

·         Familiarity with the localization agenda

·         Proficiency in German language would be an asset
