CARE International in Pakistan is seeking a dynamic Program Manager to lead the planning and implementation of its newly awarded “WASH & Shelter Humanitarian Response Project” for North Waziristan district, plus other ongoing humanitarian response projects going on. Overseeing all its aspects including partnership, programmatic, financial, administrative and personnel related management. S/he will also be responsible for the timely achievement of various projects’ objectives and will ensure that all project interventions are of high quality and lead to a measurable impact. This includes, but is not limited to, overseeing the projects’ detailed work-plan preparation, providing capacity building and implementation support to the local partners, identifying external technical support needs, ensuring that appropriate management practices are being used in project implementation and that the monitoring and evaluation systems are being used to provide timely management information. The role requires ensuring timely and accurate problem analysis, improvising and innovating for creative problem-solving, high attention to detail, managing people with priority to achieving results, capacity development and support. The role also requires that the Local Partner as well as project staff ensures compliance with CARE’s policies, and including CARE’s Safety and Security protocols. The Program Manager is also expected to maintain good working relationships with donors, partners, government officials, FDMA, TDP Secretariat, law enforcement authorities, civil society organizations, and other stakeholders.

Job Description

  1. Partnership Management
  • Supervise the work of selected local partners.
  • Ensure all capacity building activities are conducted with quality and on time.
  • Provide oversight, technical and management support to partners to ensure successful implementation of project and donor compliance.

2. Staff management

  • Provide proper supervision and management for all direct reports and oversee the establishment and functioning of a strong and effective team to deliver project results.
  • Address performance issues in a timely manner through regular, constructive and honest feedback and coaching and utilizes CARE’s HR Policy for performance management measures which must be documented.
  • Ensure the proper implementation of CARE’s performance management system for CARE staff direct reports, including job descriptions and IOP development, regular feedback, mid-term reviews and annual performance appraisal
  • Identify staff capacity building needs and provide staff capacity building support/recommendations on how to address identified needs
  • Oversee the recruitment and orientation process of new staff and external consultants.

3.      Program Management

  • Critically review and revise each project implementation plan to ensure timely and quality completion. This should be done in a consultative process with the designated project teams, while the Program Manager is expected to lead the process to ensure that the revised plans are detailed and realistic enough to ensure timely and quality delivery in line with donor-approved project contracts.  
  • Lead overall project activities and day-to-day management in order to achieve all program objectives in a timely manner;
  • Provide training/ orientation to project staff and local partners about CARE and donor requirements;
  • Ensure that all CARE and industry program quality standards are followed in the projects, with sufficient quality assurance records maintained for each project activity.
  • Where there is a deficit of technical guidance in a particular sector, arrange appropriate resource as additional consultants/fixed term staff in a timely manner after checking budget availability and getting prior approval by the ACD-P, (or CD if ACD-P absent).
  • Ensure timely and accurate and high quality donor reporting of each project, including narrative and financial reporting.
  • Ensure overall direction and coordination of the projects;
  • Ensure effective communication with partners and relevant CARE staff;
  • Ensure compliance with relevant CARE and donor policies and procedures (on Project Standards and Program Principles, Finance, Procurement, Donor visibility, Staff Safety and Security etc.);
  • Ensure project documentation is in place;
  • Ensure Monitoring and Evaluation plan and systems are in place for all project activities to ensure accountability; monitoring of efficiency, effectiveness and impact.
  1. Financial Management
  • Overall Responsibility for budget expenditures
  • Carefully and regularly monitor the project budgets including local partner budgets to increase the budget utilization rates in line with expediting the project implementation speed.
  • Ensure compliance with donor guidelines and CARE financial management and Procurement policy/protocols, for the effective financial management of each project.
  • Manage the budget and ensure monitoring of monthly expenditures by project staff as well as local partner budgets, make adjustments as required
  • Ensure budget management complies with CARE and donor requirements
  • Oversee Plans developed.
  1. External Liaison, Reporting and Representation
  • Establish and maintain good relations with relevant counterparts, including FDMA, military establishment, TDP Secretariat and LEAs, etc.
  • Network and liaise with other NGOs or INGOs working on related issues in FATA
  • Liaise with government institutions such as the PHED etc.
  • Facilitate donor monitoring visits and evaluations, as appropriate
  • Each such meeting with external stakeholders must be reported back via e-mail to the ACD-P, with the CD copied, regarding key discussion points, feedback and action points for follow-up within 48 hours of the meeting.
  • All liaison with LEAs must be done in close coordination with and reported to the Safety and Security and External Liaison Team.
  • Ensure that accurate lists for travel NOCs of staff for field area are provided to the Safety and Security Team on time for onward submission to LEAs for timely clearance so that CARE staff can do their work on time.
  • Ensure that CARE’s Safety and Security Protocols are fully understood and followed by all staff; enable staff to understand them and report any instances of non-compliance to the CD and ACD-P.

6. Perform other duties as assigned by the ACD-P, CD or another delegated member of the Country Office’s senior management team.

II. QUALIFICATIONS (KNOW HOW)

 EDUCATION/TRAINING

·         University degree in social sciences, development studies or relevant area

Experience

  • At least 10 years’ experience in project management in development /humanitarian setting;
  • Solid experience in any of the humanitarian sectors including Protection, GBV/SRH, WASH, food security, health, shelter and livelihoods;
  • Demonstrated ability to effectively manage a diverse team of employees, including local technical experts, consultants, staff and local partners;
  • Demonstrated ability to create and maintain effective working relationships with donors, implementing partners, government officials, civic society organizations, local community-based organizations, and other stakeholders.
  • Contemporary knowledge of and linkages with key external stakeholders relevant to humanitarian programming in FATA.

Desired

  • Sound knowledge and work experience in NWA
  • Experience working in post-conflict settings/countries
  • Experience of working in INGOs
