Building Resilience by Strengthening the Community through DRM with MA
<div><p>Balochistan is a southwestern province of Pakistan and the geographical area of Balochistan is around 347,190 square kilometers. The province consists of a plateau mostly comprised of hilly terrain. Balochistan has an annual rainfall of less than 250 mm on average and is thus a dry/arid region. Hence reliance on rainfall by Balochistan farmers for growing crops is low, which intensifies their search for a more reliable water source to secure irrigation to ensure high crop yields.</p>
<p>Balochistan is characterized by a diversified climate which ranges from semi- to hyper-arid. Balochistan is exposed to a number of natural hazards, including droughts, earthquakes, floods, flash floods and dike or dam failures, landslides, and cyclones. In the past, these hazards have resulted in some major disasters, such as the Ziarat earthquake of 1998 and the floods of 2010.</p>
<p>Historically, Balochistan has faced the highest disaster risk from tsunami droughts, earthquakes, and floods. Drought is an insidious hazard of nature that originates from a deficiency of precipitation over an extended period of time, usually a season or more, which results in a water shortage for some activity, group, or environmental sectors. The main reason for droughts in Balochistan is the lack of rainfall. Over the last decade, the Nushki, Chaghi, Killah Abdullah, Killa Saifullah, Kharan, Washuk, Panjgure, Pishin, Kech, Gawadar, and Awaran districts have suffered severe drought.</p>
<p>People across the province are vulnerable to increasing and interconnected impacts of climate change such as receding groundwater resources, energy, and food supplies. Due to low rainfall and limited freshwater resources, the drought situation in Balochistan is rapidly developing into one of the worst disasters in Pakistan. Countrywide, more than 7% population is exposed to hazard. The last drought spell affected more than 2 million people in Sindh and Balochistan with water and food shortage whereas the floods and moon soon rain particularly the flash floods which have caused almost 1.5 to 2 million damages.</p></div>
<div><p>Disaster Risk Financing (DRF) helps to increase the financial resilience of the national and subnational governments, businesses, households, farmers, including the most vulnerable against natural hazards by implementing sustainable and cost-effective financial protection policies and operations. An efficient Disaster Risk Financing (DRF) approach ultimately leads to fiscal resilience. Fiscal resilience is the ability to plan ahead to better manage the cost of disasters, ensure predictable and timely access to much-needed resources, and ultimately mitigate long-term fiscal impacts.</p>
<p>Disaster risk financing complements disaster risk reduction. DRF reduces the cost of resource mobilization in the long run and can be either aimed at disaster response or swift recovery. Therefore, it reduces the likelihood of augmenting losses due to delayed recovery as a consequence of unavailable financing options.</p></div>
Pakistan Hydro-Meteorological and Climate Services Project

<li>Formation, training and equipping District Search and Rescue Teams (SARTs) and Basic to Medium level training to develop their capacity in accordance with the INSARAG Guidelinesü Provision of emergency response equipment at UC level (basic to medium level equipment for dewatering and mitigate the risk of waterborne diseases)</li>
<li>Trainings of communities and other stakeholder on flood resistant construction practices at local level</li>
<li>Training of DDMA and other government line departments on DRM (pre, during and after actions)</li>

<li>Improvement of culverts at waterway/ crossings to remove bottle necks.</li>
<li>Repair/maintenance/provision of Raised Platforms/Emergency Evacuation Centers</li>
<li>Repair/maintenance/construction of Emergency Storage Facilities at union council level</li>
<li>Strengthening of retention/detention basins to contain the flooding water/reduce flooding spread.</li>
<li>Strengthening/Provision of Earthen Flood bunds (earthen structures)</li>
<li>Designing/construction of flood resistant model houses (raised small houses/structures).</li>
<li>Rehabilitation of community centers (washrooms, roofs, and other structural improvements)</li>

