Responsibilities:

ACTED has been present in Pakistan since 1995, with active presence in Khyber Pakhtunkhwa Province, in the Federally Administered Tribal Areas, Sindh and Punjab provinces. ACTED Pakistan has been responding to emergencies caused by conflicts and natural disasters, notably focusing on food security and livelihood opportunities, while supporting their recovery and investing the development sectors. ACTED is contributing in global campaign of Girls' Education Challenge (GEC) by implementing DFID’s funded project “Leave No Girl Behind (LNGB)” in areas of Sind and FATA.

The global campaign Girls' Education Challenge (GEC) is helping the world’s poorest girls improve their lives through education and supporting better ways of getting girls in school and ensuring they receive a quality of education to transform their future.

M&E

1.      Under MEL Framework of LNGB implement first phase of M&E sets of activities while making optimal utility of ACTED filed and main office M&E system

2.      Working with LNGB AME team to monitor and collect evidences as per LFA.

3.      Ensure high grade standards of M&E and verification including utilising learnings and recommendations. Ensuring project activities and project approach meet minimum safeguarding and inclusion standards through strong process monitoring and management of the Beneficiary Complaint Response Mechanism (CRM).

4.      Enrich the implementation of process monitoring, evaluation, and verification systems by collecting output and outcome LFA level data including beneficiary accountability mechanisms at field areas.

5.      Ensuring that the MEL guidelines and tools are up-to-date and effectively used at field areas as per standards of MEL framework.

Providing technical oversight and support to all M&E staff (consortium wide) in line with assessed areas of improvement.

Data Quality Checking

1.      Assisting with gathering and interpreting programme data relevant for Value for Money analysis.

2.      Planning and coordinating data quality assurance, including frequent survey auditing and data consistency checks.

3.      Leading the analysis and triangulation of qualitative and quantitative monitoring data.

Coordination, follow up and verification of remote monitoring data received from external consultant and partners.

Learnings Dissemination

1.      Ensuring all monitoring, evaluation and research activities are conducted in line with ACTED’s child protection and ethical principles and minimum safeguarding standards.

2.      Leading the completion of baseline survey, supporting quality implementation of the sampling methodology and data collection.

3.      Coordinating with partners and consultants to manage the processing of baseline data collection and cleaning.

4.      Ensuring development and dissemination of process evaluation findings to partners, key stakeholders and communities and their utilization in learning activities.

5.      Ensuring that AME findings are reflected and their recommendations are incorporated in implementation plans.

Organizing and facilitating learning events in order to capture best practices and lessons learnt as required.

AME Implementation and Management

1.      Overseeing the implementation of appropriate data collection and analysis instruments, methodologies (e.g. survey questionnaires, focus group discussions, key-informant interviews) and data/information dissemination/utilization plans.

2.      Supporting project implementation and improvement by providing timely information around project successes to be scaled up as well as challenges.

3.      Implementing and monitoring the beneficiary Complaints and Response Mechanism (CRM) for the project.

4.      Providing regular and timely updates on progress and challenges to LNGB AME department.

Participating in AME-related meetings and workshops when required and sharing best practices and learnings.

Key Performance Indicators

The Field Monitoring Expert is expected:

  1. To demonstrate a good understanding of the INGO’s programs and policies especially for education programs;
  2. To have at least 3-4 years ‘experience in project implementation and quality assurance of deliverables preferably for education projects;
  3. To have proven ability to prepare clear, concise reports with graphics; extraordinary attention to detail;
  4. To have demonstrated knowledge about gender and development, and demonstrated proficiency in M&E programs that mainstream gender;
  5. To possess excellent writing and communication skills;
  6. To have demonstrated experience in developing and implementing comprehensive M&E systems, especially for grant-funded education projects.
