Purpose of the role:

This position will provide strategic and operational leadership to the EU-funded Programme for Improved Nutrition in Sindh (PINS)-Nutrition Specific Component, covering 8 districts of Sindh. They will directly manage the support functions, and work closely with the Deputy Chief of Party, who will take on technical leadership of the programme. S/he will facilitate good relations between the PINS ER2 staff, other programmes in Sindh and the capital office

Hyderabad based (wth 50% time spent in Karachi)

Individual accountabilities

1.        Develop close liaison with senior officials of government departments (such as DoH, AAP Task Force, LHW programme, etc.) and other programmes related to nutrition at the provincial level, while ensuring cohesiveness with government policies and regulations.

2.        Ensuring representation of Action Against Hunger and coordinating with all external stakeholders in Sindh

3.        Maintain strong relations with ER 1 and 3 teams for oversight and integration of nutrition specific, nutrition sensitive and policy components of PINS programme.

4.        Operational facilitation of the implementation of ER2 at field level including trouble shooting and adapting global best practices for implementation in the field

5.        Model and support protection mainstreaming, aiming to meet minimum Do No Harm and Inclusive service delivery Sphere Standards 2018 in the field

6.        Model and identify opportunities for application of Action Against Hunger’s in-country and global gender strategies

7.        Ensuring synergy between Technical and Support services under PINS ER2

8.        Ensuring Action Against Hunger processes are respected in regard to project implementation and all support activities related to PINS ER2

9.        Ensuring the implementation of recommendations from Action Against Hunger’s SMT , and recommendations from internal audits, experts’ field visits and so on

10.     Ensure that all programs and departments have adequate planning for their activities and that they match the priorities defined

11.     Ensure proper project cycle management, quality and accountability through various tools such as DIP, work plans, MEAL plan, trainings, etc. and coordination with partners at the provincial and district level.

12.     Organize project meetings (both regular and ad-hoc) to share relevant issues, discuss challenges faced and lead in the formulation of solutions

13.     Coordinate with other ACF programmes in Sindh

14.     Monitoring the social climate and working environment at field level, and reporting to the country office identified social issue cases

15.     Promoting accountability, transparency and commitment to the ACF Charter while preventing fraud and abuses of power, and informing the Country Director when cases are identified

16.     Updating the coordination team on program implementation

17.     Proactively referring to the coordination team for any matter that could jeopardize the programs, the funding or the security of staff and premises

18.     Ensuring field teams proactively express relevant demands for support to the coordination team in order to maximize protection led and gender informed operational efficiency and impact

19.     Generally speaking, being a facilitator between the ER2 team and the capital

20.     Piloting the follow-up on technical and support departments’ recommendations

21.     Monitoring the security environment (networking, collecting and analysis of information etc.)

22.     Ensuring M&E and research is completed effectively for ER2, and that reports are shared, and acted upon

23.     Maintaining an effective network, with local input, on contextual and security matters, collection  and analysis of information to establish the risk and context analysis

24:  Briefing the SMT on local context and security related to the PINS

     25@   Ensuring the application of security procedures when alerted

26.        Managing any security incidents at base level and reporting them to the Country Director

      27  Actively participating in access negotiations, including                       securing stay and delivery objectives with stakeholders when              necessary
