·     Manage & supervise activities of the Engineering & Camp Facilities Management Section.
·     Apply commonly used engineering calculations & practices related to the design, construction & maintenance & rehabilitation of buildings, roads, bridges, airfields, helipads, waste disposal systems, flood control systems, water treatment facilities, electrical power generation & distribution systems, Ebola & SARI/Covid19 facilities, environmental control systems, field defenses, potable & waste water system including source development, treatment, storage & distribution/discharge & other related structures & activities in the field.
·     MONUSCO facilities & infrastructure, taking into consideration that the mission is established in areas with a risk-environment of medium to high threat, & in areas with minimal power, communications, transport & service infrastructure.
·     Mission facilities typically include modularized camps for troops & civilian staff, logistics bases & airbases with all required utility infrastructure for electrical, mechanical & plumbing systems & security works.
·     Supervises installation of various engineering equipment according to applicable standards.
·     Manage & control engineering assets & contracts with service providers or implementing partners.
·     Develop teamwork & close coordination with the mission’s engineering units, logistics & procurement, military engineers in the mission to agree on work requirements and priorities.
·     Contribute to the development of annual engineering budgets & associated work schedules, based on engineering resource planning, considering all required engineering material needs & selected enabling capacities (e.g. military engineering units, commercial contractors, mission support teams, or mission engineering staffing) for the most effective & efficient execution of the engineering work-plans.
·     Plan & analyze to develop project document- Project Proposal, Scope of Work (SoW), Invitaton to Bid (ITB), Technical Evaluation of Bid, Task Order, design, drawings & cost estimates/BOQs, procurement of engineering services, country-specific technical requirements, goals & schedule in MS Project for the construction activities to outsource the works or by the in-house team of ES ESB.
·     Implement DPKO (Department of Peace Keeping Operation) Construction & environmental policy & other related guidelines regarding WASH.
·     Liaises in coordination with a Chief Engineer regularly and with Security and Safety, Environmental, Health and Logistics Services.
·     In coordination with the relevant colleagues, ensure that all relevant permits and authorizations are obtained from the local authorities to guarantee project stability and good relations with the local government.
Act temporarily as Officer in Charge in the absence of the FEO as required & performs other related duties as required.
ACHIEVEMENTS; Lead the engineering team through effective management & supervision of engineering projects related to Construction, WASH, Road, Airport, Energy, Solid Waste Management, Gender, facilities management, camp construction/decommissioning, & Environment, & their preventive maintenance service programs under the umbrella of MONUSCO/ Engineering Standards.
Apart from routine facilities maintenance projects, also constructed Ebola & Covid19 Quarantine, Isolation & Treatment center, Closure of Riverine Camp, COB Kalehe & Adikivu. Roads rehabilitation in Bukavu, Bunyakiri, Walungu & Kalehe, building camp for Egyptian FPU & UNPOL, installation of WWTPs, monthly environmental reports, improvement of WATSAN facilities in civilian & military camps. I wrote project proposals for the above projects, technical specifications, drawings, budgeting & estimation, project execution, coordination & updating project progress matrixes, QAQC as per approved project plan. I also act OIC in absence of FEO Bukavu.

·     Provide guidance in drafting and development of the Quality Management Strategy, Risk Management & QA/QC Plan & protocols for construction.
·     Auditing/ Monitoring & Evaluation of Field construction activities, Ensure the quality records, acceptance certificates, completion certificates are well documented.
·     Identify gaps and propose remedial actions, conduct investigations to develop improved designs/potential design changes & construction techniques in accordance with Design Planning Manual using SVN, MAR, NCR, QCR.

·     Support Project managers/PMU to develop & monitor their respective Quality, Health and Safety, Environment plans.

·     Preparation & Control of Project Quality Management System Documentation prior to Project Commencement. Any other assigned tasks by Chief Engineer or Line Manager, this may include verification of invoices, compliance & conformance verification, material certification, preparing plans, reviewing documentation, preparing Rehab or new construction BOQs/Budgets, etc.
 
