Responsibilities

Coordinate staff and associate recruitment and onboarding processes for ASO and clients in order to ensure the timely recruitment of quality staff

  • Manage recruitment planning, assessing anticipated staffing needs in collaboration with Programme Managers
  • Enhance our ability to swiftly identify candidates both for existing projects and business development opportunities by maintaining a recruitment database, identifying suitable recruitment portals and establishing local networks.
  • Manage end-to-end recruitment processes, including identification of needs, compilation of ToRs, advertising and head-hunting, review of candidates, interviews, selection and appointment, ensuring full documentation to meet client needs
  • Conducting interviews for national and international staff and consultants in-person and by phone, and chairing or participating in selection committees where appropriate
  • Develop and oversee onboarding processes to ensure staff receive appropriate documentation, induction and briefings on taking up their appointment

 

Ensure ASO has appropriate and up-to-date HR policies and procedures and oversee their implementation

  • Ensure all HR policies are up to date, in line with client needs, compliant with relevant legislation and regulation, implemented and communicated effectively to staff
  • Advise senior management on all HR matters
  • Monitor staff salaries and benefits, advise on annual increments and bonuses and conduct periodic benchmarking exercises to ensure staff salary bands and remuneration packages remain appropriate and competitive
  • Act as the focal person for staff to discuss HR issues and any concerns relating to ASO staff
  • Oversee HR record keeping, ensuring that all personnel files are legally compliant and up to date
  • Oversee HR and personnel management expenses, including preparing payroll for submission to the Finance department, filing EOBI returns, and overseeing and authorising claims against staff insurance policies

 

Support the continual development of ASO human resources by ensuring the availability of appropriate learning and development opportunities and instituting effective performance management systems

·         Lead the implementation of ASO’s performance management system, including ensuring that all staff receive regular performance appraisals and have individual development plans

  • Support managers to identify appropriate opportunities to develop staff skills, through training and other opportunities, and facilitate/organise training where appropriate
  • Support the development of a corporate Learning & Development budget and monitor its execution
