1) Support in identifying infrastructure gaps and needs in the targeted communities through participating in the communities assessment and planning meetings with stakeholders and coordinating with relevant local authorities maintaining a transparent flow of information between targeted communities, local authorities, contractors and IOM management team to select suitable projects. 2) Participate in joint field visits with other relevant team members in targeted communities in order to assess the needs and gaps. In addition, conduct an analysis of existing structures and their capacities in order to further guide the selection of quick impact projects (QIPs). 3) Study the scope of civil works/minor upgrade works/Infrastructure/solarization works and support the programme officer in planning and implementation of these variety of infrastructure activities. 4) Draft the initial rehabilitation plan for the designated quick impact project (QIP) including intended work needed, BOQs, timeline, budgeting and recommendations for handover. 5) Monitor the implementation process of quick impact projects (QIPs) through conducting frequent individual or joint field inspection visits with other relevant team members/stakeholders. 6) Coordinate with the end user at field level and resolve any issues proactively which might arise due to contractors operation. 7) Manage projects\' data by completing FGDs, BoQs, correspondence, inspection reports and handover forms in CRLR database. 8) Direct supervision of daily workers contracted in their area of responsibility including technical feedback, basic quality assurance, attendance tracking and progress monitoring. 9) Support the programme officer in developing bi-weekly work plans and provide continuous updates regarding the status of projects per designated workload. 10) Support the programme officer in the identification of areas of technical growth to build a training plan. 11) Support the programme officer in setting up biweekly, monthly and quarterly work plans with clear objectives and delivery timelines. 12) When relevant, attend frequent planning meetings with the technical and operation teams. 13) Support other projects with technical engineering inputs including assessing the needs for hardware in EDF, assessing the equipment needed for cash for work activities and help identifying skilled/unskilled workers. 14) Undertaking duty travel as required. 15) Performing other duties as assigned.

 1.General construction

Plan and coordinate work activities with the Project Manager.
Take timely action to prevent potential delays and/or cost overruns that can be avoided.
Report and recommend remedial actions regarding potential delays and/or cost overruns to the Project Manager.
Provide supervision of project work progress and quality for on-time project delivery. 
Monitor contractor presence on the project site, including Bill of Quantities (BoQ) as per approved contract.
Provide data and information about project work to Project Manager for reporting purposes.
Provide monthly report to the Project Manager detailing all project matters including quality, health and safety, environmental and financial, as well as any issues relating to possible delays, cost overruns, variations and any other matter as agreed with the Project Manager 

2.Feasibility study/need assessment

Complete needs assessment, organize preliminary studies and monitor/supervising consultants.
Support the review of requests for new construction and rehabilitation works.
Carry out assessments and prepare reports with recommendations for follow up actions.
Assist the Project Manager in redacting the tender dossier, with particular focus to the technical documents (drawings, BoQ, technical specification and standards).

3.Design Management

Assist the Project Manager to outline design requirements (e.g. timeline) to procure design services, including concept, preliminary and final stages where applicable.
Assist the Senior Construction Management Engineer to manage the design plan ensuring deliverable are available on time, and to the required quality.
Prepare the BoQ for comment and approval by the Project Manager.
Assist the procurement team with technical assistance in preparation of tender documentation and bid analysis where required.

4. Construction supervision

As tasked by the Project Manager, supervise construction works and administer works execution as per the contractual provisions and the design specifications.
Ensure quantity/quality control and time schedule consistency.
Verify that works are consistent with the project technical specifications and inform promptly of eventual deviations.
Support the overall management of works implementation to ensure constructions works are completed on time, within budget and to quality standards.
Provide regular supervision of the project work progress and quality for on time delivery. 
Assist the Project Manager in the preparation of project/contracts related documentations such as periodic progress reports, site monitoring reports, stake holder meeting minutes, engineer’s instructions and variation orders, contractor’s bills review reports, certifications, client hand-over documents and contracts close-out reports.
Ensure Environmental and Social Management standards are adopted by the contractors.
Oversee surveying works, engineering control of the works etc.

 5.Knowledge management 

Assist in providing training and technology transfer to national personnel and contractor’s personnel and advice on good construction practices, good environmental management practices, and appropriate health and safety standards during construction.
Contribute to the dissemination and sharing of best practices and lessons learned for development planning and knowledge building.

The objective of my job is to assist the Program Manager strategically with ensuring quality and timely implementation of infrastructure projects.

Assist the Program Manager in achieving overall goals and objectives set for infrastructure components in Pakistan.
Monitor and supervise missions to larger infrastructure projects being implemented in the program area.
Review and approve larger projects being implemented in the Program area.
Providing technical support to program coordinators for effective implementation of the program.
Coordinate and follow up with program coordinators for achievement of physical and financial targets.
Coordinate with consultants, government and other stakeholders to increase the effectiveness of the interventions.
Verify and compile data being received from program coordinators on monthly/quarterly basis.

Provide clear technical solutions for the CPI & WASH related civil works
Where requested, contribute technical inputs to supported projects like DWSS, Latrines Construction, Hand pumps, Sanitation at Community and Institutional level
Support PM in designing affordable and preferred CPIs and Designing as per feasibility.
Cooperate and coordinate closely with PM and affected community for planning activities at field level
Advice and provide technical support to affected communities wherever needed and support PM in their technical training where requested
Work in a team with Social Mobilizers and provide them with technical expertise at field level where necessary especially for Community Physical Infrastructure and WASH approach
Support Engineers of Partner Org & beneficiaries at field level in distribution of Water Supply and Sanitation materials whenever necessary.
Support PM and CPI with coordination and communication with POs executing WASH related activities, to ensure proper and timely implementation.

to design and improve the technical engineering implementation aspects of the Organization’s WASH program in Balochistan managing areas of water and sanitation technology including designing, quantifying, specifying of boreholes, preparing contractual documents and managing them, managing geophysical studies, submersible and hand pump installation and repairs, submersible and hand pump repair and maintenance training, designing and constructing water distribution systems, pump testing, water quality testing, hand dug well construction, and/or latrine construction.
Responsible in coordinating and leading any emergency relief situations involving WASH efforts, creating and drafting technical designs, and submitting regular reports on the work being completed.
Key Responsibilities
To Assess needs for WASH interventions (Water, Sanitation and Hygiene facilities) at community level including Public schools and Health facilities.
· Ensure the project satisfies the needs of the beneficiaries and provide oversight of water source construction and sanitation projects to ensure quality;

• Develop and maintain good relationships and lines of communication with relevant local authorities and communities, prior to intervention explaining Organization’s role as an NGO and liaising with them during all phases of the project.