ACHIEVEMENTS; I was part of the team who Initiated & Developed the Idea of Quality Assurance & Quality Control to the Pakistan Transition Program of UN_IOM funded by OTI/US-Aid. We initiated & successfully implemented the QAQC/Quality Management System for construction works in compliance with standard engineering practices improving the quality of construction works at sites. We developed project quality documents, work method statements, material testing, learning & capacity enhancement sessions for site engineers & contractors of Tribal districts & Khyber Pakhtunkhwa, Non-conformance reports, Site visit Reports, Gaps identification & analysis, solution & rectification with follow up procedures, environmental protection, Our efforts to bring quality & transparency in the activities have been highly appreciated by the head office and donor as well government agencies.

·     Supervised & Monitored Field activities, Implementation of Permanent Shelter & NFI for South Waziristan IDPs funded by UNHCR.
·     Conducted meetings with Contractor’s (SKB) representative & representing the technical focal person of UNHCR/SRSP for solving site problems & community issues.
·     Conducts preliminary site investigations to obtain field data such as soil characteristics, drainage and other data required for building site selection.
·     Conducted comprehensive sectoral needs assessments in liaison with other relevant sectors such as Protection, Programme, Community Services, Public Health, WASH, Local Govt & Logistics.
·     To ensures that the development of SNFI strategies considering the local context, age and gender, culture, climate, environmental protection, available resources and skills.
·     For all infrastructure projects approved to proceed, prepare final design documentation, including: Scope of Works (SoW), site information, budget, specifications, schedules, Bill of Quantities (BoQ) and construction drawings, cladding/insulation, roofing, doors, windows, electrical and sanitary installations etc..

·     Checking drawings, specifications, & other design and construction documentation to ensure accuracy and incontestability, identify potential design and construction issues at early stages well before they occur, and provide advice to the team on effectively resolving them.
 
ACHIEVED; As a shelter engineer, we built 120 shelter out of 350 shelters (Phase-1) project for the returning IDPs of North Waziristan in 4 months. We did surveys, technical feasibilities, age & gender assessment for beneficiaries’ selection for phase-1 of this shelter project. I assisted in technical documentations for bidding tenders & did their technical evaluation & reporting to UNHCR Peshawar office, this implementation took place under UNHCR shelters’ Strategic Plan and assisted in adapting and implementing the internationally accepted standards, policies, and guidelines for Infrastructure, SNFI and WASH accordingly to the unique situation of UNHCR’s persons of concern and the context.

·     Supervised construction of various Irrigation Structures like Bridges, Asphalt Roads, Sheet Piles, Retaining Walls, Stone Pitching on Banks, Stone Apron, Earth Work, Siphon, Fall, Head Regulator, Inlets & Outlets, Cross Drainage Works & Geo-Technical Works.
·     Site Planning & management by organizing and prioritizing work within the Work Breakdown Structure.
·     Conducting in-situ tests on building sites to establish soil’s bearing capacity as well as along proposed roads to establish subgrade strength.
·     Lead and manage an innovative and effective team of professional and support staff.
·     Manage budgets, cash flow and obligations to ensure that deliverables are met and payments to contractors and personnel are received on time.
·     Authorize Work Package, implement approved project plans (including the establishment of milestones).

·     Recommend assistance to contractors to ensure that the most economical and appropriate quality materials and methods are utilized.
·     Develop, complete and update implementation plans to ensure suitability to operational purposes, safety, security and efficiency of structures and equipment in line with project policies, criteria and standards.
·     Undertake lessons-learned reviews on successful and unsuccessful practices and experience, and ensure they are shared as appropriate.
·     Provide regular updates and communication with the contractor, Government stakeholders, other team members and Procurement, Human Resources & Project Management Office (PMO).
 
ACHIEVED; Starting initially as a site engineer & finally working as a deputy construction manager, I was leading a team of supervisors & surveyors that rehabilitated 10km portion of LBDC Canal from Balloki Headwork to Pathoki in district Kasur, Pakistan. The project was funded by Asian Bank & consultancy services by a joint venture of NESPAK & Mott MacDonald Pakistan. I lead the team which rehabilitated irrigation canal lining, constructed 2 pedestrian bridges, 2 main bridges, rehabilitation of 3 existing bridges, 2 siphons, 2 aqueducts, 3 falls structures, 1 head regulator, 2km asphalt road, 8km canal inspection road, 500 embankment protection, 200m of retaining walls, sheet piling, RCC works, stone patching, apron construction, Risk assessment, 24 hours working in 3 shifts during 1 month of canal closure in Jan-Dec,  Supervised & groomed my junior technical staff by explaining the Design ideas and Plans clearly.

