Title: Radio Broadcast Campaign

Organization:  Pakistan Youth Change Advocates

ORGANIZATIONAL BACKGROUND

Pakistan Youth Change Advocates (PYCA) is a non-profit civil society organization working to promote development through youth participation.

The organization has a deep footprint in 20 districts of Pakistan across all the four provinces (i.e. Punjab, Sindh, Balochistan and Khyber Pakhtunkhwa) as well as Islamabad Capital Territory and the state of Azad Jammu and Kashmir (AJK).

ASSIGNMENT BACKGROUND

Almost 90% of the world’s countries have shut their schools in an effort to slow the transmission of COVID-19. Alongside school closures, governments are also imposing social distancing measures and restricting the movement of people, goods and services leading to stalled economies.

While this disruption to education and the expected reduction in global growth have far-reaching effects for all, their impact will be particularly detrimental to the most disadvantaged students and their families, especially in less developed countries such as Pakistan. The educational consequences of COVID-19 will last beyond the period of school closures and will be particularly severe for marginalized girls.

In Pakistan’s context more specifically, the already dismal education indicators are likely to take a further hit, with girls’ education bearing major brunt in this unfavorable situation.

Thus, PYCA aims to connect girls’ education with other development indicators of Pakistan, framing it as an essential building block to develop a more just, economically advanced and resilient country. The campaign will connect girls’ education with the most pressing issues of the new post COVID-19 world.

SCOPE OF WORK

Radio Spots

The vendor/firm will ensure the airing of 9 radio spots (previously produced by PYCA) through various radio stations in the given target districts. The proposed number of total broadcast minutes broken down by day and station will be provided in the proposal.

Campaign Rollout

The vendor is expected to:

Timely shares with the organization the rollout plan of radio spots from each radio station.

Ensures that every radio channel on-board conducts polls (live or social media based) at least once during the campaign life cycle to document listeners' feedback.

Report of Campaign

The vendor is expected to submit a detailed report on the campaign’s outreach. This will include collecting audio recordings of calls from listeners relevant to the campaign, audio messages by listeners, responses on the radio channel’s social media handles, poll results and any other source of information the radio channel can provide on the outreach and impact of the campaign.

A total of 4 such reports will be shared during the campaign life-cycle (i.e. one report per week).

PUBLIC SERVICE MESSAGES (PSM)

All PSMs will be produced by PYCA and provided to the vendor before the starting date of the campaign.

CAMPAIGN DURATION

The campaign will be carried out from 1st September to 15thOctober 2020.

o   1 radio broadcast campaign

o   4 outreach and impact reports

FINANCIALS

The total budget for this assignment is PKR. 900,000/-.

Payment for this assignment will be made in 2 installments mentioned as below:

i.         First installment (25%) will be released at the signing of the contract.

ii.       Second installment (remaining 75%) will be released upon completion of all the tasks mentioned in the TORs.

The payment will be subject to any taxes imposed by the Government of Pakistan.

Note: Among other things, the proposal must detail the proposed number of spots for both 30 seconds and 1 minute PSMs as well as the proposed stations, geographic coverage and the proposed time of broadcast.
