BACKGROUND:

  • Action Against Hunger (ACF) is an international humanitarian organization committed to ending world hunger.
  • ACF Pakistan mission started its operational activities in Pakistan after the devastating earthquake in 2005.
  • Since than the mission has reached more than 2 million people and assisted them with different Food and nutrition programmes, disaster resilience, preparedness, prevention and rehabilitation, WASH interventions, Climate smart agriculture and psychosocial support.
  • Recognized as a leader in the fight against undernutrition, Action Against Hunger also endeavours to a quality work environment to its employees.
  • , ACF Pakistan seeks to obtain the services of a consultant who can review and update the existing HR manual which is in line Head Quarter guide lines and local employment laws.

OBJECTIVE:

  • The main objective of this assignment is to revise and update current ACF HR policies, practices and regulations after reviewing ACF’s current HR manual, HQ guidelines and local employment laws, identifying gaps and updating respective manual accordingly along with developing user-friendly HR forms and templates to meet the needs of the organization.

TERMS OF REFERENCE (ToRs)

  • The Successful consultant will be required to undertake the following tasks:
  • Discuss with ACF senior management on the needs and concerns to revise the existing HR policies and practices, in line with the vision of ACF Pakistan’s French head quarter and local employment laws.
  • To review ACF France convention of benefits and internal regulations in order to identify clauses relevant to ACF Pakistan that can be part of HR manual.
  • To assess the national employment laws and standards and their relation with ACF Pakistan’s HR policies and procedures.
  • To review the current ACF Pakistan’s HR policies, forms and templates and draft the revised manual accordingly after doing the gap analysis in current and required policies, regulations and procedures.
  • To keep a good tracking of all the proposed changes in order to facilitate the handover to the HR team and the training of the team managers
  •  Share the revised version of the manual with the ACF Pakistan’s senior management team and HQ and do analysis of the inputs and requirements from them.
  • Address the concerns/inputs and requirements shared by SMT and HQ and finalize the HR manual.
  • Share the final draft of the manual with legal team for legal vetting.
  • To train and coach HR team on making new manual and its forms and templates fully functional and operational.

Timeframe:

This assignment will require a maximum of 90 man days. The assignment will tentatively start on November 01, 2021 and must ends on Dec 31st, 2021. A cushion of 15 days is kept in the deliverable indicative deadline to address unforeseeable circumstances.

Working relationship and contractual arrangements:

  • The consultant will be working under the overall supervision of Head of HR and Country Director ACF Pakistan
  • HQ HR technical advisor will provide additional guidance on the assignment where needed.
  •  ACF Pakistan is responsible for contractual arrangements.
  • The consultant will be under the obligation of maintaining confidentiality. Information, data, database, knowledge resources in the forms of briefings, reports, proceedings, etc issued by and for ACF will be ACF’s property and require permission for use and disclosure.

Qualification and Requirements:

For the consultancy Firm/Institute:

  • Institutional operation experience of consultancy services in the field of HR for at least ten (10) years.
  • Understanding of the local employment laws and its application.
  •   Human Resource capacity of consultancy firm with available/potential staff for the assignment.
  • The proposed human resource must also include a staff with strong communication/reporting and editing/proof-reading skills.
  • Staff/Human Resource for the assignment:
  • The proposed staff must have requisite academic qualifications, preferably a Master’s degree in Human Resource Management, Employment Law, Business Administration, Psychology or related fields.
  •  Minimum 10 years of experience working in the field of HR.
  • Experience or exposure to humanitarian sector and local employment laws is a must.
  •  Strong analytical skills, including legal analysis
