I have managed and supervise as senior programe officer this education sector programe in 5 district of kp to maintain documentation and monitorin th Khyber Pakhtunkhwa Education Sector Programme (KESP) supports the Government of Khyber Pakhtunkhwa (GoKP) to deliver better quality education for more children across the province of Khyber Pakhtunkhwa (KP). In particular, it aims to improve learning outcomes for all children, especially girls and other marginalised children. DFID does this by providing sector budget support to the GoKP’s Elementary and Secondary Education Department (E&SED) to finance the provincial Education Sector Plan (ESP), and technical assistance (TA) to the GoKP to help implement their reform agenda. DFID also funds IMC, an international development company acting as Humqadam in Pakistan, to improve school infrastructure through both construction and rehabilitation.There has been good progress overall on governance reforms and institutional changes. The focus going forward should be on improving education outcomes. The E&SED should target improvement in net enrolment rates in primary and secondary school and in learning outcomes, reducing disparities between girls and boys. This will take time but the E&SED should review the interventions in the ESP until 2020 to make sure they are most effective for improving enrolment, retention and learning outcomes. The enrolment of girls is lower than expected, at 41% for primary and 15% for middle and secondary level. This demonstrates that the enrolment and transition of girls from primary to secondary level is still poor and should be a key priority for the E&SED. The interventions in place to improve educational outcomes for girls (the girls’ stipend programme, the construction and rehabilitation of classrooms and other facilities in girls’ schools through Humqadam, and the construction of GCS) need to be improved and expanded, and supplemented with new interventions to accelerate progress for girls.

Sehat Sahulat Program is a milestone towards social welfare reforms; ensuring that the identified under-privileged citizens across the country get access to their entitled medical health care in a swift and dignified manner without any financial obligations. The SSP program’s objective is to improve access of the poor population to good quality medical services, through a micro health insurance scheme.
The results and modelling need to be interpreted in the context of the SSP still being a very new scheme
with limited historical experience. Although the population enrolled in the Program is sizeable, the
incidence rates and therefore the numbers of claims are relatively small for the purposes of statistical
modelling. This is fairly typical in new schemes experiencing rapid expansion. Usually, and as per our
model, we expect both the frequency of claims per member and the average cost per claim to increase
over time. The current family risk premium is therefore unlikely to be sufficient to cover future expected
claims and would need to be increased for the period 2019 to 2021. Historical experience appears to
suggest a recent fall in average claim per family, but it is unlikely this would continue and is more likely
a result of recent rapid expansion.Our key recommendation is that the family premium is increased during Phase II2
, using our benchmark
premium estimates (the range mentioned above) and the discussion in this paper as a guideline. Given
the level of uncertainty associated with the current rapid expansion, we also strongly recommend:
1. Monitoring of incidence rates and other key variables (for example, family size) on a frequent
basis (monthly). Monitoring can provide early warning indicators for potential future deficits.
2. A full actuarial and statistical experience analysis and premium adequacy review be repeated
on a biennial basis, with interim experience analyses conducted as required.

This programme focuses on three agencies of FATA (North and South Waziristan and Khyber), aiming to provide sustainable livelihood opportunities leading to long-term economic growth of FATA, mobilizing communities, entrepreneurs and local authorities, to identify and invest in areas of high demand and potential to sustain return.

The project takes a three-track approach. It focuses on restarting livelihoods in the short term through public investment in FATA. For medium term growth, it will establish a Challenge Fund and Business Development Grants to provide investment capital for new and existing enterprises to establish themselves, break into new markets or scale up. In the long term, it will review and overhaul FATA’s business environment to create a framework for continued growth long into the future.
