Position Title: Programme Manager
Reports to: Programme Director (Operational Reporting) and
Strategic Advisor (Technical Reporting)
Duration: May 2019 – July 2020
Location: Islamabad with frequent travel to Provinces
Beyondsolutions is providing in-country support to various implementing partners in key areas of a) Project design and planning b) Monitoring and Accountability and c) Technical Assistance. These partners are implementing three programs in Pakistan focusing on key thematic area of gender-based violence, water rights and supporting brick kiln workers across three provinces of KP, Punjab and Sindh.
These ToR relate to the role of Programme Manager for the ‘Water Rights’ and ‘Supporting the Brick Kiln Workers’ programmes. The main purpose of the role is to support the implementing partners through technical assistance, monitoring and evaluation and capacity strengthening. The incumbent will be expected to work closely with the partners to ensure that the projects are delivering in line with their scope, budget and timelines and support them in documenting and reporting these aspects to the project donors.
Key objectives / scope for the role under these ToR include:
- Lead the planning and coordination of the activities and work with the partners to ensure effective and efficient partner programming, budgeting and spending.
- Build strong working relationships with partner organizations and support them in areas of accountability, capacity development, and financial management and monitoring.
- Responsible for leading the programme team, ensuring quality delivery of project activities in the target districts, managing a diverse partner portfolio, overseeing grant and financial management, and facilitating partner representation at external meetings, events and networks.
- The Programme Manager will provide tailored technical support to partners including monitoring visits, mentoring of staff and facilitation of technical and programmatic workshops.
- The incumbent will also support efforts to mainstream rights based approaches across all the programmes supported by Beyondsolutions under this assignment.
- The position holder will lead project planning and progress review workshops with partners as well as field visits to the project.
- The PM will provide customized technical backing to partners along with monitoring visits and guiding project staff on project tools and techniques.
Requirements (Person Specification)
- Masters Level Degree in Social Sciences or Relevant Field
- Minimum 7 years of experience in international development in Pakistan having a role in management and coordination
- Experience of working on WASH, Rights Based Programmes and Protection Programmes
- Strong interpersonal and communication skills and the ability to effectively work with others
- Proven training and capacity building skills
