I.                    PROJECT PROFILE :

Health is one of the three major thematic program areas of CARE International Pakistan (CIP). CIP places special emphasis on investing in women and girls understanding that in addition to poor health systems, gender discrimination, social exclusion, and barriers to economic and socio-political participation, reinforce the vulnerability of women and girls. These factors deny women their right to adequate reproductive health-care, particularly access to family planning services and safe abortion (SAC) /post abortion care (PAC). CARE in Pakistan is taking up the initiative for the same rights to be delivered through the successful global experience of SAF-PAC and is going for implementing Phase III of the same in Muzaffargarh and Multan districts of South Punjab to address the unmet needs of the communities and build the capacity of the service providers on modern techniques of FP and PAC services in emergencies and desperate needs addressing maternal health including post abortion care (PAC).and safe abortion care (SAC) within the legally, socially and culturally acceptable framework. Behavior change communication, gender and sexuality are the main stay to address this for a sustainable change through refined model of phase II linked with CIPs LRSP.

CARE is proposing to expand access to FP and post-abortion care (PAC)/safe abortion care (SAC) services by building on accomplishments and lessons learned from phase 1 & II of SAF-PAC.  CARE in Pakistan proposes to continue working in coordination with CARE headquarters level to build capacity to integrate SRH into country office emergency preparedness and response and expand access to FP and PAC services in Pakistan.

I.  JOB SUMMARY:

The purpose of the Monitoring and Evaluation Officer’s position is to design, organize and coordinate the collection of M&E related data, compilation, consolidation and analysis of data for project progress monitoring and feedback to planning processes, conduct research work and build capacity of relevant project staff. S/he also establishes and ensures better data management system and prepare for timely evaluation of project impact. This position will ensure quality assurance and quality control in all project activities like capacity building, supply chain management etc.

II. RESPONSIBILITIES AND TASKS

Job Responsibility #1:  Coordination and Capacity Building: % of Time:  20%

§  Coordinates and participates in project design, diagnostic studies, evaluations and surveys;

§  Organizes periodic evaluation and progress monitoring events by involving communities, government counterpart(s) and partner organization; and ensure dissemination of results/ information to all concerned stakeholders  

§  Develops capacity of project relevant staff on data collection, management and  M&E related activities;

§  Work with relevant district government officials on strengthening district government monitoring system

§  Provide Support to  project management in ensuring compliance to CARE’s program principles, accountability and transparency, CARE’s  global standards and other global MEAL bench marks     

§  Coordinate and work closely with project team members to ensure compliance with quality standards (training, supplies, social mobilization etc.)

§  Develop linkages with other organizations / stakeholder to ensure project is informed about developments in the reproductive health sector and CARE is using best practice examples within the country

Job Responsibility #2:  Information Management and Reporting: % of Time: 20 %

§  Update and submit data set to CO level program database on monthly & quarterly basis;

§  Compiles regular project monitoring report  and application of evaluation recommendations;

§  Support by providing data and other information for compiling quarterly, biannual and annual tabular and narrative reports (as required by project stakeholders) on project outputs, and alarm the management for deviations from the quarterly plan for course correction;

§  Periodically compile lessons learned and best practices resulted from project implementation.

§  In line with CO guidelines lead on knowledge management of the project

§  Dissemination of  project information to the relevant stakeholders as per Project Manager’s instruction and guidance

Job Responsibility #3:  Monitoring and Evaluation:  % of Time:  50%

§  Designs M&E system and tools for the project to generate, collect and analyze the essential information around the project indicators in line with KML and project needs

§  To ensure that quality and authentic data is collected, processed and communicated at timely manner Regular and timely updation of data management system

§  Analyze project data to produce information as required by the project (output tracking, quality assurance, time monitoring, budget monitoring etc.);

§  Coordinates and supervises field M&E data collection to ensure quality of data;

§  work with relevant government departments to improve on quality and reliability of government M&E data as per godliness and instruction of project manger

§  Prepares detailed implementation plan including monitoring and evaluation plan for the project;

§  Periodically visit field areas to ensure quality and compliance with M&E system

§  Provides support in mid-term, final evaluation or other studies conducted by CIP.

§  Other task assigned by the project Manger

Job Responsibility #4:  Perform other duties assigned: % of Time: 10%

Levels one and two of problem solving apply to the incumbent. The incumbent involves with daily routine activities, s/he also uses interpolative skills to pick and choose the right solution to address given problems.
