This position is the head of the EU-funded Programme for Improved Nutrition in Sindh (PINS), nutrition specific project also known as ER2, covering 10 districts of Sindh as per the Accelerated Action Plan for Malnutrition and Stunting in Sindh. In line with this, this position will lead a consortium of three co-applicants (RSPN, PPHI and Concern Worldwide) and a range of other partners. This position will provide strategic and operational leadership to implement the programs in letter and spirit.  It will require close liaison with the relevant Government of Sindh counterparts. In addition, this position will support oversight of other programming in Sindh, including nutrition sensitive programming under the PINS remit. This position will combine leadership, representation, team management and project oversight.

OBJECTIVES

Objective 1

To lead the PINS ER2 programme and partnerships

Tasks & responsibilities

·         Organise and host regular meetings with partners;

·         Conduct regular participatory reviews of comprehensive, Detailed Implementation Plans, efficient budget utilization, procurement and supply plans  through using standardized tools of Action Against Hunger.

·         Identify and mitigate potential risks in consultation with the Senior Management Team of Action Against Hunger;

·         Organise capacity building of stakeholders and conduct follow ups as required;

·         Prepare presentations and reports related to the programme;

·         Facilitate donor and partners visits;

·         Encourage cross partnership relations;

·         Ensure smooth implementation of the PINS programme, through effectively identifying, mitigating and solving challenges;

·         Regularly update the country office on progress and bottlenecks in a timely manner;

·         Lead project related events including research dissemination and development of strategy in close coordination with country team.;

·         Ensure cohesiveness to government mandate and update country office regarding any potential shift in government policies and procedures.

·         Ensure that complementarity is established with ER 1 and ER 3 partners, through coordination and integration.

·         Represent the project at national and international events.

Objective 2

To manage provincial operations of Action Against Hunger

Tasks & responsibilities

·         Oversee development of all project tools and completion of relevant trainings;

·         Closely supervise import and supply chain of supplies;

·         Ensure proper project cycle management follow up and implementation of project activities in line with the different work plans (and under the technical guidance of the Technical Coordinators/ advisors);

·         Facilitate engagement with country office team including requests for visits as required;

·         Responsibility for provincial-level decisions regarding the Security and Safety of all ACF premises and staff in the assigned location and lead the provincial Incident Management Team, ensuring implementation of the IMT Flowchart (information sharing, IRs development, ad hoc security measures etc):

o    Closely coordinate with Crisis Management Team for any developments on the security situation.

o    Brief all staff on security and context changes as needed.

·         Ensure that ACF Logistics, HR and Finance policies, procedures and donor regulations applicable to field activities are executed in close collaboration with the country office;

·         Responsible for stress management and conflict mitigation within the teams;

·         Support and lead Provincial Quarterly review meetings to review progress and issues and challenges at field;

·         Ensure field operations consider humanitarian principles and other charters, principles and mandates of ACF;

·         Compliance with national laws, regulations and best practices.

Objective 3

To engage in proactive liaison and representation of Action Against Hunger across the province

Tasks & responsibilities

·         Lead representation of the project and Action Against Hunger at province and district level;

·         Map and proactively engage stakeholders to ensure smooth implementation;

·         Support policy influence initiatives related to the programme and mission;

·         Identify, establish and nurture external relations to support the programme and mission;

·         Proactively collaborate with national authorities, partner agencies and security focal points;

·         Ensures that a vibrant information system exists and accessible by stakeholders to get information about PINS.

·         Prepare briefings and presentations for relevant meetings;

·         Support networking of colleagues;

·         Facilitate donor and stakeholder visits;

·         Prepare and share timely notes of engagement conducted and planned.

Objective 4

To support organisational development of strategies, systems and personnel

Tasks & responsibilities

·         Lead and motivate the team in the assigned location;

·         Promote relevant, needs-based, integrated humanitarian/recovery programming in line with country strategy;

·         Ensure good level of coordination and integration of new program assessments and project evaluations in the province;

·         Examine possibilities for programme expansion at both geographical and sectoral dimensions;

·         Support and guide the PMs in the development of potential partnerships/alliances;

·         Data collection and research, analysis of socioeconomic, humanitarian and security issues in the province to support in the definition of new proposals/concept notes;

·         Lead capacity building of personnel through a range of initiatives including trainings, mentoring and teamwork.

Objective 5 (Gender)

To ensure inclusion across programming and within/by the team

Tasks & responsibilities

·          Support mission level qualification for gender marker;

·          Encourage inclusion within recruitment, training and promotion;

·          Ensure inclusion within programme planning, implementation and reporting;

·          Identify and mentor gender focal points in coordination with HR.

POSITION REQUIREMENTS

Mandatory

·              Qualification: Masters or higher qualification in the discipline of human nutrition, public health, public policy and governance or related social sciences disciplines.

·         Good written and verbal communication in English;

·         Experience in management of large teams;

·         Project/portfolio management experience;

·         Management and identification of partnerships;

·         Strong networking skills;

·         Excellent interpersonal skills

·         Good resource and time management skills

·         Supervisory and managerial skills with proven ability to manage a demanding workload

·         Computer literate, knowledge of MS Word and Excel required

·         Willingness to travel frequently

Preference

·         Experience in nutrition specific programming;

·         Previous experience working in Sindh
