Job Description


  • Responsible for all software development proposal, RFI and Sources Sought Projects.
  • Read and interpret solicitations to identify critical items required for compliant responses and highlight evaluation criteria for management.
  • Develop proposal outlines, compliance matrices and proposal schedules to meet proposal milestones.
  • Manage and coordinate preparation and submittal of all proposal volumes.
  • Create and/or provide proposal sections, graphics, draft cover letters, and boilerplate materials for submission.
  • Draft clear and compliant proposal sections; translate technical solutions into persuasive content -Review, edit and synthesize drafts to ensure one voice.
  • Edit content for consistency, clarity, grammar and ensure customer requirements are addressed clearly and fully.
  • Format resumes project descriptions, past performance writeups, and other material for proposal development
  • Manage proposal kick-off meetings and data calls
  • Work with management to develop win themes and strategies. Manage proposal color team reviews to ensure key messages are coming through throughout the proposal.
  • Review proposals to ensure proposal sections comply with RFP requirements including format and style criteria
  • Manage multiple proposals at the same time, prioritizing to meet strict deadlines
  • Manage and organize proposal library, past performance writeups and any other proposal resources
  • Report on various proposal win/loss rates and other data as needed
  • Create documents, presentations, and spreadsheets as needed in response to solicitations


  • Minimum Bachelor’s degree in Computer Sciences or relevant field.
  • Minimum 1-2 years of progressive proposal management experience in an IT service/solution environment and bidding portals
  • Solid understanding of all Backend, Frontend, and Database related technology stacks is required.
  • Strong facilitation, technical writing, editing, communication skills.
  • Highly organized with strong attention to detail, including grammar, punctuation, and syntax.
  • Documented track record managing and preparing winning proposals of various sizes and managing multiple projects simultaneously.
  • Outstanding communication and interpersonal skills. -Up-to-date on the latest trends and technologies in software development
