Position Objective

The Humanitarian Access & Security Officer – Sindh will develop and oversee the implementation of humanitarian access with all relevant stakeholders and security management plans in compliance with ACF’s strategy and in line with humanitarian principles, humanitarian needs, Duty of Care and Gender Equality principles.  The position will provide expert advice to all ACF entities based in Sindh. The incumbent will report to Provincial Head Sindh and will work closely with Head of HA and Sec, and other key stakeholders to design, develop and implement high quality training and capacity strengthening programs to all ACF Sindh staff.

Mission 1: Develop and oversee the implementation of Humanitarian Access  and Security in compliance with ACF’s Strategy

The HA & Sec Officer is responsible to:

  • Serve as humanitarian access and security focal point for ACF in Sindh and contribute to the enhancement of ACF’s image, reputation and acceptance within local communities and amongst stakeholders by providing guidance and advice inclusive of visibility strategies
  • Contribute in developing and implementing guidelines for humanitarian access and engagement with provincial and local authorities articulating standard ACF policy and guidance.
  • Maintain record of NOC, MoUs updated all the times for timely submission to provincial and/or district authorities & LEAs in consultation with HOD HAS. .
  • Conduct periodic security risk assessment and analysis (including spot checks) of the areas of operations, devise mitigation measures to develop and update local security plan and ensure implementation to enable effective security and safety management.
  • Support development/revision of security management, hibernation and evacuation plans, systems, SOPs and data consolidation and dissemination of relevant security information to staff as per analysis of the security situation
  • Undertake site assessment and regular visits of ACF physical properties and assets, report on findings and advise necessary improvements.
  • Ensure mechanism of security check and clearance of all vehicles, transport contracts, travel requests, day-to-day field movements tracking and compliance to ACF security protocols.
  • Orientation and capacity building of all ACF staff including drivers and security guards on ACF security policies and procedures and give security briefing to all local/international visitors visiting Sindh.
  • Ensure regular assessment of security situation and communicate accurate, up-to-date information in appropriate local language(s) to all staff based in Sindh through sms, whatsapp or email.
  • Report and Manage security incidents and crisis.
  • Prepare monthly security reports with analysis and report all ACF incidents (SIRO).
  • Technically supervise security focal points of all ACF Bases/Projects in sindh and manage performance of security team.
  • Conduct access analysis as and when required.

Mission 2: Liaison, Internal and External Coordination:

The HA & Sec Officer is responsible to:

  • Liaise with external stakeholders, including provincial government PDMA, LEAs, security focal points of I/NGOs and UN in coordination and support of PH-S for understanding security situation and facilitate access for ACF staff and implementation of ACF programmes.
  • Coordinate with ACF staff at Provincial office and Country office to ensure that relevant humanitarian access and security SOPs are being implemented
  • Coordinate with partners and other stakeholders to ensure that staff working under projects lead by ACF are following humanitarian and security principles
  • Represent ACF at various forums related to the department.

Mission 3: Ensure compliance with ACFs gender equality, child protection sensitivity and Safeguarding policies

The HA & Sec Officer is responsible to:

  • Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies 
  • Implement all work related activities with a gender, inclusion and child protection lens
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.
