Objective 1

ACF Pakistan Safety and Security Management

Tasks & responsibilities

·       Conduct threat and risk assessment for all ACF offices and operations.

·       Train Security Focal Points (SFPs) and senior staff – with a focus on Crisis Management (kidnapping) planning, downsizing non-essential staff, relocation and evacuation.

·       Ensure the implementation of security Management plan country wide.

·       In coordination with logistics department, security focal points, and external consultants, develop a one-year security training plan. Train SFPs to conduct orientation and trainings to respective field office staff. 

·       Assess security situation on day to day basis and formalize line of action in consultation with the LogCo.

·       Active participation in Security & Liaison working group & Extended Senior Management Team (eSMT) and weekly coordination meetings.

·       Ensure MoSS (minimum operating safety standards) of all staff based at Islamabad & fields.

·       Study and propose new and improved prevention methods /system assure security for the team and project locations; make recommendations for changes to security policy, procedures, if and when required

·       Developing of Acceptance approach / gain access and strengthen the community networking / acceptance relationship mechanism with the relevant stack holders in ACF operational context that includes; dealing with communicating with political and religious organizations /parties, civil authorities, community elders, local clerics / Imams / religious scholars, Military institutions, health /medical institutions District authorities

·       If required, provide advises, technical support to the Country Director, Program Managers, Head of Offices etc in-terms of any untoward situation or changes in the operational context.

·       Monitoring of the security as well as of the security incidents and cross-checking of information and to analyse related to security incidents.

·       Establishment of STFs (Security Task Force) at the field and make sure to organize regular meeting by them. 

·       In coordination with HQ and security Advisors, regularly review and update all security systems and protocols

Objective 2

Establish a standard system of protection in all ACF Facilities and vehicles

Tasks & responsibilities

·       Ensure all staff movement will be done as per security and safety evaluation and validation. Needs to validate Travel Request Form prior to any journey.

·       Ensure all ACF facilities are secure; make recommendations for changes / upgrading when necessary also to ensure corrective approaches are adhered in available or forecasted budget.

·       Ensure safety and security of ACF facilities and all contracted guesthouses located in Islamabad & Fields.

·       Ensure all property has adequate first aid kits, fire extinguishers etc and provide training on same.

·       Contribute technical expertise in vehicle tendering process (rented vehicles) to ensure safety compliances are respected during selection.

·      Ensure all vehicles carry standard safety equipment’s including first aid kits, and provide regular training to drivers.

Objective 3

External Security coordination; Representation and Information

Tasks & responsibilities

·       Act as ACF Pakistan’s security focal point and represent ACF at security meetings and with local governments and authorities

·       Disseminate security information to all staff in timely manner; facilitate Security Management Team meetings

·       Provide security briefing to all new staff

·       Assist LogCo, as required, in developing and implementing strategies to continue work in times of critical and heightened security

·       Liaise with Federal level (MoI, Economic Affairs Division, Ministry of Health, NDMA, PTA, Military authorities, local and government authorities and participate in meetings and assemblies initiated by local government, NGOs, other stakeholders and communities

·       Participate in regional/local strategical security dialogue and information sharing.

Objective 4

Logistics Freight / Cargo control

Tasks & responsibilities

·       Responsible for clearing of all imported cargos/shipments, dealing with customs department, Prepare and submit all customs documents coming from the head quarter for relevant procedure through Govt authorities (Ministry of Health, EAD, Ministry of Foreign Affairs, DRA etc.) and proceed with the procedure for importation and custom duty exemption and cargo clearance.

·       Provide logistical support to all field bases by regular communication and field visits.

·       Share information on the assessments and proposed interventions, providing overviews to LogCo of logistics requirements

·       Ensure that local market surveys are regularly carried out, to ensure a full knowledge of the availability and price of local items. Ensure supplier qualification procedures are adhered to ACF standard

·       Locate and negotiate contracting for storage /warehousing that is secure, well-maintained, and meets health and safe working practice requirements.

·      Ensure the most cost effective, reliable and tracking of international and national transportation of freight by land, sea and air, and that it is in line with budgets and needs.

Objective 5

Logistics Support compliances with safety

Tasks & responsibilities

·       Ensure the management of generator & vehicle fleet is in line with ACF standards; ensure appropriate allocation and safe use of generators & vehicles throughout the mission and ensure servicing and maintenance schedules are adhered to. 

·       Ensure that fuel stations are selected on the basis of quality and assessment on the bases of commission charging on top of OGRA rate. Ensure fuel stations will provide fuel to ACF on priority bases.

·       Evaluate new facilities as per security and safety aspect require by ACF for its official capacities.

·       Participate in the establishment of new one’s bases and closing of existing ones if required.

·      Implement and update logistics aspects of security plan to ensure resources and facilities are ready at all times for either hibernation or evacuation.

Objective 6

Reporting & Audit

 

·         Review, develop and implement (as applicable) systems to improve transparency. Ensure adequate anti-fraud procedures are in place to detect and ultimately prevent loss or fraud.

·         Maintain accurate filing systems, with documented and supported records of logistics transactions for audit purposes, and submit logistics reports to LogCo.

Objective 7

Capacity Building & HR accountabilities

Tasks & responsibilities

·         Manage staff with integrity and foresight, and in accordance with HR procedures and policies to ensure that they maintain the highest standards of accountability and professionalism. This includes recruitment, appraisal, objective setting, performance review, producing development plans, determination of training needs, establishing and monitoring work plans, etc.

·         Conduct regular visits to all field offices for security assessment, orientation and training.
