Main objective:

To establish Alliance2015 as a key development partner, specifically but not limited to the  EU-funded interventions in Pakistan.

Expected Outcome(s):

A comprehensive donor engagement strategy targeting (but not limited to) the EU in Pakistan is designed, organized, and executed, positioning the Alliance2015 to access EU-funding via the Multi-Annual Indicative Programme for Pakistan and raising the profile of the Consortium among other key development donors, government authorities and relevant stakeholders.

Location: Islamabad, Pakistan, possibility of Travel to provincial capitals.

Target:

  • 1 comprehensive donor engagement (specifically but not limited to EU) engagement strategy developed/operationalized;
  • 4 concept notes/proposals developed and submitted to donors including EU.
  • 10 targeted communications materials produced (e.g. factsheets, press releases, digital media, etc.);
  • 2 public events (e.g., digital workshops, roundtables, etc.) designed, organized, and facilitated.
  • Engagement with stakeholders and drafting of Joint Alliance2015 capacity statements on three to four selected sectors/themes.
  • Plan and execute situation/need & Gap analyses exercise.

Alliance2015:

Founded in 2000 to foster and nurture collaborations for greater scale and impact towards the Millennium Development Goals, Alliance2015 is a strategic and operational network of eight European-based international NGOs, working towards the broader vision of Agenda 2030 and a world free from poverty, hunger, injustice, and inequality.  Globally, Alliance2015 brings over 20 years of experience as a consortium to its operations in 85 countries, delivering multi-sectoral aid and development programming to more than 50 million beneficiaries.

In Pakistan, Alliance2015 is represented by ACTED, Cesvi, Concern Worldwide, Helvetas, and Welthungerhilfe.  With operational presence in every province of Pakistan, Alliance2015 has established itself as a key humanitarian consortium in the country, providing critical life-saving support to communities affected by crises for over a decade.  In Pakistan, the Consortium enjoys a wide range of shared technical and sectoral expertise and complementarities that can be leveraged for the delivery of holistic, timely, and closely coordinated humanitarian interventions.  Beyond life-saving interventions, constituent members also have extensive experience in the development sector which can be leveraged in supporting longer-term initiatives that bridge the divide between humanitarian and development programming, and directly contribute to the realization of Agenda 2030 SDGs in Pakistan. 

EU Engagement Strategy:

Every seven years the EU develops and publishes country-based Multi-Annual Indicative Programmes (MIP), which outline the EU’s developmental priorities for a specific country as well as the resource allocations associated with these actions.  In Pakistan, the current MIP remains under review.

New to the currently deliberated MIP is the introduction of the EU’s Neighbourhood, Development, and International Cooperation Instrument (NDICI), which serves to streamline the various EU funding instruments under a single cohesive mechanism and within which the developmental priorities/funding outlined in the MIP will be framed.    

Alliance2015 is recognized as a leading actor in the field of humanitarian response in Pakistan.  However, despite the extensive experience of its constituent members, Alliance2015 has not yet established itself as a strategic development partner among key donors and stakeholders. 

As such, the Alliance2015 seeks to hire an experienced individual to coordinate the development and implementation of a comprehensive engagement strategy to raise the profile of the Consortium among representatives of the EU as well as other key stakeholders (and/or donors) who play roles in the determination of developmental priorities and funding allocations in Pakistan.  In doing so, the strategy developed should leverage the extensive and complementary capacities of constituent member organizations in both the development and humanitarian sectors, and take advantage of the parallel roll outs of the EU MIP and the Alliance2015’s Global Strategic Compass to identify strategic entry-points and position the Consortium as uniquely capable of delivering on the EU’s developmental priorities in Pakistan.

Scope of work:

Responsible to:  The individual recruited for this initiative will be responsible to, on an equal basis, the Country Directors of all five Alliance2015 organizations in Pakistan. 

Internal relations: Where appropriate, the individual will engage with all relevant departments of member organizations, including technical, communications, project development, etc. teams.

External relations:  Where needed, the individual will also participate in joint coordination with Alliance2015 Hub, either independently or alongside member CDs.  In addition, he/she will engage with key stakeholders both within and beyond the EU, to include local authorities, relevant technical experts, private sector, etc. in the development of engagement strategy, organization of public outreach events, or any other associated activity as deemed appropriate.  Finally, as per need, the individual will work with contracted consultants, who will provide various technical support for specific tasks where such capacities are not internal to any member organization.

Key tasks:

  • Conduct desk review of all relevant strategic documentation, including EU MIP (Pakistan), EU-Pakistan Engagement Strategy, Pakistan Vision 2025, Alliance2015 Strategic Compass, Alliance 2015 SES-FNS, etc.
  • Produce detailed stakeholder map covering EU representation in Pakistan, relevant local authorities (national, provincial), private sector, and any others relevant detailing institutional, organizational, personal interests and positions.
  • Develop a detailed donor engagement strategy targeting the EU, as well as any other relevant developmental donors as deemed appropriate by member CDs.
  • Coordinate with CDs as well as Alliance2015 Hub to align engagement approach with existing national/global-level Alliance2015 strategies and ensure coherence between Pakistan and Hub advocacy efforts.
  • Support in the execution of the Action Plan of “A2015 Stakeholder’s Strategy on Food & Nutrition Security in Pakistan 2021-2025”
  • Conduct gap analyses centred on key thematic areas as identified in the EU MIP or strategic documentation of other relevant donors.
  • Develop in-depth capacity mapping of Alliance2015 members and their core strengths.
  • Develop evidence-based joint capacity statements reflecting the strategic priorities of the EU MIP as well as any other donor.
  • Facilitate bilateral discussions between respective CDs of Alliance2015 members and key stakeholders identified via mapping exercise.
  • Identification of specific funding opportunities through EU or other relevant donors, and development of concept notes/proposals in coordination with respective member PD departments.
  • Design and produce communications tools tailored to the respective interests of target audience (EU, private sector, etc.) highlighting Alliance2015 capacities/complementarities in line with EU development priorities for Pakistan.
  • Plan, organize, and facilitate public awareness events to raise profile of Alliance2015 vis-à-vis EU representation and any other relevant stakeholders centred around themes associated with EU development priorities.  These can include digital workshops, roundtables, panel discussions, and more as deemed relevant and appropriate.
  • Manage associated procurement of services and/or materials as required and within the respective procurement policies of the hosting organization.
  • Ensure accurate and timely progress reporting, disseminated amongst all member organization CDs on a regular and planned basis.
  • Coordinate with relevant FLATS (Finance, Logistics, Accountability and Transparency, and Security) departments as appropriate to ensure strict compliance with member and donor policies.

Expertise Requirements:

  • Relevant Educational background;
  • Extensive experience in high-level donor engagement/coordination required, preferably with EU or European donor agencies;
  • Strong understanding of national governance structures and the Governmental Stakeholders international donor strategy prioritization;
  • Fluent in the English;
  • Strong communication skills
  • Good interpersonal and team working skills;
  • Strong writing and analytical skills.
