Job Description

Objective 1

To give support in order to manage safety & security of ACF staff at country and projects levels

Tasks & responsibilities

Support the security coordinator in order to collect and analyze security related information of all the ACF operational areas

Follow-up on updating information and on SIRO entries process;

Plan and implement security assessments for each location of ACF operations and in new areas of planed interventions;

Support Security Coordinator , Operations Coordinator and  field teams and field security focal person in risk analysis for each area of ACF current and future operations;

Support for the development of  mission security plans and their implementation at all levels

Support Field team and security team in design and implementation of security strategy at base level;

External coordination with other security and access actors and establishing strong; network

Contribute to the design of programs and ACF strategy to make sure safety and security is included in it;

Objective 2

To support in field level operations and liaison

Tasks & responsibilities

To maintain strong coordination and working relationhip with all concerned departments in order to get support and worked realted to  NOC, MOU, LOUs etc.

Submission of reports and other related documents to the concrend department and offices on time with the support of project/field staff staff

Strong follow up in order to get the updates and documents related to NoC, MoU, LoU

Submit extension requests in time if required.

Keep record, soft and hard, of all submissions and acknowledgements.

Undertake regular field visits including, at the request of program staff to establish relationship at district and union council level and to participate in meetings as and when required.

Support in Oversee disciplinary matters as per Action Against Hunger Pakistan HR protocols;

Manage conflict resolution and motivation exercises with the project team in a proactive manner;

Encourage compliance with the Charter and the fight against fraud, corruption and abuse of power; alert the Operations Coordinator in the event of fraud, corruption or abuse of power.

Objective 3

Awareness & training

Tasks & responsibilities

Support in build awareness of ACF teams on context and security situation in Pakistan

Brief every new ACF employee ( security rules & procedures);

Brief every new international staff including visitors (context; security rules & procedures);

Regular awareness sessions for ACF employee (situation updates, security rules and procedures);

Organize specific simulation exercise / trainings for categories of employees as needed;

Objective 4

To keep record and report on time basis

Tasks & responsibilities

Keep up to date list of contact persons in concerned departments.

Keep up to date list of ACF staff.

Submit monthly security updates reports on regular basis.

Maintain record of NOCs, MOUs, LOU updated at all times.

Work with security focal persons at district level on incident reporting.

INTERNAL & EXTERNAL RELATIONSHIP

Internal

Under the guidance of –  Security Coordinator and Operations Coordinator

In coordination with –  Project staff 

With supervision of – Security Focal Points at district level 

External

District Administration, Security Agencies, Partner Organizations, Security forum, PHF, security staff of partner organizations

REPORTING RESPONSIBILITIES

  • Monthly security updates of all project sites
  • Weekly/ Monthly Sit Reps
  • Security forum meetings reporting
  • Other reports on need basis

 Master's Degree Minimum 04 years of overall experience and 02 years in relevant field in development sector

OR

Bachelor's degree with minimum 06 years overall experience with 04 years in relevant field in development sector

SKILLS & EXPERIENCE

ESSENTIAL

Experience in   safety & security preferably with NGOs, INGOs.

Practical field experience in staff safety & security management in a humanitarian agency.

Willingness to travel extensively

Excellent computer skills

Excellent coordination and interpersonal skills

Ability to handle stress and pressure

PREFERRED

Ability to work in a mainstreamed manner and analyze/capitalize institutionalized information.

Good diplomatic and negotiation skills.

Mindful and respectful towards local cultural specificities.
