Position Objective

The position will lead the identification and implementation of MHPSS interventions in line with the technical strategy by ensuring technical coherence of the interventions; will ensure appropriate skills and capacity for quality program implementation at Field level;

The position will also support the strengthening of nutrition and health department in performing its functions on day to day basis. The staff member will visit stakeholders in health and MHPSS and Protection  sectors, meet donors, seek funding opportunities and represent Action Against Hunger at various forums.  This position will also support country and provincial level planning with regards to project interventions as well as supporting the supervision of the intervention to assure quality delivery of programme and services supported.

Mission 1: Contribute in defining mission strategy

The Health Manager is responsible for:

  • Develop and ensure alignment with Mental health psychosocial support and protection (MHPSS-P) strategy for the mission.
  • Identify strategic thematic areas for interventions and maintain coherence related to mental health, psychosocial support and protection (MHPSS&P) integrated interventions and social behavior change communication aligned with mission strategy.
  • Lead implementation and quality of mission strategic objectives.
  • Contribute / support in development of mission communication, research and advocacy strategy.
  • Support in context analysis for strategy development
  • Consultation with stakeholders (Government departments, UN agencies, district administration)
  • Setting objectives, outcomes, activities and expected results for MHPSS&P strategy
  • Representing the mission to outside bodies on mental health matters and develop a network for the exchange of information and good practice

Mission 2: Provide technical programme quality oversight on MHPSS-P interventions

The Health Manager is responsible for:

  • Support in development of innovative ideas, concept notes and technical proposals for grants / funding related to mental health, nutrition and health programing and preparation of initial draft of budget in collaboration with finance team.
  • contribution to the MHPSS-P program integration with Nutrition, Health, FSL, WASH and other cross cutting issues with the aim of ensuring integrated and holistic approaches.
  • support and validate the implementation guide for relevant programs implemented in the field including assessment, surveys, implementation etc.
  • Provision of technical validation in monthly internal APRs, quarterly reports and external reporting to Government department and donor agencies.
  • Technical validation of field APRs, donor reports , government reports and other adhoc report
  • Regular update of smart sheet (KPIs and relevant sheets)
  • Participation in Project Review meetings (weekly / monthly coordination meetings)
  • provision of technical support to Project managers/Technical coordinator in program implementation (operations and quality implementation).
  • Regular coordination with HQ Mental Health and Psychosocial Support and Protection Technical Advisors for technical matters and new development of programs. provision of  technical support to Logistic, Finance and HR for development of (PPP, Program BOQ’s, technical JD and hiring process) for new projects development and implementation.
  • Technical positions recruitment process (written test, interviews) and JDs validation
  • Trainings of mission and project staff on MHPSS-P topics

Mission 3: Provide technical support for strengthening ACF’s Health and Nutrition projects:

  • Support in development of innovative ideas, concept notes and technical proposals for grants / funding related to nutrition and health programing
  • Support HoD Health and Nutrition in implementing the project and provide technical assistance to the project team as required
  • Participation in Project Review meetings (weekly / monthly coordination meetings)
  • Trainings of mission and project staff on health and nutrition topics
  • Representing the mission at relevant forums of nutrition and health and develop a network for the exchange of information and good practices
  • Contribution to the program integration with MHPSS&P, FSL, WASH and other cross cutting issues with the aim of ensuring integrated and holistic approaches.
  • support the implementation of relevant programs activities in the field including assessment, surveys, implementation etc.

Mission 4: Proactively support ACFs commitments to gender equality and child protection sensitivity

  • Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies 
  • Implement all work related activities with a gender, inclusion and child protection lens
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

Skills and resources needed to perform the function

  •   Able to analyze and summarize complex technical  and contextual information
  •   Fluent in English, reading writing and speaking and/or local language of the program implementation area
  •   Proposal writing, Budgeting
  •   Excellent computer skills
  •   Excellent coordination and interpersonal skills
  •   Team management skills
  •   Ability to handle stress and pressure

Education and Experience

  •   MsPH/MBBS/BSc Psychology/other relevant qualification
  •   5 years’ experience of working in development sector in Health projects
  •   Candidates with experience of working in MHPSS&P projects will be preferred.