Planning, Design & Implementation of Camp Infrastructure supported by UNHCR Within the context of UNHCR’s Global Strategy for Settlement and Shelter in line with the Master Planning Principles and designed to adapt to an area-based approach in implementation.
•         Providing Shelter & WASH facilities as per Sphere Standards while ensuring that humanitarian standards are met to ensure dignified living conditions.
•         Provide technical guidance and support to partners on all water, sanitation, hygiene promotion related issues, to ensure quality, cost-effectiveness, sustainability and impact soundness in their implementation and in accordance with UNHCR policies, standards, & priorities.
•         Ensure that selection of sites for refugees/IDPs and other persons of concern (POC) are based on approved technical guidelines & relevant factors like land availability, accessibility, security, topography, water resources, & absorption capacity, and adequate terrain for proper sanitation facilities are taken into consideration while selecting potential sites.
•         Lead the delivery of Shelter & WASH services for refugees to meet the UNHCR standards/national WASH standards in line with emergency standards and long-term durable shelter solutions.
•         Study and assess the storm water drainage flows using past studies, rainfall data, catchment data, contour maps, site visits, local government and community consultation to develop of drainage management solutions.
•         Establish design parameters, develop optimum drainage solutions.
•         Attended IPs coordination meetings representing the Technical team of FRD.
•         Developing settlement plans and their implementation modalities, including construction/rehabilitation of communal infrastructures (latrines, water points, etc.), taking into account the overall needs of target groups, their cultural preferences and the concerns of the local communities. Addressing the adequate location of sanitary/health safety/education facilities, communal services, & distribution areas.
•         Ensure integration of the UNHCR priority cross-cutting issues i.e., human rights/HIV/AIDS, Age, AAP & promote gender equality by ensuring the needs of Women, Boys, Girls & Men.
•         Other factors such as national reserves, migration corridor, and flooding, possible conflict with the local population (grazing land), the Global Compact on Refugees, Sustainable Development Goals, Relevant Global Strategies and Policies have also to be taken into consideration when identifying potential settlement solutions.
 
ACHIEVEMENTS; We implemented successfully the UNHCR idea of Temporary Shelters (Within the context of UNHCR’s Global Strategy for Settlement and Shelter 2014-18) by protecting existing tents/shelters from harsh weather conditions (Hot/Cold) with another T-Shelter made up from Agro net & Tarpaulin sheet & locally available material i.e., Bamboos & Tarpaulin sheet. I was lead engineer of the team who built 8000 families/8000 tents were covered in a short span of time i.e., & 5 months by outsourcing skilled workers & helpers while providing construction material & technical support.

·       For AliSEi programs including RAHA reviewed all surveys, field investigations, designs, drawings, & specifications, recommending required changes needed to provide more cost-effective solutions and living conditions of both the displaced population and host community.
·       Monitor all project activities in relation to the respective project work plans and take corrective action, when necessary, to ensure the timely and cost-effective delivery of project outputs.
·       Designing and developing sustainable settlements to host people of concern to RAHA.
·       Produce/read the project initiation documents (PID), Legal Agreement & have a thorough understanding of the terms, conditions, & the respective roles & responsibilities of the partners/stakeholders.
·       Provide the Project Manager (PM), with coherent work plans (weekly, monthly and semester wise) for each infrastructure component & Project Updates with local Government & Donor agencies.
·       Administer Infrastructure contracts and supervise project activities to ensure work complies with design and specifications
·       Interpreting clients\' requirements, identifying and addressing design parameters and engineering problems and ensuring solutions are implemented.
·       Provide onsite support to ensure applicability and appropriate implementation of the recommended infection control activities in the health facilities and for the health activities supported by the WHO, specifically for medical waste management, safe and dignified burial of infectious bodies, health of staff and patient’s protection.
·       Ensure that WASH, vector control and infection control set up in the health facilities and for health activities are conducted and set according to Sphere and WHO Standards.
·       Promote the sustainability of technical interventions through local capacity building and self-help in collaboration with local partners in the field.
·       Review tendering procedure, tender documents, ITB (Invitation to Bid), Invitation for Quotation, Bills of Quantities and Engineer’s estimates for works, services and goods, variations and change orders.
·       Support, coach, mentor, train, guide & develop the field staff to improve their capabilities & knowledge of construction management & site supervision.
·       Actively engage in activities supporting the nexus between humanitarian needs & durable solutions, specifically exploring urbanization of settlements with protracted IDPs under an Area Based Approach.
·       Establish concrete objectives, milestones and performance evaluation indicators, and review effectiveness and the focus on priorities in line with the results-based framework.
 