Replacement of existing C-BAND analogue ordinary Radar with PMD
<div><p><span lang="EN-GB">Replacement of existing C-BAND analogue ordinary Radar with S-BAND Doppler pulse compression solid state Radar at Dera Ismail Khan-Khyber Pakhtunkhwa (KP).</span></p>
<p><span lang="EN-GB">Radar observations of rain in the whole area of Pakistan have been carried out by the Pakistan Meteorological Department (PMD) by utilizing existing seven meteorological radars located in Islamabad, Karachi, Dera Ismail Khan and Rahimyar Khan established under Japan Grand Aid, and Lahore, Mangla and Sialkot established under an ADB Loan package. The efficiency of all these installed radar is towards decay day-by-day. </span></p>
<p><span lang="EN-GB">Existing Weather Radar at Dera Ismail Khan was installed with the grant assistance of Government of Japan in 1996. Due to long use of this Radar and switching over of technology from analogue system to Doppler technology, it is no more in use of the department. Therefore, there is a need to replace the existing one with new state-of-the-art technology owned weather radar, thus enabling the department to monitor and issue early warning of potential flood well ahead of time. It is proposed that existing radar building will be utilized with slight modification / renovation while rest of the entire radar equipment will be replaced. As such the department requested the administration of National Disaster Risk Management Fund (NDRMF) for assistance to the department to accomplish the task for providing support for enhancing resilience and to support in identifying and prioritizing interventions capacity in the field of flood forecasting and early warning on flood events. To mitigate the human losses from flooding in and around D. I. Khan, NDRMF has showed willingness to replace the old weather radar with the new state-of-the-art one. </span></p>
<p><span lang="EN-GB">The main objective is to strengthen the Pakistan Meteorological Department for delivery of reliable and timely hydro meteorological services, including EWS, to user departments and communities. In addition the following objectives would also be achieved through this project:</span></p>
<p><span lang="EN-GB"> </span><span lang="EN-GB">Capacity building to improve the weather forecasting.</span></p>
<p><span lang="EN-GB"> </span><span lang="EN-GB">Capacity building to improve riverine flood and flash flood forecasting.</span></p>
<p><span lang="EN-GB"> </span><span lang="EN-GB">Institutional strengthening.</span></p>
<p><span lang="EN-GB"> </span><span lang="EN-GB">Increased satisfaction of departments and end-users.</span></p>
<p><span lang="EN-GB"> </span><span lang="EN-GB">Analysed and processed weather forecasts and information will lead to the results which can, in turn, be utilized for water and energy sectors, agriculture, aviation, maritime, general public, etc.</span></p>
<p><span lang="EN-GB"> The objectives of the project are short-term as well as medium and long term.</span></p>
<p><strong><span lang="EN-GB">The short-term objectives are</span></strong><span lang="EN-GB">;</span></p>
<p><span lang="EN-GB">i. Based on the expected weather, information to the relevant government functionaries’, in advance, to undertake various measures to protect the lives of the concerned community.</span></p>
<p><span lang="EN-GB">ii. Promotion of safe operation of civil aviation, marine transport & land transports.</span></p>
<p><span lang="EN-GB">iii. Minimizing damages and protection of people's life and property from natural disasters (heavy rain, flood, etc.)</span></p>
<p><strong><span lang="EN-GB">The medium and long-term objectives are</span></strong></p>
<p><span lang="EN-GB"> To contribute to the development of socio-economic activities including activities of any sector in Pakistan through the provision of the improved meteorological information and for preservation of the environment to contribute to upgrade the living standards of the people of Pakistan. The project will provide better weather forecasting facilities, for a sufficient period in advance. PMD has not such facilities to issue medium and long-range weather forecast at yet. All the weather forecasting facilities relates with short range forecasting. This project is a part of the overall measures being adopted by the Government of Pakistan to make further improvement of the following activities:</span></p>
<p><span lang="EN-GB">i. Upgrading weather forecasting in the country.</span></p>
<p><span lang="EN-GB">ii. Minimizing damages due to natural disasters & protection of people's life and property.</span></p>
<p><span lang="EN-GB">iii. Promotion of safe operation of civil aviation, marine transport & land transports.</span></p>
<p><span lang="EN-GB">iv. Provision of meteorological information to the general public & the governmental organizations.</span></p>

<div><p>As a Assistant Manager- Economic & Financial Analyst , I am responsible for appraising US$ 65 million in projects for Disaster Risk Reduction. The areas of interventions include i) Flood Protection Works, ii) Water Conservation Structures, iii) Early Warning Systems, iv) Rescue Services, v) Community Based Disaster Risk Management and vi) Multi Hazard Risk Assessments.</p>
<p>For Covid-19 Response and Preparedness (Post March 2020), I am responsible for economic and financial appraisal of : i) Assistance for COVID-19 Response and Preparedness (NDRMF/AFD) US$ 20 Million, ii) Emergency Assistance for Fighting Against COVID-19 Pandemic” (NDRMF/ADB) US$ 105 million, and iii) Pakistan National Emergency and Response Plan for COVID-19” (NDRMF) US$ 50 million.</p></div>
