a)      Analyze the current draft policy and identify the distortions and imbalances in the draft report

b)      Review the existing draft policies of Livestock Department in light of the current context of Pakistan and international standards of livestock development.

c)      Identify and analyze policy gaps in the field of livestock production.

d)      Hold consultative meetings with relevant stakeholders

e)      Develop comprehensive priority policies in the area of Livestock. Priority policies would include a general policy on livestock that would be consisted of sub-policies on poultry, breeding, dairy, etc.

f)       Organize and conduct in close collaboration with livestock department a series of stakeholders’ workshop for validation, approval, and finalization of the livestock policies developed.

g)      Present his findings to the major stakeholders/ Government authorities in Provincial/national workshop.

h)      Carry out other tasks necessary for the policy formulation as requested by the livestock department and ABM.

i)        The consultant will prepare short term, long term and master action plan /business plan on the basis of  KP Livestock Policy

j)        Prepare a guideline for the legal framework required

k)      Draw policy recommendations in the following areas:

·            Animal Health and control of animal diseases

·            Disease surveillance and prevention

·            Disease treatment

·            Handling and diseases outbreak control

·            Vaccine production and monitoring

·            Feed and fodder production and monitoring

·            Extension services and communication

·            Breed improvement and conservation of local genetic resources

·            Animal movement

·            Research and development

·            Livestock marketing

·            Meat processing

·            Milk Production, processing and marketing

·            Government and private farm management

·            Animal welfare

·            Environmental protection and climatic change

·            Rangeland management and pastoralism

·            Local and foreign investment in livestock sector

·            Livestock Insurance

l)        Prepare final draft of KP Livestock and Dairy Development Department Policy and will present to Policy makers or Cabinet in the final workshop for approval.

m)    Provide orientation to relevant staff of the Department on the policy and strategy formulation process.
