AAN Associates intends to hire a ‘Research and Evaluation Specialist’, for an international evaluation in Africa. The Specialist shall initially be hired for one year, likely to be made permanent based on performance. The Specialist is to work independently and manage a team of international and national experts including a local evaluation partner (consulting organization). The Specialist shall work closely and report to the Principal Consultant.
The research and evaluation specialist shall be responsible to:
- Plan and undertake a comprehensive ‘Evaluability Assessment’ for a UN implemented programme in an African country, and produce an ‘Evaluability Assessment Report’
- Use the evaluability assessment to develop an ‘Impact Evaluation Design (including tools)’ and produce a ‘Draft/Final Inception Report’
- Lead a multi-disciplinary team of international and local consultants, and local consulting partner for field data collection, consolidation, analysis, and produce a ‘Draft Impact Evaluation Report’
- Lead the delivery of other contract deliverables (presentation and executive brief) as per client’s standards and guidelines
- Plan, delegate, and monitor tasks assigned to local consulting partner and team of consultants
- Oversee the contract management including funds management to ensure compliance to AAN’s internal operations and delivery standards
- Contribute to knowledge documentation by leading/facilitating internal reflection sessions and revision of AAN’s SOPs/systems to help improve delivery of future assignments
- Contribute to in-house training and staff development and perform other duties as assigned
- Provide technical advice and support to other team members involved in parallel research and evaluation assignments, and occasionally contribute to project/bid development work
