Job Description

Position Title:     Research, Monitoring and Evaluation (RME) Manager

Reports to:          Programme Director (Operational Reporting) and

                           Strategic Advisor (Technical Reporting)

Duration:            May 2019 – July 2020

Location:             Islamabad with frequent travel to Provinces

Beyondsolutions is providing in-country support to various implementing partners in key areas of a) Project design and planning b) Monitoring and Accountability and c) Technical Assistance. These partners are implementing three programs in Pakistan focusing on the key thematic areas of gender-based violence, water rights and supporting brick kiln workers across three provinces of KP, Punjab and Sindh.

These ToR relate to the role of RME Manager for this assignment. The main purpose of the role is to lead the design and overseeing the implementation of the RME framework for the assignment. The position will extend technical support to the programme teams and the implementing partners in tracking programme performance/indicators and data collection tools. The role will also contribute in assessing the effectiveness of the programme, and applying iterative learning in coordination and support of technical teams. The incumbent will be expected to work closely with the programme team and the partners to ensure that the projects are delivering in line with the required quality standards and extend support to them through documentation and capacity building.  

Key objectives / scope for the role under these ToR include:

  • Support IPs in designing/refining and implementing robust monitoring and evaluation systems and processes
  • Work with IPs in developing and refining results frameworks and logic models and documentation of the results.
  • Provide training to IPs to equip them with appropriate skills, tools and methodologies for effective reporting.
  • Supports the technical teams in finalization and periodic refinement of the systems for capturing data (i.e. data collection tools and data flow/feedback mechanisms) and tracking project’s progress against the agreed outcomes
  • Develop/adapt mechanisms for undertaking periodic data verification and spot checks for identifying gaps and enabling the technical teams to improve the quality and accuracy of the data 
  • Maintain a standardised Management Information System (MIS) that enables systematic and efficient data collection, compilation, storage, retrieval and analysis
  • Lead the analysis and consolidation of data in coordination with the technical teams and IPs to produce overall learning that will inform on-going programme design/course corrections and strengthening integration/cross-learning in the various strands of the programmes

Requirements (Person Specification)

  •  Master’s Degree holder with at least 5 years’ experience in monitoring and evaluation;
  •  Knowledge of local development and/or relief issues with a participatory approach;
  • Computer competency with spreadsheets, databases and word processing suites;
  • Ability to develop efficient systems to manage databases used for programme planning and implementation.
  • Strong interpersonal skills, flexibility and patience;
  • Proven training and capacity building skills
