Project Objectives

Coordinate and ensure smooth implementation of ECHO-HIP project: “Afghan Refugee Response Project” interventions while adhering to ACF logistics, HR, Finance and Security procedures.

Mission 1: Ensure effective project and partner management:

  • Develop effective working relations with implementing partner/s, stakeholders, line departments and community leaders.
  • Support in development and regularly update project scope documents, detail implementation plan etc.
  • Project Funds Management: Oversee budget utilization and keep informed all concerned including donors of the funding status/funds utilization. Prepare budget revisions if necessary in coordination with the Implementing Partner and inform internal departments and donor in a timely manner.
  • Oversee administration of project budget in coordination with Finance Officer and Field Coordinator, including control and monitoring of project related expenditures. Cash flow management, and preparation of interim and final reports/ PPPs etc.
  • Oversee timely and quality procurements (items, consultancy, and services): in coordination with the Field Coordinator and Logistic department. Ensure timely payments to all vendors. Maintain liaison with PD department for smooth coordination with partner.
  • Reporting: Ensure the preparation of weekly, monthly, annual and end of project reports as required by ACF, Government, donors and other key stakeholders in coordination with MEAL Manager. Work to ensure that all reports are accurate, comprehensive, well documented and timely submitted to ensure the credibility of the project.
  • Project Monitoring: Ensure continual and adequate monitoring of the project's progress, in coordination with MEAL & IM department, to ensure that the project systems are working to achieve specific objectives and results. Maintain ACF accountability standards.
  • Project Archiving: Ensure that all of the project data is timely and efficiently archived during and at the end of the project period as per ACF SOPs.
  • Networking with external stakeholders and potential partners, advocate and represent ACF in local meetings with partners and technical forums.

Mission 2: Provide technical and operational oversight for implementation of N&H, WASH and MHPSS interventions in project areas:

  • Ensuring timely and smooth implementation of project activities in areas of intervention
  • Possess good understanding and skills in management of Health & Nutrition, WASH and MHPSS interventions.
  • Technically support the project capacity building activities for implementing partners and stakeholders in collaboration with HOD N&H and MHPSS Manager.
  • Ensure implementation of Health and Nutrition interventions, maintain close working relation with partners and provide technical support in implementation of Health and Nutrition interventions. Coordinate with Government run Nutrition Program. Maintain database for reporting purposes.
  • Ensure compliance of gender referral pathways and oversee implementation of MHPSS interventions
  • Provide technical support and ensure implementation of WASH activities, feasibility assessment, and rehabilitation of targeted healthcare facilities.

Mission 3: Ensure compliance with ACFs gender equality, child protection sensitivity and Safeguarding policies This position is responsible for:

  • Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies  
  • Implement all work related activities with a gender, inclusion and child protection lens
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability

Specific skills needed to perform the function

  • Master's degree in health, public health, and or in any relevant field with minimum 05 years of overall experience with 03 years in relevant field in development sector

          OR

  • Bachelor's degree in relevant field with minimum 8 years overall experience with 03 years in relevant field in development sector
  • Strong project management skills
  • Substantial experience in H&N, WASH, MHPSS and managing partners
  • Excellent coordination and interpersonal skills
  • Able to analyze and summarize complex technical  and contextual information
  • Fluent in English, reading writing and speaking. Fluency in local language of the program implementation area will be preferred
  • Excellent computer skills
  • Team management skills
  • Ability to handle stress and pressure
  • Ability to meet tight deadlines and generate timely and accurate reports
