OVERVIEW OF POSITION

Action Against Hunger is a globally renowned organization in taking innovative approaches to reduction of hunger and malnutrition.  As an organization focused on ending world hunger, Action Against Hunger is primarily focused in Pakistan on ending nutrition insecurity both by addressing immediate and underlying causes. Action Against Hunger believes that sustainability of our actions, relies on close engagement and collaboration with the Government of Pakistan. Action Against Hunger considers Government of Pakistan as an ultimate stakeholder when it comes to dealing with reduction of hunger and malnutrition in all its form. In this regards, Action Against Hunger considers it necessary that the key stakeholders have profound understanding of the framework in which we are working, be able to provide workable solutions to the government in an advisory role, advise on improvements to the frameworks/policies from a technical perspective and support review of implementation of policies by the Government.

 

Action Against Hunger seeks employment services of a Programme Development Officer to work in Programme Development department that is a multi-functional unit leading proposal development, donor reporting, communication and visibility and internal coordination across Pakistan Mission. The position will report directly to Senior Program Development and Partnerships Coordinator who in turn reports to the Country Director.

 

Programme Development Officer will support Senior Programme Development and Partnership Coordinator in resource mobilization strategy and policies development. PD Officer will identify potential funding opportunities with donors, research for the new concepts and technologies and develop new proposals and concept notes for Pakistan Mission. PD Officer will be responsible for coordinating with partners and stakeholders on new proposals and getting feedback and support from the Programme and Finance departments, as appropriate. S/He will be responsible for recording, documenting and filing all project internal and external documents and ensure timely and quality reporting to donors.

 

PD Officer should possess Nutrition specific or Nutrition Sensitive programming knowledge, and will contribute for providing innovative solutions for new programming. This is an Islamabad based position and will require minimum travel throughout Pakistan.

 

OBJECTIVES

Objective 1

To support fundraising identification and organization, and support in development of proposals and concept notes in line with the Action Against Hunger Pakistan Mission and international strategies as well as donor requirements

Tasks & responsibilities

·         To support the senior program development manager in drafting the resource mobilization strategy and policies, and revise and update them as and when required;

·         Carry-out periodic donors mapping, identify potential funding opportunities with donors, and update the grants tracker on regular basis;

·         Preparation of opportunities analysis for the new opportunities;

·         Development of concept paper and project proposal against the guidelines provided by the prospective donor and getting the feedback and support from the Programme, Finance and Management as relevant.

·         As advised by the line manager, coordinate with HQs (as relevant) to ensure that project proposals are submitted on timely basis and fulfill all requirements.

·         Liaison, coordinate and correspond with institutional donors, trusts and foundations and maintain good working relations.

·         Ensure updating of concept notes, proposal and report in database and system.

Objective 2

To undertake new researches for identification of new approaches, and technologies available worldwide, and prepare the research analysis, briefs, and papers to be used for the Pakistan Mission

Tasks & responsibilities

·         Undertake research using appropriate tools with the aim of providing information

and analysis for understanding the subject (nutrition specific and sensitive FSL/WASH and DRR) development issue in Pakistan;

·         Provide information on what research is already available in the subject and where the programing can be drafted including in cross cutting areas involving economic and social development

·         Assist in conceptualization and preparation of the research analysis, delivery of written reports, paper and briefs and its contribution towards new researches concept notes development

·         Ensure support of PD team to partners and other team members in collating information and preparing analytical reports in line with the Donor’s requirements.

Objective 3

To support program teams in finalization of donor and HQ reports

Tasks & responsibilities

·         Support PD team in finalization of internal and external (donor required) progress reports which includes but not limited to APRs, CRFU, Quarterly Reports, and donor reports;

·         Provide editorial support to project teams for review of reports and documents and ensure the quality and presentation of reports shared externally;

·         Organize periodic training session with project team on effective report writing;

·         Travel to the field sites as needed to support program reporting

Objective 4

To support internal coordination within the Action Against Hunger Pakistan mission

Tasks & responsibilities

·         Facilitate maintenance of an opportunities and grants tracker, and ensure regular and timely sharing of formats and requirements with the relevant departments;

·         Facilitate in regular update of reporting calendar and maintaining follow-up with team for timely finalization of reports.

·         Support grant opening, review, and closing meetings, including attendance at meetings;

·         Arrange and minute regular internal coordination meetings such as WCM, MCM, QCM, KOM etc.

·         Comply with all internal policies processes and procedures including financial management systems.

·         Maintain and regularly update the program development data archive both in soft and hard form which includes proposals, contracts and reports.

Objective 5 (Gender)

To ensure inclusion across departmental work and within/by the team

·          Support mission level qualification for gender marker;

·          Encourage inclusion within recruitment, training and promotion;

·          Ensure inclusion within departmental planning, implementation and reporting.

POSITION REQUIREMENTS

Mandatory

Qualification:

Master and/or Bachelor’s degree in social sciences, public health, climate change, agriculture sciences or a related field.

 

SKILLS & EXPERIENCE:

·         Master’s degree in relevant field with minimum 04 years of overall experience in development sector OR Bachelor's degree in relevant field with minimum 06 years of overall experience in development sector

·         Able to analyze and summarize complex technical and contextual information

·         Past experience in writing proposals and concept note

·         Excellent drafting and writing skills, able to represent Action Against Hunger

·         Experience in management of research

·         Good communication skills, fluent in English (professional English, reading, writing and speaking needed).

·         Basic understanding of Nutrition specific and/or Nutrition Sensitive (EFSL/WASH/DRR) issues and programing in Pakistan

·         Proficient in MS PowerPoint, MS Excel, MS Word, Outlook, and creative applications

·         Willing to travel to the field on occasion
