General Objectives:

  • To support the Implementation and  mainstreaming of PQA functions and systems at provincial level, specifically but not limited to Accountability, Monitoring & Evaluation (M & E) and Learning.
  • To contribute to the process of strengthening PQA department through PQA deliverables as well as support in planning for future growth at provincial level.

·         Activities and outputs should be in line with HAP, Sphere guidelines, ACF and donor policies.

Specific Objectives:

Objective 1

Strengthening of PQA department

Tasks & responsibilities

·         Support PQA Manager in strengthening and further enhancing PQA functions within specified working area

·         Assist  PQA Manager in implementation of PQA functions

·         To share the learning and best practices from field to improve program quality and accountability mechanisms and work with PQA Manager to integrate possible approaches into the program.

Objective 2

Capacity Building program and/or support staff in program quality and accountability mechanisms and approaches

Tasks & responsibilities

  • With the guidance of PQA Manager, before any PQA related Capacity Building intervention review and improve the existing training modules in order to make it more up to date and action oriented.

·         Deliver training and organize other capacity building activities for program staff on M & E and selected cross-cutting themes at provincial level

·         Deliver training and organize other capacity building activities on Accountability mechanisms for program and program support staff at field level

·         Together with Communication section build capacity of program staff on capturing human interest stories, case studies and lessons learned.

·         Continuous sharing of Quality & Accountability best practices, initiatives with program staff at field level

Objective 3

Contribute to PQA institutionalization and follow-up in the mission

Tasks & responsibilities

·         To closely work with program team to assist them in conducting assessments/surveillance and be part of the exercise at field level, also undertake beneficiaries cross verification (inclusion & Exclusion Errors)

·         To undertake KAP, PDMs and PHMs data cross verification exercise and provide recommendation for improvement

·         To pay regular field monitoring visits to program site to access the progress towards achieving objectives, ensure program compliance and effective implementation according to work plans and provide recommendations for improvement.

·         Support program teams in implementation of  accountability system (FCM) at field level, also manage complaints hotline and manage an electronic complaints registration database with program teams

·         To support internal evaluations/research under the guidance of PQA Manager if and when required and assist in organizing workshops to present evaluation results if and when required.

·         Provide necessary support to external evaluators during their field work

·         Support PQA Manager in organizing  learning, knowledge sharing and capitalization workshops.  

·         Support PQA manager in M & E and program implementation

·         Support PQA Manager in recruitment of staff where applicable

Objective 4

Representation in relevant forums and working groups

Tasks & responsibilities

·    Represent ACF internally and externally at district/provincial level (whenever required) in absence of PQA Manager or as directed.
