Logistics / Security Officer

Purpose of the role

• This position is to perform the duty of the of the log and security officer in the base of Battagram, the position is responsible to supervise and support all logistic & Security personnel working for ACTION AGAINST HUNGER within the base.

Individual accountabilities

• Responsible for facilities (Battagram) in good condition.
• Be responsible Mails (Hard documents) managed properly between projects and capital office.
• To make sure stationary and kitchen items are available for office use.
• Develop weekly Fleet Movement Plan,
• Consolidate and prepare incident listing report and sharing with Senior Security Manager.
• Maintain record of NOC, MoUs updated all the times for timely submission to district authorities & LEAs.
• Reporting all ACF incidents (SIRO) & monitor daily and weekly security incidents in the operating area in order to identify areas of increased risk to ACTION AGAINST HUNGER teams or current security trends.
• Timely and responsive identification, rent, and necessary rehabilitation of ACF premises/facilities as well as their closure depending on program needs.
• Liaise with authorities, other stakeholders in the region.
• Serve as the primary focal person for managing all security guards.
• Security clearance of all travel requests, monitor day-to-day field movements and ensure the compliance of security protocols.
• Undertake regular site assessments of ACF physical properties and project areas, report on findings and advise necessary improvements
• Ensure the timely delivery of material purchased (monitor the lead time for each delivery)
• Ensure the frame work agreement for all regular supplies
• Devise / Suggest the procedures for smooth on time procurement
• Ensure that Supply Plans updated on regular basis
• Liaise with Logistics Associate in capital office in preparation and submission of Purchase Dossiers requiring coordo support.
• Ensure that all procurement carried out by following Kit Log / Donors / PPP validated procedure. 
• Procurement dashboard at LINK properly filled and utilized for monitoring of all procurements
• Ensure that all procurement done by following good business practices (ethics) and the value for money principles
• Project equipment list will be sent to IT Officer every month for Master Equipment list update.
• Be accountable at all times for all items in the office and compound that are under his/her responsibility.
• Respect Action Against Hunger physical inventory management requirements (organisation, cleaning, ventilation, protection from external elements, etc.).

• To ensure the smooth logistical running of the base under the supervision of the Logistics Coordinator / Sr. Program Manager.

• To ensure the facilities are up to Action Against Hunger standards, Office, Ware house, Guest House, Parking Lot.

• In close collaboration with the Logistics Coordinator ensure the organization, implementation, of Kit-Log in the development of additional procedures if required; ensuring adherence to applicable donor procedures.

• To ensure that all the electricity work in properly with support of back-up generator.

 Vendor

• To identify the supplier for the proper base running that’s includes, Plumber, electrician and carpenter and other related to the office maintenance.

• Contract Management of all the lease facility.

• File all user’s manuals, equipment cards, and maintenance and repair records.

 Security-Co & LogCo.

• PL Validation as per assigned thresholds and further treatment in LINK.

• Serve as security focal point for ACF in Battagram.

• Provide support to project teams on procurement issues

• Support Senior Security Manager (Islamabad) for data consolidation and dissemination of relevant security information to staff as per analysis of the security situation.

• Orientate all new staff on ACF security policies and procedures and give security briefing to all international visitors visiting Battagram.

• Conduct market surveys to enhance the market knowledge & ensure updating of supplier data base.

• Conducting periodic security risk assessment of the district, devise mitigation measures and update local security plan

• All log report of the base as per ACF standards
• Monthly security report and incident reporting (SIRO)
• Any special / situational report (occasionally)
• Ensure that all ACF policies (conflict of interest, child protection etc.) followed while conducting procurement.    
•  Ensure the availability of all Logistics documentation / record for audit purpose