 
ACHIEVEMENTS;
As a project engineer, I successfully completed the UNHCR/KFW project of uplifting Health & Education facilities of Refugees Hosting area of Lower Dir & Kohat, in HFDP & SFDP Project under RAHA (UNHCR & KFW). We built new Earth Quake Resistance Frame Structure Classrooms at schools to accommodate more students & provided Labor Rooms in BHUs to facilitate pregnant women safe deliveries in remote areas run by government departments. Gender equality & WASH sessions were also conducted in schools & BHUs to create awareness for hygiene & health.
 

Shelter planning/design and construction monitoring through regular field visits & remote monitoring of Permanent Shelters in Flood (July 2010 Flood) Affected Areas, supported by UNHCR Within the context of UNHCR’s Global Strategy for Settlement and Shelter.
•         Manage shelter & NFI projects, in line with the SNFI cluster policies & strategies in coordination with Senior Programme Coordinator.
•         Developing project proposals for SNFI with the Programme Support Unit.
•         Developing a Shelter/NFI Programme Strategy, identify the need for community based Quick Impact Projects (QIPs), Community Violence Reduction (CVR) that is aligned with organization policies & strategies including application of participatory approaches to facilitate active participation of communities into the project cycle and into the construction process.
•         Assist in introducing innovation & creativity in the SNFI Programming with specific emphasis on resilience-based & durable approaches.
•         Conducting building surveys, writing technical & feasibility reports, advising on the health and safety aspects of buildings.
·                 Give technical assistance in UNHCR’s IPs meetings on sound technical shelter and settlement issues while ensuring compliance with global, national and operational strategies and guidance.
·       Provide shelter responses that are developed in line with the Master Planning Principles and designed to adapt to an area-based approach in implementation.
•         Estimates costs of repairs of damaged buildings, facilities and systems to determine feasibility of repairs or replacement.
•         Explore & new pilot elements of SNFI Programming i.e., Cash For Work (Cash-based interventions), Pipeline, Areas Based Approach, & develop SOPs.
•         Ensure that all Inspection Reports are accurate & that all the attached documents are currents status.
•         Participating coordination meetings with different IPs and Donor.
•         Working with the Health, Safety, Social and Environmental (HSSE) Officer and other team members, ensure the HSSE aspects are effectively managed to meet project HSSE targets at all stages of the project.
•         Perform any other tasks that were assigned.
 
ACHIEVEMENTS; I worked enthusiastically in the relief & recovery works for the victims of 2009 Flood in KPK. I was part of the engineering team who built 600 permanent shelters for the flood affectees of Charsadda in 5 months maintaining a standard of quality of construction works. Those permanent shelter included 2 rooms, one kitchen & one ablution/toilet for one family while keeping perspective of age & gender. This project was funded by Japan with UNHCR as its implementing agency

