Qualification

  • Bachelor's Degree in relevant field and/or social sciences/Project management  
  • Minimum 3 years of relevant experience with International NGO or related work in monitoring and evaluation in development sector
  • Good knowledge of technical principles and concepts in MEAL in emergencies.
  • Knowledge of program design requirements and regulations of major donors
  • Knowledge of latest technological tools that have the potential to be applied in MEAL.
  • Experience of data collection for PDMs, baseline, end-line, KAP/knowledge retention.
  • Experience of managing and tracking KPIs’ data-sets.
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Good oral and written communication skills in English language, and regional language(s) is mandatory.
  • Advance use of MS Office complete suit.

Position Objective

  • Regular field monitoring visits (70%).
  • Support in developing and amending the needed tools for MEAL (Observations, PDMs, Baseline/Endline, Studies, surveys…etc.)
  • Support partners to effectively complete tool for measuring quality benchmarks.
  • Support MEAL & IM Officer in partners’ training on monitoring tools and quality benchmarks.
  • Support in improvement of effective system for complaints handling and response mechanisms at the projects level for partners.
  • Support in maintaining effective information sharing mechanisms as per information sharing protocol
  • Be the primary focal point for data management, developing and maintaining information databases in addition to the conducted Monitoring and Evaluation tools.
  • Support and analysis weekly data, monitoring trends and highlighting concerns.
  • Support in coordination, analysis and draft findings for the project technical surveys as well as multi sector assessments, generic surveys and evaluations as needed.
  • In collaboration with MEAL & IM officer, provide monthly analysis and reporting against the needed regular requirements with appropriate set of recommendations to the project/program management as a part of the Learning process.
  • Support the sector team(s) in donor reporting with accurate figures

Mission 1: Data Collection Support:

The MEAL & IM Associate is responsible for:

  • Support in reviewing incoming data for completeness and consistency and advise the project team on the tools for improving data logging, entry and processing.
  • Support in managing the program curated database (monitor quality of information to be shared according to the information sharing protocol)
  • Support in implement ACF MEAL Framework and MEAL Plan,
  • Help the project team and partners to build their capacity in efficient data collection and management processes.
  • Support and ensure that each of the projects within thematic area is covered by a quality MEAL plan.
  • Support in developing and amending the needed tools for MEAL (Observations, PDMs, Baseline/ Endline, Studies, surveys…etc.)
  • Support partners to effectively complete tool for measuring quality benchmarks.
  • Support consistent and systematic integration of MEAL issues into the project (identification of gaps in the implementation and facilitating identification of solutions to enhance quality implementation
  • Support Field Coordinator and MEAL & IM officer in partners’ training on remote monitoring tools and quality benchmarks.

Mission 2: Data Analysis

  • The MEAL & IM Associate is responsible for:
  • Support in the collection, support for analysis and dissemination of information relevant to the project activities such as Baseline, end-line, knowledge retention, Pre/Post KAP, evaluation, cost-benefit analysis.
  • Support in organizing, design and carry out the evaluation and analysis of datasets related to the project,
  • Assist & Participate in the development, implementation and management of new indicators’ data instrument/tools.
  • Routinely assist in review of datasets, project  document, MEAL Plans, IM & reporting plans and ensure the quality of high-value data for accuracy, consistency and comparability;
  • To ensure data quality standards during data cleaning and analysis of each project’s database.

Mission 3: Visualization/ Reporting

The MEAL & IM Associate is responsible for:

  • Coordinate with Field Coordinator and MEAL & IM Officer to support in reviewing weekly/monthly data submissions from partner team, including MEAL plans per partner as well as project achievement tools.
  • Provide monthly analysis and reporting against the needed regular requirements with appropriate set of recommendations to the project/program management as a part of the Learning process.
  • Support in developing analysis and top line reports for to be communicated with internal and external stakeholders.
  • Support the sector team(s) reporting with accurate figures 

Mission 4: Evaluation and Assessment

The MEAL & IM Associate is responsible for:

  • Support MEAL & IM officer, in conducting baseline, end-line, and PDM surveys for ACF.
  • In coordination with MEAL unit support partners in situation analysis (study methodology, tools and approaches) and need assessment for the new project/program development.
  • In coordination with MEAL unit support for conducting mid-term as well as final project evaluations as per the requirement. 

Mission 5: Partnerships

The MEAL & IM Associate is responsible for:

  • Support and contribute to the improvement of effective system for complaints handling and response mechanisms.
  • Support training on beneficiary accountability and feedback mechanism
  • Support and contribute to improvements in partner’s accountability system and procedure.

Mission 6: Learning

The MEAL & IM Associate is responsible for:

  • Assist ongoing learning activities e.g. consolidated routine learnings/findings. After Lesson support in Learnt Review workshops, prepare lessons learnt and best practices report.
  • Support generating quality learning through evaluations’ reports, monitoring report, researches, partner’s visits, accountability system and document learnings.
  • Assist in promoting learning culture throughout sharing and utilization of learning during project.
  • Support in collection of relevant data, information documents (reports, project plans and proposals, M&E plans, data and information) information and ensure proper and systematic storage and filing.

Mission 7: Ensure compliance with ACFs gender equality, child protection sensitivity and safeguarding policies

The MEAL & IM Associate is responsible for:

  • Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies  
  • Implement all work related activities with a gender, inclusion and child protection lens
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

  • Strong data collection and research skills and ability to interpret and analyze data.
  • Strong communication skill (Verbal & Writing).
  • Excellent report writing skills.
  • Good relationship management skills with ability to work collaboratively as part of a multidisciplinary and multicultural teams.

  • Proficient in MS Office packages (Excel, Word & Access) Web Conferencing Applications, knowledge-sharing networks Strong Data base management skills