Planning, Design & Implementation of Camp Infrastructure supported by UNHCR Within the context of UNHCR’s Global Strategy for Settlement and Shelter.
•         Providing WASH & WATSON facilities. The transportation system for smooth access to each & every point inside Camp.
•         Work with partners in the development and finalization of project-specific Monitoring and Evaluation frameworks and tools and providing technical assistance to the effective analysis and use of data.
•         Submit requisition for all approved infrastructure projects and coordinate with Procurement unit to complete the procurement process, including: development of relevant tender documents, evaluation of tenders and issuing of works/outsourcing contracts.
•         Assess health risks, water and sanitation needs, available resources and the capacity of existing systems for camp settlements, displaced urban populations.
•         Provide technical expertise, and when required, onsite support on WASH, coordinating and proactively participate in the implementation of work plans to build up or rehabilitate emergency health facilities.
•         Provide technical guidance and support concerning Physical Planning (of camps and settlements), Shelter and related Engineering Infrastructures activities to ensure quality, cost-effectiveness, current as well as future projected population, sustainability and environmental soundness in their implementation, considering policy priorities of UNHCR.
·                 When planning shelter solutions, ensure that due consideration is given to policy, norms, standards & regulations in other relevant sectors such as water and sanitation, infrastructure for reception, education and health so that implementation is synchronized and coordinated.
•         Capacity building of local project staff to deliver the project more effectively & efficiently & to help them build their careers in the future.
•         Carries out technical assessments of existing infrastructure, data collection.
•         Works closely with Project Managers to identify potential project cost overruns, time delays or quality deficiencies & implementation of actions for rectification.
•         Addressing the security and privacy of all people of concern, the adequate location of sanitary/health/education facilities, communal services, & distribution areas.
 
ACHIEVEMENTS; We successfully Planned & executed Camp for Internally Displaced Persons of Tribal areas of Mohmand agency affected due to terrorism. We worked day & night to establish a camp on an emergency basis within 2 months to help in settling more than 12000 families. It was funded by UNHCR. I lead the team which constructed all the required camp infrastructure such as Shelter, WASH, recreational spaces, community centers, markets, health & education facilities, reception & registration points, help disks, NFI & food collection points, age & gender facilitation/sensitization, road, drainage system, solid waste collection points, Risk assessment & management.

Supervise the technical components of the WASH Programme (emergency & early response), WASH Mobile Response (Emergency Preparedness & Response-EPnR, WASH Core Pipeline), ensuring the implementation of the required activities for the successful completion of the activities of the different project.
•         Assess health risks, water and sanitation needs, available resources and the capacity of existing systems for camp settlements, displaced urban populations and damaged infrastructure.
•         Identify suitable water sources (surface and groundwater), confirm the quality and quantity of water available, negotiate access to water resources and obtain relevant government approvals.
•         Design & supervise the implementation for water systems for the given context, including source selection (groundwater, surface water), abstraction, storage, treatment & distribution for new systems &/or the rehabilitation of old water systems.
•         Design & supervise the implementation of sanitation system (to include excreta disposal, vector control, solid waste disposal, drainage) taking into full account the local conditions, resources, customs, & cultural norms.
•         Ensure and advocate/lobby that WASH program design is considering Health, gender, protection, Cluster Coordination & GBV mainstreaming.
•         Ensure that all the WASH projects meet their intended scope, time, quality & budget. Notify in a timely manner of any change request pertinent & take action to address any delay or workaround for timely completion of activities.
•         Design and implement sanitation systems for household, communal & hospital wastes, including drainage and vector control and in close coordination with health and education services.
•         Deliver training on water treatment and hygiene promotion to technical staff & community.
•         Secure water, hygiene, sanitation and infection control for health activities within the WASH cluster, providing implementation guidance.
•         Support the Programme Coordinator WASH in the financial management of projects to guarantee alignment with internal & donor requirements. Coordinate the activities of WASH Partners, together with other UN agencies, governmental and non-governmental counterparts, & local authorities to ensure delivery of WASH services to beneficiaries meet UNICEF standards of assistance.
•         Oversees Water & wastewater laboratory & carries out, when required, detailed laboratory analysis for physical, chemical & micro-bacteriological quality parameters, preparing mission reports on the status of the water quality & providing recommendations to the water treatment plant operators.
 
ACHIEVEMENTS; I was part of the team which constructed WASH facilities at IDPs Camp for the people Khyber Agency on an emergency basis. I was lead engineer for selection of WASH facilities, conducting feasibility investigations, leading design and cost estimation process, prepare work plans & deliver accordingly. Some 5000 families were facilitated. We took health & hygiene sessions/campaigns regularly at various communal levels to bring hygiene awareness among the IDPs. Hygiene kits were distributed. Gender sensitization were conducted. All of our activities were met with specified goals successfully & our team was highly appreciated by the government as well as donor agency i.e, UNICEF.
